The Council meeting that had adjourned from Dec. 10/68
CW was reconvened in the office of the M D of Kneehill,
Three Hills. on Tues Dec 17/68 at 9.00 A M with
all councillors again in attendance

Mr G King recorded the minutes as Sec -Treas
Mr D C Dau, representative of the Three Hills School
Division, was present for most of the meeting
Mr Z W Brown reported briefly on the Court Hearing
in Edmont n B -c 11th /68 in respect to Equalized Assess-
ments. Tie Chief Justice quashed the 1968 equalized
assessmen for all municipalities for four months on
the condition that the requisitioning authorities refrain
from endeavoring to collect inLtalments of taxes under
equalized assessment that fell due after the date of the
Court Hearing The Sec - Treas, advised Council that all
1968 requ'sition cheques had been mailed from this M D.
EXCEPT thB final requisitions for the School Foundation
and tho A to Hospital Benefits Act. Mr. Peters moved
that thesa two payments be withheld for the time being

Mr 3rown also advised that the Prov Municipal
Advisory omm. had been considering the assessments and
tax levie3 on summer villages but had not come up with
a firm re ommendation - thus the Court action had followed
The whole problem must now be resolved in some manner
bythe Prov Government - there is no indication of what
procedure will be followed but it r- .',ght result in higher
equalized assessments for rural areas
The ec.- Treas, gave each councillor a list of the
employees of this M D paid on a monthly basis, together
with the 1968 salary of each He also gave each a list
of the 1968 salaries of the Sec -Treas of 4 adjoining
M Dos and 4 Counties Average 1968 rate in the M D Qs
incl Kne hill was $9,538 ; in the Counties average
was $10,,775 Three Hills School Div is paying $10,000.
The Sec.-Treas. then left the meeting and Council
privately discussed salary rates.
Mr G King, M, H J Hanson, and Mrs Vi Hart were
then invitcl. to meet with Council and each was asked
regarding his or her salary request for 1969 Replies,
in brief, were:
Mr. G King - perhaps should be at $10,000 but would
appreciate consideration at $9,750. to be in line with
estimatec 1969 averages of adjoining M. D.4s.
Mr H Hanson - compare with Asst at M D of Foothills
Who a.s r ceiving $8,500 in 1968
Mrs. Vi. Hart - consider app 5% for cost of living increase
plus som general increase.
The three office staff then left the meeting.
Mr IT Paquette, Public Works Superintendent, met
privatelM with Council and discussed 1969 wage rate

Mr, oole moved that Mr T Paquette, as Public �
Works Sup rintender_t, be in charge of all Public Works
including the gravel program Carried
Mr. G. King stated that he may wish to have the
Provincial. pension deductions and Municipal contributions
applied on arrears instead of current service and asked
Council's approval on condition that the total cost to
the Municipal District is not changed 14r Church

Mr oole moved that Mr Geo Lemay be Council's
represent tive to the Trochu Recreation Board in the r
place of Pr. C C Campbell Carried.
This M D recently paid for school book rentals,
etc , for a family partly on welfare. Mr Dau and Mr
Ferguson advised that the School Division may be aisle to
collect all such accounts from the Prov Government.
This is tc be checked further with Mr. R. Horley, Sec -
Treas of the School Division

1969 NAGE AGREEMENT, ETC - HOURLY EMPLOYEES
The folio ing met at our office on Dec 17th/68 following the
Council m eting
Council C mm. - R Drown, D. Peters, Geo. Temay, and G King Sec, -Treas
Employee omm - Ales Cunningham, Karl Gundlach, Ray Ehrman,
Robe t Cranston, and Leonard Litz
The resent contract was reviewed in detail with the
following noted as the main discussion points, etc
All refer nces to any year will be advanced to the proper year
Clause 1 � Council has added one member to its comet - O.K.
Clause 2 1 For summer hours - men suggest 11 hrs. day for 5 day
week with every Saturday off OR present hours with full
day one Saturday and following Saturday off
Winter - 9 hrs days for 5 days; every Sat. off
Exception where the need arises for snowplowing, etc.
Clause 3 Council wants to change this so that no one is
paid for tMavel time; gravel crew would receive an
additional 10¢ hr over any general raise to make up
for this change.
Clause 4 4- Employee Comm asked that the guarantee be raised
to $400. per mo.. Some also want an S9advance" cheque
in the middle of each month.

Clause 10 - reference to M S I is to be taken out as it is
outdated; some discussion re compulsory feature of A H Plan.

Agre�d that Cl. 10 be left "as isP4 unless Medicare affects it
Clause 11 - 0 K but perhaps some should be considered who are
not egular drivers but who ofter drive - checker, Joe Dobler,
and aybe others
Clause 12 - some problem re short notice for Sat. p.m. work on
the aving job; also some question about employees
work'ng long hours on paving job at times though not
enti led to do so on other jobs No solution suggested;
overtime ay would worsen the situation comparatively
Sick Pay if an employee has a build up when he leaves or
retires, will Council pay him for all or part of the
accunulated hours? Some merit as it would encourage -the
empl yee to work rather than be off sick
Paragraph're higher rate after 2 weeks in temporary fob needs
to be reworded to cover those who are off and on again -
as Trev Murray driving gravel truck in 1968

Suggestions from the gravel crew
Gravel crew and payloader operator too low when compared
to others on machines
Other employees seem to get priority for work in shop
and casual work during bad weather
New rata *ory is needed for Oris Rodger position
Not discussed but also suggested by G. King to Council later -
What about dr:'ver of water truck? Has various jobs
packers, et-. , etc
Perhaps it is necessary to have further machine classifications.
Employees asked for pay increases for continual service at the
end of 5 yrs. - 10 yrs 15 yrs , 20 yrs This would be an
encouragement to stay with the M D. and would recognize
this loyalty R Drown stated there are now some pension
benefits
Asked ab ut raising motor grader operators to same summer rate
as other machine operators (classes e and f ) Explanation is
that roac crew travel to and from job locations on their own
time - e t 1 hr, day which is app equal to 20¢ hr.
Ray Ehrm n - stated he loses money with his truck in fields
picking Lp or putting up snow fences, etc (12¢ mile) Was
advised that Ted cannot require him to use his own truck -
should a k that an M. D truck come out if he does not wish
to use his own
Class (d ) No one in this category now Delete - or change
for a new classification as referred to earlier.
Gravel crew earnings app. $1,000/ yr lower than others - they
ask that the gap be narrowed
Cost to M D of fringe benefits discussed - this varies with
a married man - no children - being near average
Alta Health Plan $120 00 yr.
Group Insurance 64,00
Optio al Pension 190.80
Total $374 00 yr - between` 16 & 170 hr
Woule be lower for single person, higher Married with children
