Travel is be- coming much better and faster, but it is still time consuming and c6stly, travel time may cut the working day in half and thus reduce both service and efficiency Clause 3, subzec (5) provides that an included municip- alit may withdraw after three years if a vote of the electors is held and the majority of those voting so request Is this a onetime privilege which must be exercised at the 4d of the first three years"' If a Municipality votes out, but wishes to have similar health s, will the Government guarantee a fair share of grant rioney to this Municipality? Clause 4 deals with the personnel c£ a Board but is very pdefinite We very strongly urge that only persons elected should be voting members, additional specialists app- ointed by the Minister should be advisory members only. (1) gives very wide administrative ^ity to the regional medical officer or his deputy or even to a nursing supervisor We firmly believe that the Board Chai Man should be vested with the authority Sec 11 - the Minister may assign staff. We have been told that the Government will pay this staff but this is not so s ated in the Bill The Board will have no authority to hire nor fire, nor even to determine what professional staff is required Is the control too remote? Sec 14 c--.-,es the gravest concern This establishes a Health Regions Fund to be fed by a property tax The rate is not o exceed two mills but evidently is to be uniform through- out the Province The following points must be given close scrutiny. (a) The services of a Health Region relate directly to people Present requisitions are based on population and very rightly so There as no service to property in any way and property values should not determine the tax (b) The effect of a uniform tax rate in the Province will undoubtedly push the demand up to the two mills What incentive is there for any Region to hold down costs if adjoining Regions pus the tax up anyway? MINUTES Mr: Poole moved approval of the minutes of the Municipal Planning pommission of Aug.21st /68 as per copy which had been mailed to each Councillor. Carried. Carried Th Sec - Treas. read to Council his letter of Sept 5, /68, in rIIpspect to the proposed Linden Acme rural fire area which st ted in brief, that the exact list of the proprietary electors showed a total of 441. 1/3 of that number would be 147. Th number of Names on the petitions presented to Council AV to and including August 26th /68 requesting the establis went of the area, was 135. This is below the min- imum num er so there is not sufficient to call for the vote Some dis µssion followed and it was agreed that those pre- paring the petitions dad not know the exact number of eligible voters. Mr. Brown advised that a committee from the Linden area is coming in to meet the Council this morning at 11 00 A 1.2 Mr Poole moved that further discussion be tabled until after discussion with the delegation coming in to meet Council Carried. Mr Gordon Park, Agricultural Fieldman, then met with Cou:�i1 He gave his recommendations of the estimated wheat yields,e c3 of each township to be submitted to Prairie Farm Ass otance. Minor changes were suggested and approved by Counc i Mr Schmelke then moved that the report be sub- mitted t Prairie Farm Assistance of estimated wheat yields as per d tails shown on a separate page with these minutes. M.r ,'Gordon Park referred briefly to the Conference to be held at Olds at the end of October. This had been re- ferred tq Council at its previous meeting. It was now tabled. Mr.. prdon Park thanked Council and then left the meeting A de I pgation of Mr. Walter Unruh Jr , Mr Walt Regehr and Mr. pnry Dyck met with Council from 11:00 A.M. to 11:30 A M for OL detailed discussion on matters pertaining to the proposed linden Acme rural Fire Protection area They sub- mitted a further petition with 24 signatures requesting that the rea be established This brought the total number of petit pnzrs up to 159, subject to checking as to accuracy. The dele �tion stated, amongst other things, the following. 1 Iik their opinion, there is only about S% opposition. This is pr various reasons 2 Village equipment has answered rural calls, but the equipmen is not suitable for winter use. 3. See Page S J v V ANTI - FREEZE R CRANSTON POPE LEASE COSTS FORM 119 -P SPECIAL U ICI L SUPPLIES COUNCIL MEETING Sept 9/68 Page 5 The Secretary- Treasurer read to Council a report of his discussion with the District Engineer of Red Deer in respe t to Jack Barnes inlet to certain l__o in W2 -19- 29-22-4. Mr. Barnes had complained to the Provincial Minister of Highways in regard to this and the District Engineerts office had made some investigations Mr Church a wised that the land cut off by the coulees is now rented t Mr Charlebois on a five year term of which two years ha 4 expired, so there are three years remaining.
