The C uncil meeting which had adjourned from March
31st was r convened at the office of the M D of Kneehill
in Three H lls on Tuesday, April lst /69 at 4.00 p m

It was noted that Mr Georges Lemay, Councillor for G.Lemay
Div 7, had been advised of this meeting time and had agreed
to attend However, he had sent a message that he was un-
able to be present as he had to make an important trip to
Calgary at that time
Mr. G1G. King, Sec. -Treas was present and recorded the
minutes
Mr PUlph Brown advised the Council members that he
contacted the Reeves of r'?ountai.n View and Rocky View by
telephone last evening and each had stated their Municipal
Districts are willing to grant plebiscites for Weather
Modification for parts cf the area They have not been
requested o to do up to this time. The County of Wheat-
land is in efinite in that it appears not likely that there
will be an plebiscite within it
A group of 29 ratepayers opposed to Council granting
a plebiscite in respect to Weather Modification in a portion
of the Municipal District then met with Council This
delegation was, I believe, headed by Mr J.F. Code, but
many of them freely tool" part in the discussion Also
present at this time were 14r. Elmer Currie, d T Bishop,
M R Boake and Harold Howe of the Kneehill Weather
Modificati n Association:
Many pinions were expressed some questions asked and
answered, f which the following are intended as only a
brief revs w
I Whr is this matter now before Council when a
definite d cision had been made last February that no
vote would be held? Reevo?s reply - that a petition had
come in wi h some 200 names or more asking for reconsider -
aticn and ie felt that it was only fair that Council
should con ider this.

5. T e minutes from the Annual meeting of Ratepayers
cf M4rch 4th, 1968 were read in regard tc the resolution
in respect to Weather Modification The Secretary- Treas.
advised that this resolution had been referred to the
Deputy Minister for consideration by the G_ �,:.1,4ent but
that the 1 cal Council had decided not to present any
resolution regarding it to the Fall Convention. The
Reeve gave as reasons fcr this, that he did not consider
it would have been fair to other areas to deprive them of
the privil ge of voting over a portion of their area if
they so wi hod
6/ A question was asked as to whether or not Council
has Authority to change a definite decisicn as made this
last'Febru ry The R_-eve considered it permissable, the
Sec. -- Treas. added that he thought any such motion could
be changed if Council so desired until such time as a
budget had been set, and the mill rates determined
7,140st cf the delegation present stated they had no
objection to collections on a voluntary basis for Weather
Modificati n and they had no objection to a vote over the
whole Municipal District The delegation also asked a
number of fairly technical questions of the leather
Modificaticin Association.
8 Mr Boake of the E.ssociati.on stated that his
group will agree to pay the costs of the voting in the
portion of the area if the vote does not carry He also
stated that they are paying the costs of their own organ -
ization out of funds other than that from any Municipality
such as su gested here
9 In summary, Pair. Code stated that the delegation
requested plebiscite over the whole area or not at all
in regard o Weather P /celification
The d legation were advised that the Council wished
an opportunity to discuss t "zis matter p ivately and that
they would be advised of the outcome hey then left the
meeting at approximately 6.00 p m
Council members discussed this at score length 4r
Brown movet that Council abide by its decisions as made
cn Feb lOt /69, which, in effect, declare that no vote be
held in 19 (9 regarding, Weather Modification in this Mun-
i.ci.pal. District, but that this does not indicate Ln any
way that a y Councillor refutes his vote as made cn that
first date Carried unan.

the office in the outer room
Mr. P ters moved that this meeting do now adjourn.
