:We the undersigned ratepayers, hereby request that a
plebeci a on Weather Modification be held over the
Municipa ity as a whole for 1970,and that Weather Modification
services shall be put out for tender 11
The petition contained a total of 20 pages and by their PETITION
count, h ihe d a total of 22,5 signatures The acknowledgement RE
of the S cretary- Treasurer in respect to this petition was WEATHER
read to meeting. Discussion followed with the main MOD
interest centered on the following
1. oes the petition have at least 10% of the signatures
of the p oprietary electors? - the reply was that no definite
answer c n be given to this on short notice.
2. s the petition valid? - the petitioners were advised
that the Council receivec it as is, and orrly the Courts could
decide v validity
3. n what date should the total count of the proprietary
electors be made inso far as this petition is concprapd? -
Again no one had-a definite answer.
Mr. larried. Peters moved that Council acknowledge receipt of the
petition in respect to Weather Modification as referred to
above
Mr. Brown moved that the Secretary - Treasurer write to
the Depa tment of the Attorney- General with a copy to the
Departme ihan t of Municipal Affairs, Edmonton, asking for clarif-
ication f the legislation as amended with particular ref-
erence t Item N0.3 above and also as to proper procedure
if more one petition is received and that they be for
differan areas'y and that a copy of the correspondence be
supplied to Mr ';Edwin Sept. Carried.

The ouncil meeting reconvened at 11:15 A M with the
Councillo s for Divisions 1,2,3,4,5 & 6 stall in attendance
together ith Mr G G King, Sec -Tress and Mr. Don Dau of
the Three Hills School Division No other persons were
present a cept as otherwise noted.
The following minutes and reports from the Calgary
Regional Tlanning Commission were briefly referred to
Council:
(a) 'nutes of May 30th - subdivision committee
(b) inutes of June 6th - regular meeting
(c) eport of Special meeting April 30th - Regional
Plan.
Mr rown moved that a letter be written to Mr R.
Ratzlaff, Minister of Industry and Tourism, bringing to
his atten ion the minutes of the Calgary Regional Planning
Commissio meeting of June 6th/69 regarding signs Carried.
Mr loole advised Council that this Municipality was
the only ene which had withheld full payment of the requis-
ition to the Calgary Regional Planning Commission and he
therefore felt this was unfair. In reply to his question,
Mr G G ing advised that all other requisitions are paid
by instal ments but that due dates vary There was no
definite nformation available as to how the policy of the
Calgary gional Planning Commission was set in respect to
asking fori advance payment of requisitions in full

Peters mo ed that Council rescind the motion of May Ist /69
page 1, r garding the split payment to the Calgary R gional
Planning ommission and that the balance be paid in Pull

Mr. eters moved that the minutes and reports from the
Calgary R gional Planning Commission be now filed as inf-
ormation.1 Carried
Mr. oole verbally reported on a Planning meeting which
he had re ently attended in Edmonton as a member of C R.P.C.
He made p rticular reference to the following.
1 T e financing of Planning Commissions on an Equal-
ized asse sment basis is being studied
2. M�. Bob Cundy, Director of the Red Deer Planning
Commissio , stated that a Preliminary Regional Plan must be
a joint a fort to be successful but it should be kept very
broad and,general

Mr Reg Adam reported on the water storage study along WATER
the Three Hills Creek and stated that it appeared the most STORAGE
suitable location might be in 5E- 27- 31 -24 -4 The Water 5E- 27 -31 -24
Resources Branch of the Province has made a hydrology study
and high water levels had been checked There is some lack
of co -ord nation between the two Departments as Mr. Adam
has no de inite knowledge of what Water Resources is doing.
Mr erguson moved that a letter be written to Mr. R.E.
Bailey of the Water R sources Branch, Edmonton, asking what
has been one and whaE is plannid in respect to its study
of Water itorage along the Three Hills Creek. Carried.
Mr. leg Adam referred briefly to the following procedure WATER
for getti g assistance for Community Water Storage* STORAGE
ASSISTANCE
1. A R D A - this pays up to 75% of the total cost,
but that olicy may end next year.
2. - through his Department previously called f.F.R,A.
and now called Regional Economic Expansion , the full cost
is paid by the Government but this policy may also change
next year,
Mr. dam advised that the M.D. could apply for a series
of dugout or dams along the Creek if they would be used
for commu ity purposes
Mr, Ferguson moved that an article be put in the Three NOTICE IN
Hills Capital in respect to the possibility of getting CAPITAL RE
dugouts or dams to determine if people are interested and WATER
where they propose that the dams or dugouts should be located. DAMS,ETC

met with ouncil, and the following items were discussed ASST.DIST

1 B idge east of Carbon - Sec.13- 29 -23 -4 - The proposal
of the Pr vincial Bridge Branch as outlined in its letter
of June 1 th was read to Council and discussed - Mr. Lendzion
advised t ere would be approximately 10,000 cu.yds, of cut
on the ea t side and much of this dirt would have to be wasted
unless it could be hauled across the creek and used on the
west side A change in location of the bridge might reduce
the dirt work to $,000 cu.yds. but buildings would then have
to be moved and this was not too practical Mr Poole moved
that Coun it agree to accept the bridge and design as per
letter fr m the Bridge Branch as referred to above Carried.

Insurance policy ALTA 13799 in respect to Content Coverage
on a Blancet Basis and also in respect to having an appraisal
done. Mr Church moved that Council agree that Content
Coverage be on a Blanket basis, and that the 8ec.- Treas.

The oad Committee reported briefly on the tentative
arrangeme is discussed with the Councillors of the Town of
Trochu regarding surfacing of the east -west thoroughfare
at that Town A letter of June 13th to the Town of Trochu
regarding this was read to Council Mr. Schmelke stated
that he his since been advised that Trochu is getting a
private contractor to do the work and therefore no Mun-
icipal wo k is required Mr Poole moved that the report

$4.00 on this account, but asked that Council consider
cancellation of the balance of $4 OS Mr. Poole moved
that $4.0S be cancelled in respect to the account of A,

damage in connection with the road grading east of Three
Hills were referred to Council as submitted by Mr Ted
Paquette Considerable discussion took place in connection

A letter from the Department of Highways asked if Council DEPT. OF

Mr. Brown moved that the Secretary write to obtain definite RAILWAYS
costs for installation and maintenance Carried
The 1'ec -Treas brought to Council's attention that
the July Ist holiday happens to come on a Tuesday this year
and some f the employees have talked to red Paquette in
regard to having the Monday off work. It was particularly
noted that little progress could be made in connection with
the road surfacing work on the Monday due to the weekend
holiday b fore it and the Tuesday holiday. Considerable
discussior followed ir. Schmelke moved that the employees
be given the opportunity of working all day Saturday, and
then taki g all day Monday, June 30th off if the majority
so desire, but that this be on the condition that hourly
men be pad only for the actual hours worked Carried.
The Sec -Treas brought the following matter to Council's
attention. - a few years ago, Mr Ed Bauer had bought from
this Municipal District the N2of the NE- 16- 32 -26 -4 and he
had built a fence across the south side of that land at his
own expense At that time the Municipal District was taking
gravel only from the south half of the quarter and thus had
no need for the fence However, the Municipal District
has since rented the south half of the quarter for pasture
and therefore is deriving a benefit from the fence and
likely has a responsibility to pay for its cost Discussion
followed Mr Schmelke moved that this Municipal Distract
offer to pay $1$0. to Mr Ed Bauer toward capital costs of
the fence as referred to in NE- 16- 32 -26 -4 and that this
District a ree to maintain the easterly half of the fence
on the sou h side of the north half of the said NE -16.
Carried.
Mr Paquette reported briefly in regard to road machinery
and related matters and advised that one Wagner is now under-
going repairs

for author'ty to take excess dirt from its right of way ad-
jacent to he Linden road with this dirt to be used to re-
build the 4unicipal road immediately east of the C N R

taken out adjacent to his farmstead near Linden. It appeared
this woulo not be of benefit to the Municipal District so
would be 4 private job
3 Fred Moore was to be granted two loads of gravel in the F MOORE
low place as requested - this was to be referred to Joe
Dobler
4 Joe Dobler was to be contacted to see if all municipal ✓
gravel has been removed from the Andrews pit.

The Following then met with Council in respect to an
applicati n to purchase farm lands under the Alberta Farm
Purchase oard Mr & 11rs Albert Peterson and his mother
Mrs M P terson, and also Mr. George Park as appraiser
The lands concerned were the SW -4 and NCI -5 in 33 -24 -4 Mr
� ;.lbert Peterson proposed to purchase this land from his
mother
All relevant papers connected with the proposal were
read and discussed in detail
Mr Mrs Albert Peterson and Mrs. Mr Peterson then
left the eeting briefly Council further discussed the
matter - Peters moved that the application be accepted
subject t approval of the Alberta Farm Purchase Board
Committee Carried.
The pplicants were advised of this decision - they
thanked C uncil and then left
Mr Joe Stahl and T••Ir Jake Stahl of the Hutterian
Brethern of Valley View met with Council in respect to new
buildings proposed for the Hutterite Colony in the SW -16-
32-26-4. They submitted a rough sketch showing the general
location of 13 buildings proposed in that area It was
noted tha all buildings and any other obstructions would
be set bE k at least 1254 from the centreline of the road;
most of t If e buildings would be considerably further away
Mr. eters moved that approval be granted for the
erection the buildings as per the sketch and without
detail su ject to a $1.00 total fee and subject to all

Mr. Toe Stahl thanked Council and he and Mr. Jake
Stahl then left the meeting.

Peters, Tom Ferguson, Donald Dau and G.G. King be named to
meet with representatives from the Town of Three Hills and
Mr Geo Penner to discuss the location of a slaughter house.

fellow, S Jhe licitors, was read in regard to the claim of
M L Kann h. This stated, in brief, that our Insurance
Company w uld be protecting the Municipal interest in the
matter account of the Bolicitors for a total of $67 10
was attac ed. Mr Ferguson moved that this letter be
accepted nd payment authorized of the account Carried

Finance Officers? Meeting to be held in Edmonton on Wed-
nesday, June 25th. This was a change in location and
date from the previous notice of Grande Prairie on June
20th The Sec. -Treas advised that, due to pressure of work,
he dial not feel he should attend this year Mr Poole
moved that no delegate attend the said meeting. Carried.
A letter of June 12th from A.A.M.D. & Counties was
read & referred to very briefly in respect to interpretation
of amendm nts under the I,Funicipal Taxation Act. Mr Peters

A letter from Mr. D I Peters, Secretary of the Kneehill FLYING
Flying Club, asked that representatives of Council attend CLUB
a meeting at the Municipal office, Three Hills on July 8th
at 8 P.M. for a discussion of the development of a licensed
air strip in this area P_r Poole moved that Mr Dune Peters
and any o 4half er Councillors who can attend be authorized to
do so on of this District Carried.
A letter from Mr. u L Servold, P. Eng. was referred to %LIMB
briefly - this letter referred to the services which he is WATER
kxg prepared to offer to this District for work in connection SYSTEM
with a water system at Wirfoorne or in other centres Mr.
Peters moved that this be referred to the 'Committee who are

A letter from Calgary Power Ltd asked authority for CALGARY
an extension of its power line in south side of the 5E -26 POWER

Poole moved that this be approved subject to Council first
negotiate g for land to get a one rod set bacl: on the south
side of t e 5E- 26- 29 -26 -4 if this will be required for the
road wide ring on that east -west road west of Acme. Carried
Requests of Canadian Utilities for two power line CAIN UT
extensions were referred to Council as per its maps. Mr
Peters moved that these be approved subject to Provincial

Service oard meeting of April 8th/69 as per copy which had been

I��r. Gordon Park reported to Council briefly in respect to
the Poll wine.
1, New sprayer boom is very satisfactory. The machine is
at the o fire and can be inspected by the meeting today
2. New motor was purchased for the sprayer - it is also
entirelyisatisfactory
3. 1he old motor was not sold as he and Ted Paquette plan
to assemble this with an old pump which is in stoc4 and this
unit will then be available for use within the District.

The Sec -Treax advised the meeting that Council, at its
previous meeting, had approved an allotment of $150. maximwi. for
6 barbecues which the Kinsmen Club of Three Hills are having made
and whicb they will place at Keiver?s Lake -park Mr. �ordon Park
added briefly to this report stating that he had inspected one
of them at Downs Cement ;dace in Three Hills and the actual
cost to lowns is somewhere between $15 00 and $20 00 each He
estimatec that a total of 10 barbecues could be used at Keiver's
Lake HE also suggested there could be need for at least two at
Tolman a d two at the Swalwell park. Mr. Gordon Park also suggested
that, as he is in charge of care of the larks, etc., he should be
contacted before decisions are made regarding changes at the parks
He also advised that he and Mr C C Campbell were to arrange
for some large trees for the Tolman part: but the arrangements had
fallen through as the trees were not available when requested.
He further reported that the water at the Tolman park well
is reported to be very murky now and needs to be checked and tested.
It was agreed that Ivir Gordon Park check the well at the Tolman
park but that no action be taken in regard to barbecues at either
Tolman or Swalwell at this time

machinery Provisions of the Noxious Weed !,.ct were referred to
briefly and it was noted that Council may by by -law require a
tarp be used by anyone hauling grain or weed seeds,etc. `
Mr Peters moved that all this information be filed. Carried.
Program of the kgricultural Fieldmants Field Day and Weed Tour
to be held at Lethbridge July 10th and filth was discussed Mr
Brown moved that delegates be Mr Gordon Park and any two others
who may be able to attend and that expenses be paid for these
delegates Carried.

Mr Dan Peters reported briefly on a grassland tour which
he and Mr George Park had taken in recently in the Cochrane
area. He advised that a study is being made of the pasture
carrying capacity in this H D and this will likely be arranged
for July 8th

that the esults were not satisfactory Tvfr Gordon Park strongly
questionel the validity of the claim and stated that it seems
impossibl to satisfy the person who was referred to The
complaint was not in writing and had not been made directly to
the Coune 1 nor to the Service Board so no further action was taken
regarding it

Report of Ag Fieldman to Council & A.S.B. lvieeting
June 23, 1969
Activities have been related to the seasonal needs of the District.
Cattle Spraying - 1,817 head sprayed for lice or lice and warbles
Shelterbelt spraying has been done on 23 farms mainly for control of spruce
mites.
10 farmers have taken advantage of the grass seed policy for gully erosion
control.
Trees were picked up at the Oliver Nursery and distributed and planted
(Approxima ely 90,000 trees) 3 85 miles of roadside and 9.15 miles of field
plantings, plus farmstead plantings
Weed spectors Clinic was held in Calgary with a good attendance, and
valuable i formation.
Only 4 W fertilizer plots were set out this year one at R. Browns farm, Acme
and one at . Irving, Huxley
A plo4 to demonstrate control of pasture sage has been set out on the Dole
farm at Al ingham
Roads4de seeding was done on a few miles of roadside to catch up on the road
grading pr gram from last year.
Roads de spraying is now in progress, efforts being mainly centered on control
of brush r growth but efforts are being made to treat any road infested with weeds
The now sprayer boom works very satisfactory
Cultitation of trees has been carried out at all school grounds and Municipal
Parks. Al *o mowing at some school locations and cemetaries
