Council members present for the Council meeting were- Mr A. f. LOT 8, Church Div 1 Mr, Cliff 3 Hills Poole Div 2 Mr R 11 Brown Div-3 (Reeve) Mr S C. equal size on condition that each is serviced Schmelke Div 6 Mr. C. q. the use is limited to a residential purpose Campbell Div 7 Mr D Dau, representative of the Three Hills School Division, was present for a portion of this meeting as noted, Mr G C King, Secretary - Treasurer, was present and recorded the minutes. Mr A R Smith, Director of the Calgary Regional Planning Comnission, was also present for the early portion of the meets g while dealing with Planning Affairs Mr Po le moved that this Council extend congratulations R W to Reeve Ral h Brown on his election as President of the Alberta BR0t.1N Association cf Municipal Districts and Counties Carried with PRESIDENT a handclap Mr Campbell moved that Council adopt the minutes of the meeting of the Knee. li Regional Planning Commission held on this datei Carried Business arising from the minutes of the Planning Comm- LOT 8, issi.on were then referred to with particular reference to the BLK 1 proposed subdivision in the area normally known as Ruark~.- 3 Hills ville, being Lot 8, Blk, 1, Plan 4617 F N Three Hills Sub Sub. Mr G King, as Sec -Treas recommended approval of sub- dividing any one acre parcel in that area into two parts of approximately equal size on condition that each is serviced by a road or an alley on at least two sides in an orderly ,.canner, and that the use is limited to a residential purpose Considerable discussion followed Mr Smith dealt at some length with proposals adjacent to the City for density population factors,etc, where some areas allow eight families per one quarter section but variation is limited General, zoning ideas were also discussed Mr Do Dau returned to the meeting at approximately D Dau three ofcloc Recommendations as above were read again in regard to the proposed subdivision Mr Po le moved that Council table any action in re- spect to the proposed subdivision on the said Lot 8, Blk 1 Plan 4617 F N Carried See Page 17 L] FORM 149-P SPECIAL U ICI L SUPPLIES Mr Poa in regard to suggestion be proposed buil COUNCIL MEETING Nov 2768 Page 17 Le again referred to an enforcement of regulations )ui.lding permits. Discussion followed with one Ong that no building permits be required if the BLDG. ling meets the following requirements. PERMITS 1 At 1 ast 1504 from the centre of any road 2. At 1 ast 3004 from any inter section 3 At 1 ast 15004 from the nearest existing building owned by any eighbor. No definite action was taken on this matter as it was noted from the minutes of the Municipal Planning Commission that the C. R P C is being asked to submit some new for consideration Mr A Smith left the meeting t this time ti R 3.40 p.m. g APprox SMITH LEFT Mr Ted'Paquette, as Public Works Superintendent, then T PAQUETTE met with Council Mr Po e moved that the Agenda for the meeting of the POLICEMAN new Council h re on December 10th include discussion of the need for a Po iceman Carried Mr. Sch elke moved that Council authorize the agreement IMPERIAL with Imperial Oil in respect to lubricants as in previous ` OIL years, Carri d An appl 4cation of Elmer A Bauer for work as truck E BAUER driver or gra el checker was read to the meeting Mr. Church APPL moved that th s be tabled until Spring Carried. A letter from H M Alton, District Engineer, was read thanking Council fvr its thanks given to him for co- operation in 1968, and he also expressed his appreciation for the good co- operation from all concerned in this area and stated that he hoped to continue in a similar manner in 1969. Mr Poole moved that th's be accepted and filed Carried A letter from the District Engineer was also read in respect to painting lines on the surfaced road from Trochu east Mr Paquette advised that the centre line had been painted this eek Mr G. King advised that Mr Alton had stated there had been some confusion with him for arranging for the paint crew and this evidently resulted in the centre line being painted instead of the side lines as previously requested. Mr Church Moved that this information be accepted and f led Carried The Sec.- Treas. advised Council that Mr Knudsen had inquired regardkng this District's responsibility for levelling off a gravel pit i cation on his land Mr Campbell moved that Mr Knudsen be advised that this will be checked in the Spring and that the 1 velling of the Russell Andrews pit be checked at that time Carried See Page 18 C. Carried. Mr Paquette thanked Council for the opportunity of attending the'Fall Convention in Calgary earlier this month. Mr Paquette then left the meeting Minutesjof the meeting of the Linden Recreation Board of November l3th/68 were read to Council Mr Poole moved that these beaccepted and filed. Carried Correspondence from the Department of Youth was read in respectto a proposed meeting of all Recreation Boards of the area The letter had suggested that the meeting be on November 28t b. The Sec. -Treas stated that he had contacted the Department by telephone regarding this and it was agreed that no meeting be held until early in 1969 Mr. Campbell moved that this be accepted and filed Carried A circular from the Department of Youth was read in respect to publicity of recreation Programs. Mr Poole moved that this be accepted and filed. Carried Council was advised that the Roadmen4s Committee wishes ROADMEN to meet the Council Committee regarding the 1969 Wage Agree- COMM ment,etc. Mr. Church moved that this be tabled until the Dec.10th meeting of the new Council Carried. A circular from the Department of Municipal Affairs 1966 advised that any applications for 1966 Homeowner Discount H 0 D for taxes must be made before the end of 1968 Mr Campbell moved that this information be filed Carried Minute of the meeting of the Municipal Finance Officer's MUN Association Jeld at Medicine Hat on October 23rd were read, FIN OFF Mr. Campbell imoved that these be accepted and filed. CAA -reed, MEETING The Committee of Tyr Schmelke, Mr. Peters, Mr Church WIMBORNE and G King lad investigated briefly in regard to the water WATER supply and r lated matters at Wimborne They gave a brief v SUPPLY report to Council referring to the following 1. The present well had been pumper for 3 hours at a rate of 5 gallons per minute and showed no signs of weakening No definite tiest had been made of the well 2 The present Iunicipal well is 2057 deep and was drilled in 1962. 3. It ppeared unlikely that one well would serve the needs of a H mlet if water lines were put in, but a cistern would look a ter the needs 4 No cefinite plan of water lines,etc had been drawn but it aepea ed that a total of some 3000 lineal feet might be needed an a rough estimate of cost for a contract in- cluding engineer, digging ditches, supplying pipe and making connections to the homes might be between $7500 and $10,000 5 Thelnumber of possible connections as given by the group from W mborne was 12 6. The IMunicipal Committee had met with a group of those intere ted at Wimborne and they had asked what action Council would take and whether or not it would finance the system and rocover the costs over a period of years Councils appeared agreed that the Municipal District would be willing to supply a cistern and an adequate pump to rut the water into the cistern from the well The people of Wimborne 4ould be responsible for supplying; the pressure system and ail additional expenses.
