Mr. A. H. Church Div. 1 Mr Cliff Poole Div. 2 Mr R W Brown Div 3 (Reeve) Mr. Dunc Peters Div 4 Mr. T.A. Ferguson Div. $ Mr S C Schmelke Div. 6 Mr. C.C. Dau, represent tive of the Three Hills School Division, was present f r a portion of the meeting as shown later in the minutes Mr Peters m:,ved approval of the minutes of the APPROVAL OF Council meeting of Sept 9th and 23rd and of the combined MINUTES meeting with the Agriculatural Service Board on Sept 23, 1968, all as per copies which had been mailed to each member. Carried Mr. Doug Hazelton of Linden Contractors, met with D HAZELTON Council He advised they now have approximately 20,000 cu.yds oF gravel crushed at Garson location, and the gravel to the east is about 51 deeper and much better, also more rocky. He estimated a total of 30,000 cu.yds. GARSOITS to clean p the present area Mr Schmelke moved that Linden Co tractors be authorized to continue at the Garson location p to a total of 30,000 cu.yds. Carried. was Mr. Hazelton f\asked if they could do the crushing at the Russell Andrews pit at the time of moving from Garsons. R.ANDREWS He agreed to ace if the Bull crusher rental would be can- celled for the period required to do the crushing at Andrews. Mr Donald Dau came into the meeting at this time. D.DAU The road committee reported on the testing of gravel at the Flitter area at the river near Dunphy. The gravel in the river appeared real good but that on the flat to the west f the buildings was not worth developing The committee also reported on the possibility of gravel from the Lowen location and if this is good, there would be no need t take gravel from the river at Flaterts Further t sting is needed Mr Ferguson moved that the road co ttee arrange to test for the gravel at Lowents, and if th s is not suitable, get gravel from the river near Flat rts. Carried. Mr Hazelton asked about the program for winter crushing cf gravel in this Municipal District. He re- ferred to the Hesketh and Megli pits and the Municipal pit. He advised there is about 1$t of gravel below the present floor of the Megli pit but this is in some water No decisi n was made Mr Doug Hazelton then left the meeting. Regional Ilanning Commission had tabled the application ALTS: WHEAT for subdi ision as they were not certain of the road POOL- BEYNON situation Discussion followed in regard to the access to the Community centre which would be to the north. Mr. Church mo ed approval of the subdivision as requested by Alberta Wheat Pool in the SW- 29- 27 -20 -4, subject to a written agreement with the Alberta Wheat Pool and a Caveat against the new Title so as to guarantee access to the Community centre at the expense of the said Alberta eat Pool Carried. Mr. Poole advised that people are not getting BLDG. building permits as required and some are building too PERMITS close to the road, he particularly referred to a grain re bin in Sw 16 -28 -H 4 built by Mr Ben Ziegler on a foundatior approximately 677 from the centre of the road. ZIEGLER Mr Poole moved that he be sent a letter drawing the regulatio s to his attention Carried AND The Secretary - Treasurer was also asked to send a circular regarding building permits, etc. to Mr Wm BENDER Bender and refer him to the location of some grain bins adjacent to Hwy #9 The monthly financial statement for the month ending FIN ST. Sept,.30/ 8 was presented and discussed This showed a net balance of $15,434 18, but with $471,000 00 owing din loans... copy is included with the minutes Mr Campbell m4oved that this be approved Carried. Con iderable discussion followed in respect to all of the it ms referred to Mr Poole moved that this Council oppose the app- lication f the Huxley Hutterian Brethern to establish the propo ed colony in the Allingham northwest area due to the ge eral adverse effect on the community Carried. Mr.lDon Dau left the meeting at this time A 1 tter of October 1st/68 from the Alberta Dept of Agricu ture asked whether or not any 1080 baits would be requir d in this District and they asked for a reply before October 31st. Mr. G. King, as Sec -Treas ad- vised Cou cil that they had not made any cut -off date for accepting requests for 1080 bait and this might create a problem 1 ter Discussion followed Mr. Peters moved that an a vertisement be placed in the Three Hills Capital advising that the cut -off date for requests for 1080 bait is 0 t 28/68 and that a notice in respect to this be also s nt to those who were supplied with these baits last wint r Carried. Notice was read in respect to the Fall meeting of the Municipal Finance Officer's Association, Alberta Chapter, to be held in Medicine Hat on Oct.23rd The Sec. -Trea . advised that this date conflicts with the meeting of the local Planning Commission and also the Disaster Hospital Exercise at Three Hills Mr Peters moved tha no delegates be sent to the said M.F.O. meeting. Carried. The Sec -Treas advised Council that Mr. Jerry Dumontier wishes to open a Ladies Hairdressing business at a room in the Circle R. Motel dust east of Three Hills. He advised that this was to be a full time business and that Jerr has taken a course qualifying him for this. Applicati n had been made to the Provincial Department for the r quired license. Some discussion followed Mr Brown mov d that this be referred to the Municipal Planning Commission for a decision as this matter in- volves Planning and business within the one mile zone adjacent to a Town Carried. The meeting adjourned for dinner from 12.00 noon to 1 00 P M Mr. Ted Paquette, Public Works Superintendent, met with ouncil and remained while items were discussed in regard to public works and related ^tters Cor espondence,etc. was read to Council in regard to culvert easements for locations where culverts extend onto prop rty which is private The account of Solicitors German,Co dy and Goodfellow of $70 95 was referred to Council ir this regard. Mr Ferguson moved that Council adopt the new ease- ment formE re these culverts for use a-,I that same be completed for all cases up to date Carried. A 1 tier from the `Tillage of Carbon dated Oct 8th was read to Council in respect to the account sent to them undez date of Sept 25th for the amount of $64 75. This was for work with the TS14 Euclid for 22 hrs on their streets at the r ^gular rate of $25.90 per hr The letter stated that the Village had made a separate agree- ment with Allen Koch to pay his wages as the work was done on a Saturday afternoon Mr Church moved that the Municipal account to the Village of Carbon be adjusted by deducting the amount of the appropriate wages Carried The Sec. - Treas. then suggested that Council establish a policy uith regard to whether or not the Municipal operator Ehould always be included in accounts with Mun- icipal machinery. MEETING Nov.8 /68 Mr Ferguson moved that Council approve of the THREE general specifications for road from #21 east from Three HILLS EAST Hills to provide for the 28? top and with the new road ROAD to be on the same alignment as the existing road which is slightly off centre Carried Mr Paquette advised that he may be ready to start construct on on the said two miles of the Three Hills east road'on October 21st Mr. Ferguson moved that Council approve the starting of construction as referred to above. Carried Mr IPaquette advised that the stripping has been done at the gravel pit west of Linden and also that the old pit a Baerg?s and Klassen?s have been levelled off Mr Peters moved approval for the borrow pit land and fence deals as per preliminary agreements which were pres nted at this meeting, with regard to the Pope Lease and lother projects. Carried Mr Campbell reported that payment is to be made to Williant Kaiser for approximately 3/10 of a mile of fencing on the Sam Mahler project and he will arrange for an agreement in this .regard, similar to that granted others in the area Mr Harold Slinger, Councillor of the Town of Trochu, m t briefly with Council and thanked the members for their co- operation to date. He stated that its road committee and its Council now agreed not to proceed further t is year with any road surfacing within the Town of Trochu due to the wet weather ?Tr Peters moved that this be noted in the minutes and that no work be undertaken for the Town of Trochu as prevxuusly arranged Carried. Circulars from the A A M D & Counties were read and dealt with as follows: 1 Regarding signs - Mr. Brown moved that an order be placed with Al Fieger Signs Ltd. subject to price comparisons for ldoz STOP, 6 MELD and the required 30 mile zone signs. Carried 2. Anti-freeze - hr Campbell moved that a reply be sent advising that this District has had no experience with anti freeze getting into the crank case and causing motors to seize. Carried 3. J DOBLER SPECIAL SU .LI COUNCIL MEETING Oct 10/68 Page 8 Mr. ,Tom Ferguson inquired whether or not the road into the Marc Moar residence in SE- 27- 30 -22 -4 is a public HOAR ROAD road. The Sec. - Treas. advised that this is a surveyed SE- 27 -30 -22 road Mr Ferguson then stated that he washes to make some minor, grade amprovements,etc, on that portion so that the 4chool bus can travel there.
