M. on Tues. July 29/69. All Council members except Mr. Geo Lemay were again PRESENT in Attendance Mr. G. G. King, Sec. -Treas , was present and recorded the minutes. The Three Hills S. D. was not represented at this meeting. The S c.- Treas. advised Council that a recent ruling indicates hat no signed forms by proprietary electors 3 Hills will be re uired for the usual mail rates for the Three CAPITAL Hills Capi al if postal authorities are given a copy of a By -Law a d Agreement re the subscriptions. A proposed form of Ag eement was read to Council. Mr. Peters moved lst Reading to By -Law # 619 to authorize BY-LAW the Reeve nd Sec - Treas. to sign an Agreement withthe # 619 Three Hill Capital for a subscription for each proprietary elector of this Municipal District. Carried unan. Mr Ferguson moved 2nd Reading to this By -Law Carried unan. Mr. Church moved 3rd Reading to this By -Law. Carried unan Each Councillor present was given a copy v)f the comm. report of the meeting with the Council of the Village of CARBON Carbon re its 196$ recreation activities, finances, etc. RECREATION The report was read and discussed. It was noted that Carbon wil make an application for Dept. of Youth grant for 1968 b t it may not be granted as the deadline date has passed Mr. Brown moved that our comm. report be accepted and further action tabled until Carbon has a reply from the Dept. of Youth. Carried. A del gation of Mr. Muddle, Rendall Imbach and Hanson of the Pra rie Bible Institute met with 6ouncil to discuss p B I 1969 Prov Statutes concerning possible assessment and TAXATION taxation ii 1970 of P. B. I. property. An outline of the general cl sses of buildings and approx assessment of each was g ne over briefly. Considerable discussion followed a d Mr. George Park, assessor, was invited in to give so e further information re assessment values, etc. Reeve Brow advised that no decision has been made but Council wi 1 possibly wish to assess and tax any P. B. I. property w ich is in a similar category to taxed property in other 1 cations in this M D The P. B. I. comm. voiced no ctual objection to this in principle but asked that speci 1 consideration be given to service buildings which are argely used for educational benefits, they stated tha they can give a breakdown of the various uses of such buildings as the dining room They also stated that they ndeavor to avoid any competition with regular business places. Ferguson moved approval of a building permit to A. Stanger for a machine & grain storage building in the NW-4-30-21-4 as per application of July 2$/69. The Sac.-Treas. asked Council to set a policy as HEALTH CARE toiwhen a new employee is eligible to join the Municipal & BLUE CROSS group for Alta Health Care and Alta Blue Cross. Mr. Church moved that each employee be eligible to join under the 14unicipal group when he commences employ- ment, that the M D make no contribution for the first six month period, that membership be compulsoxey after the first 6 mos. and that the M D. then pay one -half of the regular premiums. Carried. Mr Ralph Brown asked to be taken out of the Municipal Blue Cross group as at the end of July as he is for ing a group with his own employees. All councillors involved are to be given a statement on Aug. 11th next of amounts due for Blue Cross Mr. 7.
