Present Councillors present were- Mr. A H Church Div. 1 Mr. W. Poole Div 2 Mr W. Brown Div 3 (Reeve) Mr. unc Peters Div. 4 Mr A Ferguson Div 5 leorges Mr C Schmelke Div 6 Mr. Lemay Div 7 Mr Peters moved that Council agree to deal with any business which may be brought before this meeting. Carried unan. Innisfail A letter of April 28th/69 from the Innisfail General Hospital Hospital advised that they have estimated the portion of its requisition required from the M D. of Kneehill to be $4,374.00 this year The Sec. -Tress advised that this would require a mill rate in that portion of the M D of an extra 6.1 mills, and this did not appear reasonable ' It was agreed that this be held for further investigation. Hosp Council was advised that Hospital requisitions may be requisit- sent in fr m Drumheller and Three Hills for the areas con- ions cerned but that none are expected from Olds, Trochu or Elnora Districts The Three Halls School Division had held its budget Report of meeting at its Trochu office on April 22nd and a report of budgt. its budget was given to Council by those Councillors and meeting the Secretary-Treasurer who had attended. A copy of its of 3 Hills budget as adopted was referred to Council and is kept on S D. file The total of the Supplementary requisitions in 1969 remains at the same figure as in 1968 Mr Lemay moved that this committee report be accepted Carried. The A A M D and Counties had presented a Brief to the A A.M.D. Provincial Legislative Committee in regard to Bill #35 Brief dealing with Equalized assessments A copy of that Brief re was now read to this meeting and discussed Mr Brown Equalized as President of that Association, added further details, Assess and state that he was quite sure no change would be ex- pected in the procedure regarding 1969 Equalized Assessments as compared to the previous years, but that a full study may be mate of this for the future Mr Peters moved that Council acknowledge receipt of the Brief and that same now be filed Carried A letter from Calgary Regional Planning Commission asked for payment of its 1969 requisition of $3,372.00. Mr.,, Peters moved that one -half of that requisition be paid now and tha balance in December Carried. C R.P.C. REQUIS A letter of April 24th/69 from the Provincial Department of Highways advised that the regular road grant allotted to this Municipality for 1969 is $103,711.00. Details concerning this Grant were included in that letter Discussion followed, and it wa noted that this is a reduction of $5,111 00 as compared ith the 1968 amount Mr Schmelke moved that this be accepted nd that details of the road program be considered later in 1he meeting. Mr. Ferguson S.D. then moved that these minutes be filed Carried. Central A brief verbal report was given to Council of the A A M D. meeting of the Central A.A.M D Counties which had been meeting held at Dicisbury on April 21st. Information had been ob- report tained in regard to proposed Provincial legislation but much of it was riot finalized at that date Mr. Poole moved that the report be accepted Carried A ci cular from the Department of Public Welfare Public with the r vised welfare payment schedules was referred to Welfare - Council an discussed. Carried Mr Ted Paquette, Public Works Superintendent, met with Council and remained for the balance of the meeting The request of Mr. Fred Art for improved drainage facilities at the road W/N'4- 26- 32 -27 -4 was discussed. Mr Peters moved that the fridge Branch be asked to drive piling and to construct a wooden bridge with used salvage material alt this location. Carried Copy of a letter of April 17th/69 from the Provincial Traffic Planning Engineer, Department of Highways, to Mr F. Schwinghammer of the Three Hills Hotel, was read to Council. This stated,in brief, that his advertising sign must be r oved along the access road to Three Hills not later than May 5th /69 Mr Church moved that this be accepted as inform tion and the letter filed. Carried Reports of Mr E M Danchuk, Secondary Road Engineer, of the Pr vincial Department of Highways, was read to Council as receiv d through the Calgary Regional Planning Commission in respect to various surfacing procedures, A copy of the report ha been given to Mr Paquette previously, Mr Ferguson moved tha this be accepted ari information and filed Carried. T.Paquette Fred Art F.Schwing- hammer - sign E.M.Danchuk surfacing A letter of April 16th /69 from the Chief Bridge Engineer Provincial Department of Highways, was read to Council, pointing out that ertain survey requirements had not been completed in regard to the road just west of the Morrin bridge The Sec -Tread reviewed with Council some earlier correspondence and details in respect to this matter. King advised Council that Mr. Reg Adam of P.F.R. R Adam A had beea at the office on April 28th and had given brief P.F.F. A informatioa in regard to the following dams in the Municipal report District of dams 1. Carbon northwest - the present culvert has to be Carbon reset and bhe soil under it must be well tamped. The culvert N 11d is then to be lengthened He is to give us more details in this regard later. Council had previously agreed to co- operate in this project 2. Vornon Hanson dam had been washed out this Spring V Hanson •- there will be no funds for repairing it this year through P.F R A bat an estimate has been made in its budget for 1970 work. Mr. Hanson has been advised of this. Mr. Church moved that the realir-almen as shown be approved by Council but that a check be made re arding the width of the bridge which had washed out Carried. 2. F le 1974 - S/S`vV- 16- 33 -23 -4 - Pidgeon Bridge - east of Trochu a concrete deck approximately 3" thick is to be placed on his bridge by the Provincial bridge branch Mr Lemay move that this be accepted Carried. 3 File 1276 - NW- 14- 30 -23 -4; File 6513- S/SW- 13- 31 -24 -4, File 70976-SW-17-29-22-4, File 13199- SW- 17- 29 -22 -4, File 70377 - W /NW -2 -30- 5 -4; - these bridges are to be painted by the Provincial Bridge Branch Mr Poole moved that this information be accepted. Mr Ferguson moved that this report be accepted.Carried. A letter of April 22nd/69 from the ton. Jordon Taylor Minister of Highway, stated that he could not, at this time, take the #21 Hwy east road to the Morrin Bridge into the Highway network This was because of the reduced budget for Provincial highways, and the need of the Province to improve of er roads which are already in its network Mr oole moved that this information be accepted and filed. Carried The Sec - Treas. advised Council that by -laws are re- quired to set up the Linden -Acme Rural Fire Protection area and to adjtst the boundaries of the various rural fire protection areas These proposed by -laws were then re- ferred to ouncil and dealt with. A letter from Saskatoon Fire Engine Company advised Pumper that the Underwriters Laboratories of Canada will test the unit pumper unit for rural fire protection in the Linden -Acme test area in Calgary on Thursday, May 8th starting at 9 30 A.M. May8th Mr Peters moved that Mr. Walt Regehr be asked to be in attendance in Calgary at that time if convenient and also the Fire C mmissioner be contacted in this regard. Carried The atter of the purchase order for the new fire truck purch. was discus ed briefly and the Sec. -Treas is to contact the order Company ano Walt Regehr in regard to it. Grants Sarcee Butte, Arthurville, Gamble, Hesketh, & Sunnyslope not earned Discussion followed Mr Poole moved that a check be made of our records to see if any previous final cut off date has been given and if not, that these districts be advised that the final cut off date for applying for the $300.00 is August lst, 1969 Carried. Brown from the President of the Alberta ",'leather Modification ",leather Co -Op was read to Council The intent of this was not Modif. entirely clear but it appeared to request our Reeve to set Co -Op up a meeting with the Premier of Alberta and his Cabinet for discussion of matters pertaining to Weather Modification Mr. Peters moved that a reply be sent advising that this Council is not taking, any further action in regard to Weather Modification matters in 1969 Carried Councillors were reminded of payments due to the Council re Municipal District in regard to Insurance matters. insurance Notice from the Municipal Finance Officer's Association Mun. Carried Coun it was advised that Mr John Prohl of Wimborne J Prohl has inquired about the purchase of Lot 7, Blk.l, Wimborne, purchase of this being the Lot immediately east of the general store. Lot. - This Municipal District acquired by gift from James Meers Wimborne Title to L is 5,6 and 7 in the said block.l, Wimborne These are 5' lots. To sell one lot only would require approval o the Planning Commission for the subdivision of the Title nd might also require consolidation of the Title with that f the store and Mr Prohl does not yet have clear Title to t e store Discussion followed. Regional Panning Commission in Calgary on April 30th at - report re which time the proposed Preliminary Regional Plan was dis- UPLAND? cussed in cetail The Brief of the M D of Kneehill had been prese ted and a Brief had also been presented in considerable detail from the M.D. of Rockyview. The main points req ested as changes by the rural areas were that some secon ary industries be permitted in the rural districts and that no zoning boundary lines be included in the Pre- liminary Plan The recommendations of that meeting are to be referred back to the Committee for re- drafting the proposed Plan. Mr Schmelke moved that this report be accepted. Carried. The 1rojects to be included in the applications for 1969 work under 1969 Road Grants were then discussed and Mr. H.J. Mr H JJ Hanson, Assistant Sec -Treas left the meeting at this time, The Sec' -Treas advised Council that he has had a number Dog at of complai is in regard to a dog in the Grantville area. Grantville By the reports the dog is somewhat vicious and has knocked children down and has perhaps bitten one, but there has been no serious injury. The owner had been contacted at one time regarding this, but complaints have since come in. Council wag; advised that by -law No 182 passed on April 4th 1953 is still on the boobs and that this prohibits any dog running at large within the Municipal District.
