Poole Div 2 Mr R W Brown Div 3 (Reeve) Mr Dane vited guests Mr Poole complimented the comm- Peters Div 4 Mr. T A Ferguson Div 5 :'fir S C Schmelke Div 6 Mr C C Campbell Div 7 Mr G orges Lemay, Councillor -elect for Division 7, attended mo t of this meeting so as to become more familiar with Munici al business. Mr G. G King, Secretary - Treasurer, was present and recorded th minutes except as otherwise noted G Lemay G King Mr. P ters moved approval of the minutes of the Council APPROVAL o meetings f Nov 12th and 27/ 1968 as per copy which had been mailed to e ch Councillor Carried Mr P ole spoke briefly regarding the Christmas party PARTY re and the combined social evening honoring Mr C C Campbell C Campbell on his retirement This had been held at Three Hills Community Centre on December 7th and had been attended by Councillors and employees and their wives, together with a few other i vited guests Mr Poole complimented the comm- ittee that iad made the arrangements for that evening. Some general dis ussion followed regarding having a similar affair annually bu no decision was made The Sec -Treas advised Council tha the only cost for the Municipal District would be the hall rental of $25.00 Mr P ole moved that a letter of congratulations be CONG,%'.T sent to the Alberta Provincial Premier - elect, Hon Harry E H E STRO14 Strom, and hat the letter be signed by the Sec -Treas and all Council ors Carried Each ouncillor was given a copy of the monthly Fin- FIN ST. animal Stat went for the month ending November 30th/68 as per copy wi h these minutes. This showed a net balance at the end of he month of $93,512 25, but with loans owing of $525,000,00 The Sec -Treas advised Council that the 1968 Road grants are receivable but that a number of requis- itions are due this month. See Page 4 C R P C � r FORM 149-P SPECIAL j u ICI L uv u S Per B Calgary Reg $3,372 00 b but that th expected in own moved that onal Planning accepted Commission be 1969 Carried COUNCIL MEETING Dec.9 /68 Page 4 the 1969 requisition of the C R.P.0 Commission in the .amount of REQUIS this Municipal District advised that better service is Councillors Tom Bagley and Ball Waters and Sec -Treas DELEGATES Don Merritt of the M D, of Starland met with Council in STARLAND regard to rILral fire protection services in the general RE Rumsey -Rowley area They stated that the northwest corner R F P of their Mu icipality is lacking protection and they would appreciate come consideration of service from the Traehu rural fire epartment They also suggested that their truck from Morrin might give some service in the area of our Municipalit3 just to the west of the Morrin bridge Mr R Brown gave a history of our Municipal case in the County of Red Deer where we had been unable to collect and that had been the re son for refusing service outside of the Municipal District Discussion of charges followed with various proposals suggested Mr. Peters moved that this Council approve in principal of tentative arrangements for an exchange of fire protection services as referred to above with the cost basis being $125.00 per trip which would include 2 hours away from the Centre, plus a charge of $20.00 per hr for any time over two hours. Carried The delegation from the M D of Starland thanked Council and stated they would have to refer this back to their own Council and to the Itorrin Fire Department or Village Council The Starland delegation asked if Council here had any LINDEN information as to when Linden Contractors might be leaving CONTR this area t3 work in t1-eir Distract No one had a definite answer but 4r. A H Church stated that he thought Linden Contractors are next :,loving to our Hesketh pit so would likely be there until the end of this year Mr Don Merritt referred to a recent letter in regard SUMMER to an assessment appeal to the Courts as filed by Summer VILLAGES Villages in respect to Equalized Assessments Mr Brown, as Presiden of the A i ia_ D and Counties, stated this had been referr d by their "lssociation to Mr. a`illen Brownlee, Solicitor, ind that Mr Brownlee and Mr Jack Edworthy and he, expectei to attend the Court Hearing on 'tlednesday on behalf of tie Association The d legation from Starland thanked Council and then left the me ting A letter of Dec.5 /68 from the Calgary Regional Planning C.R P C Commission was read in respect to a proposed subdivision of LOT 8, Lot 8, Blk 1, Plan 4617 F.N., Three Hills Subdvn. (Ruarkville) BLK 1 The Sec -T eas showed Council a copy of a proposed sub - 3 HILLS division plan for Lots 5,6,7 and 8 as drawn by the Provincial SUB Planning Board some time previously. Brief discussion followed. Mr Poole moved that this be referred to the Kneehill Municipal Planning Commission Carried. GRAVEL REPORT Div. L 20,300 cu yds Div 2 12,080 44 11 Div 3 185108 14 11 Div 4 14,064, 41 1P Div. 5 18,s62 41 14 Div 6 8, 844 S1 14 Div 7 12, 224 to 94 To al 104,182 11 14 These figures do not include the 6,948 cu. yds, used for road surfacing on Trochu east. Mr Dobler stated they are now working in Div 1 and have a little gravel to place on the Taylor Siding road. He also stated that he thought they could start stockpiling within a few days from the new Lowen location with the gravel to be hauled both south and north. Mr Schmelke moved that Council approve of the stock- piling from the Lowen Estate stockpile. Carried It was agreed that the levelling of the stockpiles would be done with the Wagner machine and Mr Paquette will co- operate in this. Mr Dobler advised that the trucks are all operating satisfactorily Resignation of Frantz W Brown as operator of a Motor F. 1,1 Grader was read In this he stated he had accepted other BROWN employment in Calgary i,:r Peters moved that the resignation be accepted. Carried Application of Leonard Litz to operate the Motor Grader L LITZ in Div 4 was read to Council Mr Peters moved that this be tabled until Spring Carried Applications for work were read as received from Earl APPL FOR Paget and James R Permann It was pointed out that these WORK had worked on a temporary basis with this District in 1968 and the ap lications are now for work starting in Spring of 1969 or so ner if work is available Mr Poole moved that these be t bled until Spring Carried. King left the meeting during that interval See Page 6 li IN 14 M 3 FORM 149-1` SPECIAL IC IP S PPLIES COUNCIL MEETING Dec 9/68 Page 6 A sho tshoPamittee meeting had been held on Monday SHOP morning, De 2/68, to consider various items C REPORT A proposal to move the Butler building from the old Shop site ii Town to the new site on the west side of the railway tra ks was considered by the committee Their BUTLER recommendation was that the old building be dismantled and BLDG moved to the new site and be extended by two 24? bays, and also at the same time, the building be insulated when it was being n wly erected The committee reported that they estimated tie total cost for materials without labor for insulating ind extending to be approximately $7,000,00 Air C urch moved that the Council approve of the re- coma-lendatioa of the Shop Committee, that being, to dismantle the Butler Duilding on the old shop site and move it to the new site, t3 be erecter: there and insulated and extended by the two bay 3, being 484 Motion carried.. It wa3 reported to the Shop Committee that Gus Gieck 'SUNK was interes ed in purchasing one of the old bunk cars which CAMS is located it Carbon lie was not interested in the wagon and this co ld be removed; also Vern Bitz had shown some interest in the bunk car at Acme The Committee asked that Ted Paquett get offers from each of these two Aar. Cliff Poole moved that an offer of $25.00 from Vern Bitz for the purchase of the old bunk car at Acme with- 9 �" out the heater, propane bottles and stoves be accepted and also the offer of Gus G_eck of $50 00 for the one at Carbon without the wagon also be accepted Motion carried The S op Committee recommended that an auction sale of items that are not needed by the Municipal District be held in the Spring, and that these items be gathered up during the winter months in preparation for the sale The committee recommended that the propane bottles and heaters etc be gathered up at this time and taken to the Auction Mart for sale, as this is the time of year that these items are mostly needed It was reported that the Shop Committee discussed the matter of purchasing new machinery and gravel trucks for next year and they recommended that four new gravel trucks be purchased with the older IHC which is now being used by the patch crew to be traded and the better unit from the gravel crew be used in its place They further suggested that a new grader be purchased for Div 7 and that the Austin Western used in that Division now be kept as a spare grader for the paving crew/ Coun i.l at this time, without motion, tabled the matter of ew trucks and machinery for discussion at a meeting in January See Page 7 �r IUCTION SALE NEU 14ACHINERy TRUCKS N s -T+ NW FORM 149-P SPECI L I I Li COUNCIL MEETING Dec 9/68 Page 7 Pair Ferguson moved that the Shop Committee report be accepted. Motion: carried ' Mr Dobler reported to Council that Mr Trev Murray TREY has been driving gravel trucks off and on most of the MURRAY summer, but never for any extended length of time, and thus he was being paid only $2 00 per hr, Whereas if a new trucker was hired, he would have been paid at the rate of $2 20 per hr to start and Mr Dobler foot that this was not quite fair Mr Peters moved that Mr Trev. Murray be paid at the rate of $2.20 per hr for the time he spent dravan" ' trucks afteIr the first two weeks Motion carried Some discussion regarding the Wage Agreement then took WAGE place Items noted were the notice required by Thursday AGREE - evening when employees were required to work on Saturday, MENT also it was suggested that both the gravel crew and construct- ion crew work the same hours, and also the nutter of travel time being paid the gravel crew, and the matter of trans- portation for all crews was discussed at some length. Mr Poole asked if Council would favor painting the CARBON Inside of the Carbon atop, and a rough estimate was given SHOP that it wo ld take 1$ to 20 gallons of paint The work might be done by Municipal employees in spare time Mr Schmelke moved that Mr. Church and Mr. Poole have authority to get the painting done on the inside of the Carbon shop.
