Building Permits approved NE-- 23- 30 -26 -4 Frank Klassen SW- 16- 30 -26 -4 Larry Gorr MEETING - COUNCIL AND PLANNING COMMISSION M D OF KNEEHILL # 48 APRIL 23, 1969 Page 1 This is a report of the meeting held at the office of the M D of Kneehill # 48 in Three Hills on Wed Apr. 23/69 commencing at 9 30 A.M. Those present were Councillors A H Church, S Schmelke, and Dune Petors *( *forenoon Mun. Planning Comm Member - Mr. Don Dau only) M D Sec - Treas. Mr. G. G. King Calgary Regional Planning Comm • Director A. R. Smith in forenoon only, Mr Peter Marriott -from app 10 A M Mr Schmelke moved that Mr Dau act as Chairman for the discussion of the business to be brought before this meeting Carried It was noted that there was not a quorum of either the Council or the local Planning Comm., but it was agreed to proceed with a general discussion and such motions as deemed necessary The proposed Preliminary Regional Plan and related matters were discussed at length Mr. Smith first gave a reume of the procedure in drafting the Plan, stating that it was done by a comm with two representatives each from the Rural Municipalities and four members. from the Towns and Villages, plus one from Calgary, each Municipality represented had one vote only The 1963 Plaa had been used as a guide only Reference was made to the requirements of the Prov Planning Act and amendments which may be made to it this year Mr Smith advised that the Plan is designed, among other things; ' ) 1 To allow certain densities only 2 To restrict land uses, etc., by zoning 3 That subdivision matters be largely controlled through advance zoning 4. That industry and /or high density farming be also controlled by zoning Mr. Smith stated that zoning authority would rest wholly with the local Council. However, in reply to a question he agreed that the zoning must conform to all terms of the Plan and, if within close vicinity to a Town or other Urban area, that the Urban area must also be consulted The Plan calls for a minimum parcel size in a general Agricultural zone of 40 acres, and almost all this M. D. would be in thtt type of zone Existing farmsteads could be accomodated Mr. Smith was advised that our Council objects to numerous features of the Plan including 1 Requirement that all commercial development, except extractive industries, must be in Urban areas 2 The fact that Urban representatives have a voting power greater than their re %onable share - as per the Act - and thus wield too much influence in voting on a Plan which basically affects the rural areas. 3 A Plan could be drawn for this M D much simpler in form and content as we do not have the problems of areas adjacent to Calgary See page 2 MEETING - APRIL 23/69 Page 2 PLANNING Considerable discussion took place on matters of concern. Mr Smith stated that it would not be practical, in his opinion, to have separate Plans for each M D Town and Village representatives will have a Vote on the Plan, even though it only indirectly affects them Matters of Town concern only are not included The meeting adjourned for dinner from 12 15 P.M to 1 15 P M Some further brief discussion took place in respect to matters connected with the Plan Section on Page 29(f) makes some provision for development within an existing hamlet but even it is quite restrictive. Mr Keglowitsch met with those present in regard to a proposed subdivision by Don Casselman of Pt Lot 7 Block 4 Plan 4617 F N Three Hills Sub Minutes of Sept 18/68 meeting of our Planning Comm. were referred to - approval had been granted at that time Mr Keglowitsch then left the meeting Proposed subdivision of NE- 30- 29 -22 -4 (Barnes) into north 80 and south 80 acres was considered Mr Schmelke moved that this meeting recomment approval, su §ject to culverts & crossings at owners expense and deferral of reserve without agreement Carried Correspondence from C R P. C. advised that Ratzlaff subdiv. in SE- 35- 30 -26 -4 has been approved Mr. Schmelke moved that this be filed Carried. Mr Church moved that approval be given to Canadian Utilities to register a Transfer re Pt SW- 18- 32 -23 -4 subject to the guarantee re access road as per its letter of April 11/69 Carr _ed The meeting was advised that appeals have been made to the Prov. Plannini Board in regard to refusal of subdivisions 1 Ehman re Lot 8 '3 1 Paln 4617 F N Three Hills Sub Mr Church moved that this be filed Carried. 2. Loewen - NE -33- 0 -25 -4 - Mr Schmelke moved that this be filed.
