D of Starland Mar. 14th, Rocky View 15th, Wheatland I7th The Sec -Treas read to Council the proposed agenda he had prepared for the Annual Meeting here this p. m Mr Ferguson moves that this be approved by Council. Mr Ted Paquette, P. W. Supt , met briefly with the Council, 4e and Mr R Brown gave further details re "the road signs near SE corner of Sec 24- 30 -26 -4 where an accidenb had occurred Winding road signs and checkerboard signs were there but no right hand turn sign at the spot of the accident - this sign was not considered necessary having regard to type of road, other signs, et,,, ANNUAL MEETING DATES AGENDA ROAD GRANTS T. Carried Mr Peters moved that Leonard Litz be given an opportunity to meet with Council if so desires Carried All councillors attended the annual meeting on the afternoon of this same date. The by the Ch seconded MINUTES OF ANNUAL MTING MUNICIPAL DISTRICT OF KNEEHILL No.48 March 3, 1969 nual meeting of the ratepayers of the Municipal Kneehil No 48 was held at the Community Centre in on Monday, March 3rd, 1969 .W. Brown, Reeve, called the meeting to order at nd asked for nominations for a Chairman for the meeting. nominated Mr Russell Snell Mr. Snell declined Mr ted Mr V. Gustafson and he also declined Mr. Elmer nated Mr Andrew Silver; there were no other nominations rew Silver was declared elected as Chairman and he then cif' the meeting hai.rman called for nominations for a Secretary of the r Russell Snell nominated Mr. G. King as Secretary ing. Mr. F. Hoppins moved that nominations cease, Mr R Kerns. Carried. Mr. G. King was declared roposed Agenda —as prepared for .the meeting was read rman. Mr. Reg Steward moved that the Agenda be accepted, Mr. E W. Gore. Carried. The minutes of the Annual Meeting of March 4th, 196$ had recently been published in the Three Hills Capital with copies mailed to each ratepayer. Mr. F. Code moved the adoption of the minutes of the meeting of March 4th, 1968 as published, seconded by Mr. G. erdahl Carried In business arisin from thCse minutes, the Secretary read his letter of March l3thN to the Deputy Minister, Department of Municipal ffairs, Edmonton presenting the 1968 resolution in respect to Weather Modification. The reply of March 19th /6$ was also read acknowledging receipt of the letter and stating that the resolution would. be presented to the Minister for his attention. The Secret ry further advised that no change had been made in the legisl tion, in respect to voting on Weather Modification Mr. Joe Ku inec moved that the meeting acknowledge this information as receive , seconded by Mr. F. Hoppins. Carried. ReeVE Brown read a letter dat -ed Feb.'27th /69 from the Provincial Department of Municipal Affairs advising him, in brief, that no Mu icipal Inspection had been made of the office of the M.D of Kn ehill in 1968 and therefore there is no Inspectorps Report to Fresent to this meeting. Mr. Ed Maerz moved that this meeting receive and accept this report,secnnded by Mr N Hoppins Carried Reeve Brown introduced his fellow Councillors and staff members and inclined Mr C C Campbell who recently retired from the Council. Mr,, G. King, as Secretary - Treasurer, then presented the' Auditor's nancial Statement for 1968 with particular reference to Revenue and Expenditure showing a surplus of $5,0c7 66; to Assets and Lihibilities, to taxes receivable sh -owing an increase of $2$'3,71: .96 to $401,334 09, to the mill rates and requisitions, the allocet airs and expenditures re public works, to revenue gr�nts, to Capital xpgnditurea -and to payments to Councillors Ample time was provided by the Chairman for questions on each portion of he Statement as it was presented. M ll rate for Rural Fire Protection in the Trochu area the Secr tary advixed that the original. agreement called for 2 mills p:r year until the equipment was paid for and then sufficient to operate same In 1968 the rate was 0.5 mills 4 T tal m-rll rate for school purposes in the Three Hills School Division - total was shown as 28.7 plus 16 8 for a total of 45.5 mi ls. 5, C pital cost of the new shop under the Capital Expenditure was shown s $77,749.00. The question was asked as to whether or not this s all paid out of current revenue. The reply stated this was t e 1968 cost actually paid in that year but that further $10,000.,i round figures, had been paid in 1967. 6. The costs of membership in the Calgary Regional Planning Commission - the reply stated that this was A,hown under ltgm 1 of the expenditures under Town and Rural Planning for a, total of $3,625 96, of which $3,208.00 was paid for membership in the C4 gary Regional Planning C mmission. The follow up question vat whether or not value its r ceived for this money. The Secretary stated that he did not wl h to give an opinion and no ene elegy ventured any opinion. 7. Mr Vernon Hanson asked what the legal, expense was for the lawyer who drafted a proposed agreement in regard to a dam in the Municipality The Secretary stated that he did not have that information available but would obtain same and let him know. $. T e question was asked about the actual cost to the Municipals y of the History book - the Secretary Stated that the approximate cost to the ratepayers will be a net amount of $2500.00. 9 Group insurance - reply - the Municipality pays 1/2 of the cost. 10 Has any Grant been paid to the Linden Nursing Home? - the reply was thst no Grant had been paid but the matter is under consideration. It was also pointed out that the Linden Nursing Home pays full taxes on its property. Mr. � C. Dau moved that the Auditor's Financial Statement be adopted seconded by Mr. Joe Kubinec. Page 3 Vk J r s. 54 FORM 149—P SPECIAL MUNICIPAL SUPPLIES ANNUAL MEETING Page 3 Mr 3chreiber asked the Reeve's opinion in regard to other revenues f r education referred to in the report, and asked what these rrigh be Mr. Brown stated that he personally favors the Sales Tax ut that he feels there is need for a broader tax base. He also su gested an increased Income tax The inoti.on to adopt the report was then voted on and carried Mr Gordon Park, Agricultural Fieldman, advised that his report had been published with the Financial Statement Mr Joe Kubinec moved that it be read to the meeting, seconded by Mr Reg Steward aarried. Mr. Gordon Park then read his report. The adoption of the report was moved by Mr Norman Hoppins, seconded by Mr E W Gore. It was then opened for questions. Mr. John Frere inquired further regarding the grants for the cultivation of trees. The amounts as given in the report were for one mile of planting and the amounts were $46.00 for the lst year, $36 00 for the second, and $26.00 for the third year. Mr R Muench asked if one spraying was enough for shelter - belts. The reply stated that one spraying would be O.K in some cases but often a second spraying is needed Mr Norman King asked what the results of the fertilizer test plots were Mr Gordon Park gave a detailed report with statistics from the test plot farms of Ralph Brown, of the Acme area., Mr Wm Irving of the Huxley area, and Currie & Sons in the Ghost Pine area Mr Park also pointed out that the results of a one year test were not sufficient to arrive at definite conclusions. . Mr Vernon Hanson asked about the cost of the fertilizer report an he was advised that the Grant from the Government covered Trost of t e costs The otion to adopt the report was voted on and carried. Mr. Dan Peters District Agriculturist, was called upon to addresE the meeting. He gave a brief outline of the winter program a d stated that the program is being expanded. He also gave date of various meetings still to be held He further encouraged new ideas and requests for information In reply to a qupstior of R Muench, he also advised that a meeting may be late in regard to Estate Planning after the Federal Legislation held is completed The adoption of his report was moved by Mr John Dickinson, seconded by Mr R. Muench Carried Mr R Loosmore gave a report in regard to the Auxiliary Hospital He stated that the main concern is establishment of -two Nursing H mes at an estimated Capital cost of $600,000 He ad- vised that the rate in a Nursing Home is $2 50 per day for the patient, and $5.50 grant from the Province for a total of $$.OG per day In his opinion, the Nursing Home costs would be self - liquidati g The Board has made application for a loan, their b -_st hope .would be to get sufficient money to build one at Didsbury sornetime soon. The Auxiliary Hospital now has over 90% occupancy rate Mr Norman King moved adoption of the report, seconded hy Mr Frank Hoppins. Mr. ordon Ward asked if the 1968 resolution in regard to Weather Mo ification had been brought before the Convention of the Counci lors Association. He :as advised that it had not been done. Mr Don Dau asked if Cher% had been any change in a basis of equaliz d assessments. The Reeve replied that no information is availab�e at present Mr. ussell Snell Ps,csd about public sale or other sale of outdated m chinery, old planks,etc The Reeve replied that some of these i ems are being sold privately, some are still available Mr lmer Currie inquired about the road from No 21 to the Morrin Bri ge going into the highway network. The Reeve replied that this Is planned but no definite time has been given Mr, Norman King moved that no 1080 bait or other poisons for coyote control be put out within this Municipal District in the next two years Motion ,-onded by Mr Harry Trentham. Discussion followed, with a suggestion from Mr Angus Park that it might be better left to Council's discretion. Mention was also made of pr sent procedure in hunting coyote xxkk=± with skidoos,etc The totion was then voted on and carried Mr. lmer Currie moved a vote of thanks,to the snowplow operators or the efficient manner in which they had kept the roads open this inter A hearty handclap followed. Mr. Verne Bitz is interested in the purchase of the trailer. Mr Doug Hazelton of Linden Contractors met with Council D HAZELTON and advised. that they now have approximately 26,000 cu.yds. of gravel c ushed at the Municipal pit northwest of Allingham. There is'ap roximately 7 feet of frost but this has not been a problem a the gravel is deep in that pit He believes that the frost may be a problem if they move to the Linden west pit any time soon, and he therefore suggested that the Megli pit might be better Council verbally agreed that it does not make any difference whether the Linden Contractors next move to Linden west or Megli and this can be decided later. Mr. Hazelton thanked Council and then left the meeting. Mr Brown moved that Mr Sam Megli be named as a rate- S MEGLI payer member of the Board of the Kneehill Municipal Planning PL.COYE. G G King and H.J. Hanson be authorized to attend. Carried. MEETING OF A.A.M. D. MAR 27th MEETING OF SEC. MARCH 21st. Mr. Po le moved that the Court of Revision to hear C.OF R assessment appeals meet at our Municipal office in Three APRIL 29 Hills on T esday, April 29th and that the Secretary - Treas and Assess Dr have authority to arrange a time schedule for the appeal p. Carried. The De artment of Health in reply to our request had sent a n er of brochures in regard to Modified Landfills. One copy w s given to each Councillor, one to be given to Mr Ted Pa uette and one retained at the office. If any Town or Vi. lage of the area wishes a copy, they should contact th Drumheller Health Unit. This information was filed Mr Pe ers moved that Council approve of proposed powerline xtension of Canadian Utilities along the south of the NW- 6- 31 -24 -4 (our new shop west). Motion carried.
