He estimated that the time required for work in the M D of tarland would be approximately 2 months Mr, Ferguson mov d that Mr. George Park be granted leave to do the work for the M D of Starland as referred to on the same basis as in 1968 Carried Mr Brown advised that the executive of the A.A.M,D. and Counties had met with the Provincial Cabinet recently and had presented the resolutions from the Fall Convention, Some changes in legislation affecting assessments are ex. pected in respect to the filing of appeals and it may also happen that a wider exemption is granted for farmers as far as definiti is concerned. The matter of deposit with appeals is tite undecided The decisions of the Alberta Asssessment Appeal Board in respect t appeals in this area were read to Council Some decisi ns are still held in abeyance Mr Poole moved that the Seciretary write to the Alberta Assessment Equal- ization Board for adjustment of our 1968 assessmnt in view of the reductions granted by the appeal Board Carried, Mr Peters moved that Mr George Park, Assessor, pre. pare and bring in a list of any assessments which should be added for 1969 Carried. The delegation asked what action had been taken since the voting and Coualci! advised that the results had been made known but no further aoti.on taken. However, as the vote had carried, it was assumed that, they would be pr ceedi.ng They also advised that the initial cost would e paid out of general revenue and recovered by a 2 mill levy on the area until it is repaid. Prov3.si.ons of the Muni ipal Government Act which allowed for the plebiscite without restriction and a co_nparison of theL other provisions of that iict in respect to Weather Modif- ication, were outlined to the delegation They were ad- vised that the 50% requirement for the vote to carry had been set by Council They asked why the present boundaries had been ch sen and they were advised it was on a mileage basis split ing the distances between Linden and Carbon area Members of the delegation stated they definitely-wanted out of the roposed area and were willing; to let the Linden area proceed with the Fire Truck as long as they paid the wh le shot. Mr. H J. Hanson, t'ssistant Secretary - Treasurer, presented the general accounts and paysheets for consideration. Mr ACCOUNTS Ferguson moved that they be approved for pay=ment as per list with these minutes Carried. Mr. Don Smith, as representative of the Big Y Ranch TAXES Ltd., then net with Council in respect to taxes levied in NE- x- 21 -26 -4 1968 against 20 acres in the NE corner of the NE- 20-29 -26. 4 Mr Don Smith laves on that land and stated that he operated a log production enterprise in the early part of the year, t en it was shut down entirely for a portion of the year, a d in late Fall it was rented out to a private firm He hid not appealed his assessment due to an over- sight, Mr George Park, !assessor, was also present during this discus ion and stated to Council that, in his opinion, the situati n on the Big Y Ranch is almost identical to that of the hog farm of !dick & Dyck in the Linden area. In the latt r case, they appealed the assessment and the Alberta Ass ssment Appeal Board eanoelled all assessments on the buildings, and granted them exermption as farmers. Mr. Smith was also advised that he should definitely appeal his assessment in respect to 1969 unless he was satisfied w th same Provisi ns of Sec 97« of the Municipal Taxation Act were read w ich gives Council authority to cancel or refund taxe3 if it feels that it is just to do so Same discussion ollowed tr Smith then thanked Council and left the me ting Further discussion followed by Council and the Assessor Mr. Brown moved that Council agree to cancel all 1968 levy on the buildings it respect to the Big Y Ranch Ltd., this being in the amount of $758 99, with the reason being given that the Alberta Assessment !'appeal Board had can- i celled the ssessment on buildings in another situation which was almost identical. Motion carried. Mr Den Smith was advised of the motion and expressed his thanks Mr Ted Paquette, Public Works Superintendent, then met with Co ncil He advised that the Wagners are both being repai ed at the present time. See Page 7 WAGNER$ MOTOR GRAVER OPERATORS • 0 • FORM 149-P SPECIAL MUNICIPL 5 PPLI COUNCIL MEETING .Ian 13/69 Page 7 Mr Fhi ip Roci ',then met with Council and requested some municipal assistance for the establishment of the Stampede grounds on the old golf course site in the soutf portion of the City of Drumheller, and more specifically in a portion of Sec 3.5- 23 -20 -4. This area would also be used for various other purposes according to Mr. Rock Mr Rock advised that the particular area had been chosen as it has water and seiaer lines but would need water storage. He estimated tfley would need 40 acres levelled to operate on at present and they would have a further 40 acres for expansion later He advised that the City of Drumheller will advance $405000, toward the costs They have a private bid for levelling 35 acres providing race tracks etc., estimated cubic yardage 160,000, cost $40,000. he project would be for recreation expecially valuable fo the south part of the Pdunicip al District. Mr. Rock re uested the use of Municipal District machinery at a reduce rate in the winter, or a cash grant Mr. Brown replied briefly and stated that the one objection t this was tj�at Drumheller had cane out in the ?Municipal District and had annexed the penitentiary site to obtain the revenue and perhaps it should now use that revenue for its own development Councillor Georges Lemay left the meeting at this time G. LEMAY - approx 020 p.m. Pair. Rock advised that the Title to the area will be STAMPEDE held by the City but would likely be leased on a long GROUNDS term lease at $1.00 per year to a Drumheller Exhibition and Stampede Board Mr Pa ette suggested that it might be unwise to use Municipal machinery at a lower rate in the winter when there are actually higher operating costs. Council also advised that the road program keeps the machinery busy in the surmier Mr Ro advised that every organization in Drumheller is behind :project and he feels that it should succeed if given r asonable outside support He also referred to cheap labo for buildings,etc that may come from inmates of the pen' entiary Further general discussion followed Mr. Peters then moved that Council reserve its decision in regard to any grant or other assistance to this project and that this be considered when other grants xxx and the budget are being drafted. Mr Rock spoke regarding Federal Estates taxes and ESTATE suggested that the Council should take some action in TAXES objecting to the proposed legislation. He was advised that Council ordinarily deal only with projects which affect Municipal Districts or Counties Council was advised that a survey road leads from the P. They were advised that Council has decided to proceed without any change in boundary Mr Graham offered his assistance, but stated that he cannot recommend any particular type of equipment but only must make sure that they meet all underwriters specifications He did agree that a front mount pump is better for grass fares,etc. He also advised that a fire truck may now be available through Emergency Measures Organization on a loan basis Mr. Brown moved that a letter be sent to the Provincial Fire Commis Toner asking for the loan of an E.M 0 truck Car ied Some fu they general discussion followed and the delegation tf Mr. Graham and Walt Regehr then left the meeting.
