Dau, representative of the Three Hills D Dau School Division, was present throughout the meeting Mr H IJ Hanson, Assistant Sec. - Treas., was present and recorded the minutes in the absence of Mr G King, Sec. - Treas. who was away on his annual vacation Mr Cliff Poole reported that he and Mr Ted Paquette OLD had made an inspection of the old bridge in the SW� -16- BRIDGE 29 -24 -4 (Becker) He stated that this bridge had some - BECKER good material in it and should be salvaged in the Spring and moved to the Three Hills yard He further stated that Mr. Malaka Jr who farms nearby would like to have the piles from this bridge Mr. Poole stated that they would be unable t pull these piles out and Mr Malaka should be allowed o cut them off and salvage for his own use. Mr Scunelke moved that the above recommendations be approved ani that the work be carried out in the Spring. Motion carried A letter from the Hon Gordon Taylor, Minister of HON G Highways, was read to the Council which stated that he TAYLOR would be in attendance at the Combined meeting with the Towns and Villages this afternoon at 1 30 p m Mr Peters moved that this be placed on file. Motion carried. Mr Ha sonreported that word had been received by NEW this office that the Communal Properties Board had re- HUTTERITES jected the application of the Hutterites to establish a COLONY Colony in the Allingham- Torrington area. (b) Regarding the new mailing address for Al Fieger Sales Ltd who handle signs and slow movin g vehicle emblems. SIGNS (c) Al ,,3o that commission had been increased sub- stantially on all signs from this Company. Mr Poole moved that this letter be accepted and filed and that delegates to the Annual Spring meeting be discussed aii, a later meeting Motion carried. Council discussed the placing of our signs on roadways SIGNS and the suggestion was made that these be placed further ON ROADS into the ditch and that they be raised higher. No motions regarding this we!,e made Mr. Poole moved that the approval of the Minister of JOHN F. Municipal Affairs regarding the sale of property under HARRIS - the Tax Recovery Act of part of the NW- 12- 29 -23 -4 to Mr Pt NW- 12 -29- John F Hari-is be accepted and that the necessary Transfer 23 -4 • be made Motion carried. The Financial reports of the Mount Vernon Community FIN ST - Association and t? It was suggested by the Department representatives that possibly a workshop for Recreation Boards be held in this District All agreed that such a workshop should be held and tentative arrangements were made,the date to be February 22nd, a Saturday at 9 00 A.M. to be held in the Three Hills Centennial Arena. If a man r tires from the committee, another shall be chosen by the group loncerned to complete the unexpired term. OF 'VORK The hours of work are not expected to exceed 10 hours in any day nor 55 hours in any week between April lst and November 30th. Between December lst and March 31st - Gravel crew and snow- plowing - 1.0 hours per day Monday through Friday, other work - 9 hrs. per day Moxiday through Thursday and 8 hours on Friday for a 44 hour week. The said hours may only be exceeded in unusual circumstances and the excess hours must first be authorized by a foreman or councillor. Three w eks if taken during Dec , Jan , Feb , or March c. One wee between April lst and Nov 30th, plus a further 12 weeks in the other four months. After 8 full years of employment, the annual holidays shall, be, Two weeks in summer plus 1 week in winter OR- One week in summer plus 21 weeks in winter OR. L SUPPLIES 1969 WAGE AGREEMENT - M D OF KNEEHILL NO 48 Page 3 Clause 6 PROVISION FOR SICK PAY a Employees are to be given credit at January 1st, 1969 for the number of days for sick pay which remain at their credit at the end of 1968 b Credit from January 1st, 1969 will be 2 day per month for sickness with the total credit to build up to a maximum of 50 days. c A medico certificate must only be supplied upon request if an employee is off for one or two consecutive days d. Three Hills School Division - by Mr. Gilbert Berdahl - He stated that the Three Hills School Division Board was concerned about the teachers receiving protection of both the School Act and the Labour Act. He reported that their hospital is a 20 bed hospital and they are concerned with finances He felt they were gradually losing ground, but they had been able to op- erate on 4he approved costs by the Department of Health. Hon Gordon laylor, Minister of Highways, then made a few comments regarding the Regional Road Study. He stated that this Regional Road Stud3 was now completed and ready to go into operation, but that due to the tip_ money situation, progress has not been made on it Mz Taylor also stated that he felt that a good road system was necessary and it was a long term proposition that a modern road be constructed near every farm, with the movement of traffic toward the major Provincial highways Also that under this Gr.i-` road system, a road such as the Morrzn bridge road, would be given top priority. Mr. Taylor further stated that the Premier of Alberta the Hon Mr Strom, has assured him that they would, at the next sitting,o the Legislature, reconsider the matter of this grid road system Mr. R.W. frown then brought up the matter of cemeteries being operated ly the Towns and Villages and stated that the Municipal Council h d considered a grant from the rural area to assist in their map tenance, but no action had been taken Comments were received from the vari-ous Towns and Villages present Carbon felt their cemetery was carrying itself from the sale of plots, and the general clean up was held by volunteers in the area It was further stated that this type of voluntary work -bee is petering out and possibly the costs of upkeep will have to be borne by the Village ir the future. Acme felt that they could also use some help regarding upkeep Three Hills and Trochu were similar, Three Hills mentioning that they could use some help particularly with spraying cf weeds as the Municipal District is equipped much better for this work The matter of transient traders was now discussed and a represent- ative of the Village of Acme stated that they were concerned about this as t ey had a trader coming into the area pedling meats, breads, f odstuffs,etc and possibly this was hurting the merchants of that Village Hon Mr Taylor stated that legislation was drawn up our or five years ago whereby transient traders were required o obtain a Provincial license The governments main tonc*r* wig some o614rol over those Wito were selling istrer or $oodw and later could not he located for replacements,etc, Mr Brown .mentioned that the 14unacipal District has no by -law whereby transient traders must be licensed locally as this type of by -law is very hard to administer without a municipal police official. Mr. Brown stated taat possibly this situation resulted from the construction of one nLle of road last year on this link and that the situation should be improved for 1969 `on. Mr aylor then made the following comments. He stated that there were four projects in this area that he was concerned with at present, these bea-n , 1. the ompletion of the paving on the east end of Hwy 27 to link up with Hwy.21. 2. Hwy, 26 has now been rebuilt from Acne to Beiseker and is ready for blacktop 3 The Approach roar into Carbon - this wa s Adone as other approach roads such as the ones into Huxley, Trochu, Three Hills as the road into Carbon is a Highway of low priority in the Province. Mr. Sommerville stated that the renovations of their hospital have now been completed, there had been no overall increase in beds, but facilities had been improved. The cost of these renovations totalled $152,000 00. The Department of Health had paid $122,000. of this amount. He expects a requisition to the local authorities for the balance and this is now being submitted to the Department for approval before being sent to the 111.D., Towns and Villages The occupancy of the Three Hills Hospital is running from 45 to 50% The operating costs of the hospital totalled approx $149,000 for the y ar of which salaries for staff make up about 73% of the total. The meeting, at this point, was thrown open for a discussion of all matters. II The matterl of a blanket blueprint for the construction of all school anq hospitals was brought up and this seemed to have a lot of merit a d should be investigated further. Other items discussed were - the problems of old car bodies littering �highways, etc. and also the matter of garbage disposal Hon Mr. T ylor thanked those responsible for the invitation to the meetin and commented that a meeting of this nature be continued with the s ggestion that it should be carried out throughout the Province Mr Ball t anked the members, Mr Ratzlaff, Hon Mr Taylor, and Hon Mr S humacher for attending the meeting and contributing as they di Mr Brown, on behalf of the Municipal Council, thanked all for coming and suggested that if the various Towns and Villages have any problems they feel the Municipal council can help them with, that they should not be hesitant about bringing them before it.
