A letter from the Hon Gordon Taylor, Minister of HON G
Highways, was read to the Council which stated that he TAYLOR
would be in attendance at the Combined meeting with the
Towns and Villages this afternoon at 1 30 p m Mr
Peters moved that this be placed on file. Motion carried.
Mr Ha sonreported that word had been received by NEW

jected the application of the Hutterites to establish a COLONY
Colony in the Allingham- Torrington area. He further
reported that the Solicitor for the Hutterite Colony
was advised by letter on January 7th,1969 from Mr Breach,
Chairman of the Communal Properties Board
Mr Peters moved that $3,000.00 insurance be placed
on the cont nts of the new Municipal repair shop and
also that tie insurance coverage on the old shop for

Canada Life Assurance Co Ltd had earned a premium re- Canada

Mr Poole moved that this letter be accepted and
filed and that delegates to the Annual Spring meeting be
discussed aii, a later meeting Motion carried.
Council discussed the placing of our signs on roadways SIGNS
and the suggestion was made that these be placed further ON ROADS
into the ditch and that they be raised higher. No motions
regarding this we!,e made
Mr. Poole moved that the approval of the Minister of JOHN F.
Municipal Affairs regarding the sale of property under HARRIS -
the Tax Recovery Act of part of the NW- 12- 29 -23 -4 to Mr Pt NW- 12 -29-

Appeal for Grants were presented to Council from GRANTS RE

the Hudson lay Route Association Mr Georges Lemay moved
that these appeals for grants be tabled to be reconsidered
when the budget for 1969 is prepared Motion carried
Council was advised that a First Aid Class sponsored
by the Work en's Compensation Board will be held at Three AID FICLASS
Hills on the evenings of Jan 27th - 30th and Feb 3rd - 6th,
1969 Mr Peters moved that the foremen be notified of
this course and urged to encourage our employees who

The representative from the Village of Carbon comm-
ented that t was very hard to operate during the first
year as they had no, or very little money available, but
it was noted that the money paid out by the various Towns
& Villages during the previous year for recreation would
be reported and that no difficulty in financing should be
incurred tho following year

Council had requested that no boundaries would be established

It was suggested by the Department representatives
that possibly a workshop for Recreation Boards be
held in this District All agreed that such a workshop
should be held and tentative arrangements were made,the
date to be February 22nd, a Saturday at 9 00 A.M. to be
held in the Three Hills Centennial Arena. Further arr-
angements Aere left in the hands of Mr Ted Van Biezen
Recreation Director of the Town of Three Hills and he
stated that a registration fee would be charged and a
luncheon s rued at noon

Public Works employees who are hired on an hourly basis
ipal District of Kneehill No 48 shall set up a committee

The ommittee so chosen shall serve for the calendar year.
If a man r tires from the committee, another shall be chosen by
the group loncerned to complete the unexpired term.
The ommittee of the Council shall consist of three Council
members ch sen by the Council Terms of office and replacement
shall be s bject to the same terms as for the employee *s camim.i "ee.
The 4ecretary- Treasurer may attend all meetings to record a
review of #he discussion and recommendati.ons,ete which are matte
Clause 2 HOURS. OF 'VORK
The hours of work are not expected to exceed 10 hours in any
day nor 55 hours in any week between April lst and November 30th.
Between December lst and March 31st - Gravel crew and snow-
plowing - 1.0 hours per day Monday through Friday, other work - 9 hrs.
per day Moxiday through Thursday and 8 hours on Friday for a 44 hour
week. The said hours may only be exceeded in unusual circumstances
and the excess hours must first be authorized by a foreman or
councillor. All pay is to be t regular rates EXCEPT - any employee
who is asked by a foreman or councillor to work on any Sunday or
Statutory Holiday due to an emergency shall be entitled to pay at
12 times t e normal rate of pay Employees asked to report for work
on any day shall be given a minimum of 4 hours time
Clause 3 - (CALCULATION OF HOURS OF WORT:
MOTO GRADER MEN - the hourly time for motor grader operators
shall be c unted from when they arrive at their patrol headquarters
until they return there
ROAD CREWS - from the time they reach the site where the
equipment s located until they leave that site, free transportation
to and fro that site will be provided from either, Three Hills or
Carbon sho

Some of the organizations present were asked for a brief report
and they ere given as follows.
Three Hills School Division - by Mr. Gilbert Berdahl - He stated
that the Three Hills School Division Board was concerned about
the teachers receiving protection of both the School Act and the
Labour Act. They were also concerned that, as the Legislature
sits in early February, the Grant structure is not available early
enough in the year for their budgeting purposes

Trochu Hospital - The two sisters present from the St. Mary's Hospital
at Trochu reported that their occupancy is down some but their
out-patient care has increased Minor repairs have been done to
the hospital in 1963 and their plans for 1969 include the renovations
of the dietary section of the hospital They also stated that the
Department had given them approval to use six beds for Nursing
Care Patients., but they had been asked to keep this to a minimum
Linden NursiiE Home - No one was present to represent the Linden
Nursing Home but ilr. %alph Brown, Reeve, reported that it is his

Golden Hills Lodge (cont4d.) - Also their heating system had been
renovated and this had been entirely paid by the Department It
is planned this year to have awnings installed on all the wings
and on the west side of the Lodge This cost is to be paid fully
by the Department It was also reported that, when building lodges
such as t is in the future, more single rooms will be provided
Drumheller He lth Unit - Hir Church gave a brief report stating that
they now ave a Lull staff with a Health Inspector to start on
staff in Hebruary
Elnora Hospital - Mr Stephenson, representing that Board, gave a brie'
report stating that they had bought some new equipment during 1968
and had made plans to build on a sun porch but this was not approved
by the Department of Health. He reported that their hospital is
a 20 bed hospital and they are concerned with finances He felt
they were gradually losing ground, but they had been able to op-
erate on 4he approved costs by the Department of Health.
Hon Gordon laylor, Minister of Highways, then made a few comments
regarding the Regional Road Study. He stated that this Regional
Road Stud3 was now completed and ready to go into operation, but
that due to the tip_ money situation, progress has not been made
on it Mz Taylor also stated that he felt that a good road system
was necessary and it was a long term proposition that a modern
road be constructed near every farm, with the movement of traffic
toward the major Provincial highways Also that under this Gr.i-`
road system, a road such as the Morrzn bridge road, would be given
top priority. Mr. Taylor further stated that the Premier of Alberta
the Hon Mr Strom, has assured him that they would, at the next
sitting,o the Legislature, reconsider the matter of this grid road
system
Mr. R.W. frown then brought up the matter of cemeteries being
operated ly the Towns and Villages and stated that the Municipal
Council h d considered a grant from the rural area to assist in
their map tenance, but no action had been taken Comments were
received from the vari-ous Towns and Villages present Carbon
felt their cemetery was carrying itself from the sale of plots,
and the general clean up was held by volunteers in the area It
was further stated that this type of voluntary work -bee is petering
out and possibly the costs of upkeep will have to be borne by the
Village ir the future. Acme felt that they could also use some
help regarding upkeep Three Hills and Trochu were similar, Three
Hills mentioning that they could use some help particularly with
spraying cf weeds as the Municipal District is equipped much better
for this work
The matter of transient traders was now discussed and a represent-
ative of the Village of Acme stated that they were concerned about
this as t ey had a trader coming into the area pedling meats,
breads, f odstuffs,etc and possibly this was hurting the merchants
of that Village Hon Mr Taylor stated that legislation was
drawn up our or five years ago whereby transient traders were
required o obtain a Provincial license The governments main

and later could not he located for replacements,etc, Mr Brown
.mentioned that the 14unacipal District has no by -law whereby transient
traders must be licensed locally as this type of by -law is very
hard to administer without a municipal police official.
Mr. Raymo d Ratzlaff, M L A representing a portion of this Dystri.ct,
spoke briefly to the meeting and commented regarding Health Regions
and sugge ted that 14r. Taylor might comment later regarding
Highways o 26 and 27 He further stated that bus service has now
been expa ded to serve the Acme and Linden area, but last Fall,
due to ra ns, the route had to be changed as the link between

Linden and Highway #21 had become impassable Then Hr Ratzlaff
asked Council if any improvements had been planned for this road.
Mr. Brown stated taat possibly this situation resulted from the
construction of one nLle of road last year on this link and that
the situation should be improved for 1969
`on. Mr aylor then made the following comments.
He stated that there were four projects in this area that he was
concerned with at present, these bea-n ,
1. the ompletion of the paving on the east end of Hwy 27 to
link up with Hwy.21.
2. Hwy, 26 has now been rebuilt from Acne to Beiseker and is
ready for blacktop
3 The Approach roar into Carbon - this wa s Adone as other approach
roads such as the ones into Huxley, Trochu, Three Hills as the
road into Carbon is a Highway of low priority in the Province. He
suggested that possibly the Hwy #26 from Carbon south to #9 should
be turned back to the 'iunicipalDistrzct as a Municipal road and
the road rom Hwy #21 to Carbon !,n an approach road He also
assured C uncil that if this was done, the road would be rebuilt
and broug t to a better standard before being turned back to them

Mr. Taylor further commented that it is now planned that a
further bridge be constructed across the led Deer river possibly
at Stevev lle south and east of Drumhelder He stated that he had
representiLtions from people in the Munson area asking that the
crossing f the river at that location remain as a ferry
I4v Taylor was asked if it was the intention of the Department of
Highways to rebuild i?wy #26 south of Carbon, was it his intention
to straighten the road at this location, and if so, that before
construction starts, he contact the 14un--cipal council He assurred
them that this would be done
Hon Mr laylor furl' ,ier commented that the hills in the Dunphy
area were being given further study and it was their hope that a
new hill could be oDtaaned to replace both the Orkney and the
Dry Canyor roads Dut further study on this matter is being carried
out
The matter of taxation was then discussed by the meeting Hon G
Taylor conmented that he was not enthused about a Sales Tax nor
was he in agreement with the taxing of farm residences and he, in
turn, gave reasons for his thinking on both these items. $ t he
stated that the whole taxation. system needs a long look Atna� needs
to be rev ewed He further stated that he was not convinced: that
the Provi ce was getting a fair share of the Federal tax dollar
to financ roads and education
Mr Schumacher,, Member of Parliament representing Palliser riding,
then addressed the meeting and thanked those responsible for the
invitatioa He commented on items such as Medicare, government
spending, the Wheat Board and the Marketing situation, the labor
situation and other po--nts of interest

Mr Hugh i ommerville, representing the 'three Hills Hospital, who
had come into the meeting late, was now asked for a report re-
garding t at organization.
Mr. Sommerville stated that the renovations of their hospital have
now been completed, there had been no overall increase in beds,
but facilities had been improved. The cost of these renovations
totalled $152,000 00. The Department of Health had paid $122,000.
of this amount. He expects a requisition to the local authorities
for the balance and this is now being submitted to the Department
for approval before being sent to the 111.D., Towns and Villages
The occupancy of the Three Hills Hospital is running from 45 to
50% The operating costs of the hospital totalled approx $149,000
for the y ar of which salaries for staff make up about 73% of the
total.
The meeting, at this point, was thrown open for a discussion of all
matters. II
The matterl of a blanket blueprint for the construction of all
school anq hospitals was brought up and this seemed to have a lot
of merit a d should be investigated further.
Other items discussed were - the problems of old car bodies
littering �highways, etc. and also the matter of garbage disposal
Hon Mr. T ylor thanked those responsible for the invitation to
the meetin and commented that a meeting of this nature be continued
with the s ggestion that it should be carried out throughout the
Province

Hon Mr S humacher for attending the meeting and contributing

Mr Brown, on behalf of the Municipal Council, thanked all for
coming and suggested that if the various Towns and Villages have
any problems they feel the Municipal council can help them with,
that they should not be hesitant about bringing them before it.
Also Mr. Brown stated that a meeting of this nature Would be
organized 'n approximately one year.

open on Fe 13th and invited any of :,moose present who would be in
