The Or anizational meeting of the Council of the
Municipal istrict of Kneehill No 48 was held at the
Municipal ffice, Three Dills, on Tuesday, December 10th
1968 comme cing at 9 00 A M
Mr Georges Lemay, new Councillor for Div 7, subscribed
to the Oat of Office, and this was placed on file

Mr G G King, Sceretpry- Treasurer; was present and
recorded toe minutes, except as otherwise noted
Mr Doq Dau, representative of the `three Hills School

Division, s present for a portion of the meeting only
Mr. G, King, Sec -Trews called the meeting to order
and asked for nominations for the position of Reeve for
the ensu year Mr R W Brown, Reeve for the past year,
_.f' ;sed Council that he would be out of the District for
certain periods due to his work as President of the Prov-
incial association, but he left it to Council to choose
freely Mr A H Church nominated Mr. R.W. Brown as Reeve
for the ensuing year Nominations were called for three
times and there were no further nominations Mr. Brown
was declar d elected unanimously
Mr. Br wn then took charge of the meeting as Reeve and
thanked Co ncil for the confidence placed in him. He then
welcomed n w Councillor Hr G Lemay to Council

Mr Ferguson moved that the Banking continue as in 1968 BANKING
with the Bank of Montreal, Trochu, and the Royal Bank and
Provincial Treasury -ranch in Three Hills; that signing
authority For cheques, notes, etc , be granted to the Reeve
or Deputy-Reeve, together with the Sec. - Treas or, in his
absence, Mr H J Hanson as Asst Sec -Trews ; and that
the Sec -Treasurer or his assistant have authority to pick
up cancelled cheques at the banks, sign bank statements,etc.

Mr G Lemay asked if it might be possible to close the
?neetings a rbarlier hour than usual, particularly through
the winters,. Some discussion followed Mr Peters moved
that the regular meetings of Council be held on the 2nd
Monday of each month, if the Monday is a holiday, then on
the Tuesda following, with a starting time of 9:00 a m
for each m eting Motion carried
Mr. Ferguson moved that the Sec - Trews. write to the
Income Tax Branch for regulat;.ons in regard to Income tax
exemptions from Councillors earnings,etc referring to
Sec-10 (3) of the Act, and a circular in a recent Sask-
atchewan M nicipal paper, and that inquiry also be made
regarding Tompletion of the T4 slips Carried

Mr. P ers moved that Councillors Ferguson and Poole

The naming of Committees for the next ensuing year was
then discussed. The Sec. - Treas. gave a brief resume of the
duties of the various committees which Council had in 1968
The following committees were then set up
POUNDS. - Mr Peters moved that the committee regarding
pound disputes and pound damage claims be the two nearest
available Councillors but not including the Councillor from
the division affected Carried
KNEEHILL TOUNDATION - GOLDEN HILLS LODGE - Mr. Church moved
that Mr. .C. Schmelke be Council representative on this
Board. Carried
RURAL ROAI STUDY - Mr. Schmelke moved that Mr Brown and
Mr. Poole be Council committee members in connection with
this Studii Carried
FINANCE Mr. Peters moved that Mr Brown, Mr Ferguson &
Mr. Lemay be Council Members with Mr G King as Sec. - Treas.
Carried
SHOP & SA ETY - Mr. Schmelke moved that this committee be
Mr. PeterE and Mr. Poole together with Mr Ted Paquette,
Mr A R Sommerville and with Mr H J Hanson as Secretary.

DRUMHELLEq HEALTH UNIT: - Mr Poole moved that Mr Church
and Mr L may be Council representatives to the Board of
the Drumh ller Health Unit. Carried
KNEEHILL IMERGENCY MEASURES ORGANIZATION• - Mr. Lemay moved
that Mr, falph Brown be named as Council representative
and that Mr. G.G King be Deputy Co- Ordinator for this
Municipal District Carried.
CALGARY GIONAL PLANNING COMMISSION: - Mr Peters moved
that Mr Foole be Council representative Discussion
followed and Mr. Poole suggested that this is a senior
committee and suggested that either the Reeve or the
Deputy Reeve should take his place, but neither seemed
inclined to do so Motion was voted on and carried.
KNEEHILL "UNICIPAL PLANNING COMMISSION- - Mr. Peters moved
that the members of this Commission be Mir. C. Poole as
Chairman, Mr. G. Lemay and Ratepayer members Mr Don
Dau, Mr. Peter Baerg, and Mr Walter Anderson, and with
the following as advisors- The Director of the Calgary
Regional Planning Commission, Mr George Park, Assessor,
Mr. Gordor L. Park, Agricultural Fieldman, and Mr Dan
Peters, District Agriculturist, and with Mr. G. King as
Secretary, with these appointments to be subject to
acceptance by those named Carried her C Poole opposed.
AGRICULTUIAL SERVICE BOARD - Mr. Ferguson moved that
members o the Agricultural Service Board be: Mr Dunc
Peters, Chairman, and Mr. C Poole with Ratepayer
Members Mr. Art Bates and Mr. Frank Hoppins, with the
District griculturist Mir Dan Peters as Government rep -
resentati e, and with Mr. Gordon Park as Agricultural
Fieldman s ex- officio member and Mr. H.J. Hanson as
Secretary to the Board Carried
AUXILIARY 'HOSPITAL BOARD - Mr. Church moved that Mr.
Schmelke be named representative to the Board for the
term of t4ree years Carried
MR Lemay asked about the possible exchange of minutes
between this Municipal District and the Board of the
Three Hills, School Division Discussion followed Mr
Lemay then moved that this exchange of minutes be re-
quested Carried
Mr, B own moved that Mr. T. Ferguson bring the matter
of exchange of minutes to the attention of the School
Division $oard at its meeting tomorrow Carried
The C uncil meeting adjourned for dinner from 12 00
noon to 1100 p.m.
Mr P ole brought to Council ►s attention the fact
that a n ber of buildings are being erected without the
required ermits, even though, in some cases, the person
concerned is familiar with the requirements. He spoke
of the ne d for a Municipal policeman to enforce the by-
laws. Considerable discussion followed See Page 4

Others sug ested that it is better to progress slowly
and have p blic support rather than try to enforce by-
laws at th s stage through the work of a policeman
Mr Peters moved that the matter of engaging a Municipal
Policeman e tabled indefinitely Carried
It was agreed that the Council employee committee
meet with he representatives of the Roadmen committee on
Tuesday, D cember 17th at 1.30 p.m for a discussion of
wages and elated matters
The pr posal of Sun Life Assurance for a Group Health
Plan,etc. as referred to briefly Mr. Peters moved that
this be tabled until it has further discussion with the men
concerned.
Mr Lemay moved that a payroll account be established
commencing with the year 1969. Carried.
The re tal rate to be charged to the Drumheller Health
Unit for i s office space in our Municipal office, Three
Hills, was then discussed, with various suggestions made.
The presen rate is only $75 00 per month and they supply
their own 'anitor services Mr Brown moved that this be
discussed t the meeting of the Drumheller Health Unit by
Mr. Church and Mr Lemay and that they report back to
Council arried
Mr Po le suggested that Mr Gordon Park might be all-
owed some ompensation for providing space in his private
garage for a municipal truck. Some discussion followed but
no definitet action was taken
The Se -Tress advised that the machinery insurance
now covers up to a maximum in one disaster of $200,000
Rates should be received soon in regard to increasing this
to a higher figure Mr Peters moved that this report be
accepted Carried
Sec 63 of the Municipal Government Act was referred
to in regard to information regarding the Financial State-
ment and o her matters to be sent to ratepayers. Consider-
able discu sion followed Mr Lemay then moved that the
following De sent to each resident ratepayer*
1. A fill copy of the kuditor?s Financial Statement
2 A c py of the Reevevs report
3. A c py of ''lie Agricultural Fieldman?s Report
Motion carried.
Mr Lemay moved that the minutes of the previous Annual
Meeting be publ4. %ed in the Three Hills Capital not later
than one week before the Annual Meeting. Carried.
Mr Poole moved that the Annual Meeting of Ratepayers

Brief mention was made of the Court case in Edmonton EQUAL
tomorrow in regard to Equalized Assessments and the ASSESS -
claim of the summer villages that the Equalized Assess- MENTS
ments are not fair This matter had been discussed briefly
by Council yesterday. Mr. Brown stated that he would be
attending the Court Hearing and would report back to
Council. Mr Church moved that this be filed in the
meantime Carried.
Mr. Poole moved that a joint meeting of all governing JOINT
officials of this area, including the Towns and Villages, ;'ETING
be held at a meeting at our Municipal office on Monday, JAN 20th
January 20th, 1969 commencing at 1.30 p m and wieh this
invitation to include the M L.A 4s serving the area.

The Municipal Planning Commission had refused
to grant a
permit for the sign and the appeal was now
to the Council,
in respect to that decision. Mr. Schwing-
hamer then
met with Council, and was first advised that
the correspondence
and previous records had been reviewed.
Mr. Brown advised

icy of the Municipal Planning Commission, and
of the Calgary
Regional Planning Commission.

contact with Mr C. Ferguson, Solicitor, of Trochu, who
stated tha some letters had been written regarding this

Mr Ch arch reported there is some proble^: being
created fr m a disposal from the hog barns of Mr Bob
Crawley in his area It was ag_reed that he refer this
to the Drunheller Health Unit for an investigation

be invited to meet with Council at the 1,11unicipal office
on Tuesday,Deceriber 17th commencing at 9 00 A M for a
discussion of 1969 salaries and related matters. Carried
