The regular meeting of the Council of the M.D. of
Kneehill #48 was held at the Municipal office, Three Hills
on Monday,jApril 14th, 1969 commencing at 9.00 A M

Mr. D.C. Dau, representative of the Three Hills School D Dau
Division, vas present throughout the meeting,
Mr C urch moved approval of the minutes of the meeting
of March 1 th and 31st and April lst/ 69 as per copy which approval
had been circulated to each member. Carried. minutes
The monthly Statement for the month ending March 31st
1969 was presented and discussed. This showned a net balance Fin 5t.
at the end of the month of $83,229 74, as per copy with
these minutes There were no loans outstanding Mr.
Ferguson moved acceptance of this monthly statement Carried
Mr Dunc Peters reported that Ted Paquette had ordered tires
eight tires from Timac in Calgary for the Motor Graders.
These were guaranteed as first grade nylon tires and were
much cheaper than those through the Association
A circular from the A A M D and Counties was referred nuts,
to briefly in regard to prices,etc of nuts and bolts This bolls

A circular from the Association was read in regard to A A M D

Counci for Mr Georges Lemay came into the meeting at
this time, 9 15 A M
Mr. Dotig Hazelton of Linden Contractors met with Council
He advised that they had had some machine troubles but are
now located at the gravel location just west of Linden The
bull crushel, they have on a rental basis is broken down
Approximately 2,000 cu cyds. have been put through it from
that location Their own crusher has also been broken down
but will be repaired soon They have put approximately 5,000
cu yds through their own crusher for a total of 7,00(- cu
yds. When Asing the one crusher only, a number of rocks had
to be set aside but it is expected that all of these will
be done whe the bull crusher is repaired It was agreed
without mot on that they be given full rate for crusting if
all the roc s are ultimately done.

A letter of April 3/69 from the Calgary Regional Planning
Commission advised that a Combined meeting of Councillors
and staff of all Member Municipalities will be held in Calgary
on April 30th commencing at 9:00 A M This is for the pur-
pose of di cuspirg the proposed Preliminary Regional Plans
and Amendments that might be desired. Tjis was discussed
briefly and Council?_r- -� also reported on the meeting which
they had h lcl with the Councillors of the County of Mountain
View recently.
It wa agreed that all Councillors and the Sec -Treas
attend the meeting in Calgary on April 30th.

Counc 1 was advised that Mr. John Esau, operator of
the Motor rader in Div 2, is in the General Hospital in
Calgary foi a minor nose operation and some problem with
asthma. H is expected back fairly soon.
The P trol from that Division has been undergoing some
repairs ane will be ready again tomorrow Mr Gary Iverson
has been o erating the older #12 there in the meantime.

A letter and report from the Orkney Athletic Association Orkney
was read in regard to their 1968 activities and financial Athletic
picture. Mr. Schmelke moved that this be accepted and Assoc
filed. Carried.
Council was advised that snowplowing accounts totalling snowplow
$90 00 had been sent to the Kneehill Flying Club of Three Kneehill
Hills but they had requested that Council consider this Flying
work at 11 regular rate Discussion followed Mr Lemay Club
moved that the Kneehill Flying Club be charged regular rate
for the sn wplowi.ng as it is not cor-idered that this club
provides at special community service Carried.

A letter of March 28th/69 from Provincial Department Dept. of
of Highways outlined certain changes in the numbering Highways
system of Secondary Road classes. Under the new system changes re

Minutes of the Agricultural Service Board meeting of
April 8/69 had been mailed to each Councillor and Board
member. These minutes were now reviewed in detail by
Council Mr Lemay moved that Council accept the minutes
and approve of all the recommendations as contained therein,.
Carried.
This meeting adjourned for dinner from 12.00 noon to
1.00 P.M
The See -Treas asked Council if it wished to make
any definite policy in regard to co- operation with Towns
& Villages in respect to cemeteries operated by those
municipalities, but which also serve rural areas Con -
siderable discussion followed. Mr. Lemay moved that no
financial Assistance in the form of Grants be given to
any of the said cemeteries but that the Municipality
co- operate in weed spraying,etc at 1/2 the regular rate,

to the Provincial Department of Highways were discussed
at some leigth Mr Brown moved that letters be written
to Hon. Go don Taylor outlining the following-
1 If the Provincial Department would now take the
road from io 21 Highway east to the Morrin Bridge into
the Provin ial network, then this Council would agree to
take as a tunicipal road, portion of Highway #26 from

Council discussed the penalty rate now being charged penalty
on tax arrears which is 7% each March lst. Mr. Ferguson rate
moved that no change be made in respect to this penalty

Mr, d Paquette and Mr Joe Dobler, foremen, then foremen
met with C ' uncil and Mr F. D Ahern of Allied Chemicals A.Ahern
also met th Council at this time
The See -Treas and all Councillors except Mr Lemay
had attended a Calcium Chloride Seminar in Calgary
recently Mr Ahern now gave further details in regard to
soil stabilization and dust treatment of roads with the
use of Calcium Chloride. He stated that the price of
material delivered and sprayed on the road would be about
$72.00 per flaked ton, and that it would require about
4 tons per mile on a clay base and up to 8 tons per mile
on a sands. base This would last approximately one year.

been washe out. Further study will be given to relocating
the bridge over the Ghost Pine Creek in conjuncti8n with
the studie in regard to the Orkney road and the Orkney -
Hesketh road.
Mr Ferguson moved that the reports be accepted and
that the old information regarding the engineering profiles,
etc for the Orkney- Hesketh road be referred to the Planning
Branch of the Department of Highways. Carried.
A circular from Alberta Government Telephones was read A G T
asking for further advance notice in regard to grading re
projects where their cables might be affected Mr Peters cables
moved that this be accepted and filed Carried
Plans for further road tours and applications for road
grants wer discussed at some length, with particular
reference the Contingency and Resource road grants.
Mr Poole moved that an application be made for a
Contingency road grant at an estimated total cost of
$130,000.00 for emulsion type light surfacing of the
following
1. Frtroad NW- 22- 29 -23 -4 east 10 wiles (Leon Coates -
Rowbottom on the Pope lease.
2 Lin en east to No.21 approximately 10 miles,
except that approximately 1/2 mile east from the C N R
crossing be not included.

Mr. Georges Lenay sugCested that the Patrol operators Maps re
and the foreman should prepare maps with information as to road work

formation should be available to the Councillors when
discussing the road program
It was agreed that those Councillors who could do so road
go on road tour in the southern portion of the Municipality tour
this coming Thursday, April 17th, leaving Three Hills at
8 30 A.M. and meeting at Carbon at 9.00 A M

are not very suitable for road signs, but are useful for
fencing in rocky ground.

The dwelling has been removed and it appears that there is
no securit y Mr Ferguson moved that Council authorize
cancellati n of the said tax arrears for $67.12. Carried.
A list of miscellaneous accounts over 6 months old was
given to each Councillor and discussed briefly. A copy is mist
also to be given to the Foremen The Sec -Treas pointed 1w accounts
out that no further word: should be done for those on this
"black" list
Brief reference was made to Bills No 26 and 51 of the Bills
Provincial Legislature in respect to proposed amendments to #26 �
the Muni.ci al Government Act and the Municipal Taxation Act. #51
It was not ad that more detailed information regarding these
will be av ilable at the Central Alberta Association meeting
in Didsburr on April 21st. Mr. Schmelke moved that this in-
formation 6e tabled. Carried

Hills, adv sed that its current interest rate for Municipal int 7%
loans is 7 .
Mr Poole moved 1st :leading to by -law No 609, this By -Law
being a by-law to authorize the Reeve and Sec.-Treas. to #609
borrow up to a maximum of $500,000 from the Provincial borrowing
Treasury Branch of Three Hills and to give such security
as require Carried unan. Mr Church moved 2nd Reading
to this by law. Carried unan Mr Ferguson moved 3rd
