POLICIES FORM 149-0 SPECIAL MUNICIPAL SUPPLIES COUNCIL MEETING August 26/68 Page 15 4 Mr­$chmelke moved that the proposal for arrange- ments with Downe & Son for working at the Nuisance Grounds as per miqixtes of Sept.13 /64, page 4, be now cancelled. Carried 5 Mr, erguson moved that Council refer a proposal of a flat rat of $200 00 per year for each Town and Village operating Nuisance Ground to a point meeting of the Council wi h those of the Towns and Villages in January next Car led. 6 Mr �oole moved that the rates being charged to Torrington and to Linden for use of Municipal Nuisance Grounds b4 also referred to the joint meeting of the combined uncils of the area Carried 7 RentAl being charged to be reviewed in January effective April lst /69 8 The award for truck is to be - worded so as t to the Drumheller Health Unit is of 1969 with any change made drivers with accident free years o clarify its intention 9/ By -7 w No 511 regarding collection for fire calls is to be revj, wed with reference to the new Municipal Govern- ment Act. Engineer, met with Council at a^roxi.mat ly 11 00 a.m and remained for the balance of the forenoon p us a short portion following the noon adjourn - rr.2 nt Mr dam reported they had the tentative design for the Carbon northwest dam for a spillway with a 4v culvert .:ith a box end and also an emergency tyre spillway. The i,otal estimated cost is about $1,000 and P.F.R,A. may give substantial help by likely paying for all materials and _ncluding ement They would be able to provide supervision but would peed some extra labor and it was agreed that the traxcavatot would be one of the best machines to have there for a peri d of two or three days Mr Church moved that Council ag ee to improvements at the Carbon northwest dam as outline above and that Councillor Poole have authority as a comma. tee to make arrangements with Mr Adam for the work. Car lied Mr nd Mrs Vernon Hanson met with Council in re- gard to th proposed agreement and other matters pertaining to the P F R A dam in 5E- 24- 29 -25 -4 The following are some of th main points dealt with in the 'iscussion which followed f om the time between 11 15 a.m. and 12 10 noon 1 Vernon Hanson voiced a complaint about one member of Council going to see a Solicitor at a high cost to ratepayers. She also admitted that she had not studied the proposed agreement in detail and was unfamiliar with many of its ter6s 10 Mr, �nd Mrs. Hanson suggested that Mr. Adam study the proposed A Agreement and make recommendations. Delay of the delivery to mid Septe�%er was noted The Sec -Treas also advised that he had jus had a phone call this morning from the Bridge Branch as4'ng about a change of road location to eliminate the need f,r the culvert, but he had advised the Bridge Branch that Council wished the north -south road kept straight through. r. Ferguson moved that this report and information be acceptee as given Carried Mr. IEtan Schmelke advised Ted Paquette that the three miles of r ad which were regraded last year on the north Correction line are in need of re- gravelling An account from Collins signs for $50 00 for two signs was leferred to Council Mr Schmelke moved that this be approve` for payment with other August accounts Carried. Carried Mr G King reported to Council further in respect to his discus$ ons with Mr Tom Lynch and Mr. Jack Lynch in regard to the fence west of Pt.of Sec.34- 33 -22 -4 Each has been invited to meet Council at 11.30 A M on Monday, Sept. 9th. Mr. Poole moved -that this report be accepted and dealt with furthe on Sept. 9th as proposed. Mr. Peters moved that the report be accepted and that a rev.sed Brief regarding these matters be sent to Hon Dr R ss, Provincial Minister of Health. Carried Drum Heall Unit Brief Verbal reports were given in regard to discussions with the officials of the Village of Carbon in regard to its Nuisance Ground It appeared that the Village might want some terial pushed back in the Nuisance Ground but did not have detailed plans for future expansion as at the present They are to further advise when they have definite recommendations to make. It had been suggested to the Village that they invite a representative from the Department of Public Head, h to meet with their Council and representatives of the M.D. Council at the site for a discussion Carbon Nuisance ground Mr. , it Regehr and Walter Unruh Jr met with Council R F P and present d petitions in respect to the request for a Linden - proposed L den -Acme rural fire protection area They stated Acme that their ew list contains 75 signatures; the previous list submit ed had 60 for a total of 135 names. The Sec. - Treas advi ed the meeting that an estimated number of eligible ratepayers iould be about 400, so the 1/3 requirement to call for a vote ovould be approximately 133. As these figures were approx mate, and as the petition list had not been checked, it was impossible to determine what the actual percent- age of peti Toners was Mr $ hmelke moved that this be tabled to the September 9th meeting so as to give time for further study regarding the percent ge who had signed the petition, and related matters Carried Mr. Walt Regehr stated that they could have had more signatures had time permitted and they had only two actual refusals; s me general discussion followed and it was pointed out that t time limit for presenting the petition had ex- pired.
