Schmelke COUNCIL MEETING August 12, 1968 Page 1 of the Council of the M.D. of the Municipal office, Three Hills commencing at 9.00 A M throughout the meeting were. Div 1 Div 2 Div. 3 (Reeve) Div. 4 Div 5 Div 6 Mr Don Dau, representative of the Three Hills School Division, was present from 9:00 A M to 10:00 A M in the morning. Mr G G King, Sec -Treas , was present and recorded the minutes except as otherwise noted Mr. Peters moved approval of the minutes of the Council meeting o July 25th, 1968 as per copy which had been mailed to each C uncillor Carried Mr..Ferguson moved approval of the minutes of the meet- ing of th Municipal Planning Commission of July 24th/68 as per copy which had been mailed to each Member and Councillor Carried The Financial Statement for the month ending July 31st 1968 was resents` and discussed briefly as per copy with the minutes 'This showed a net balance at the end of of the month of $22,393 84, but with loans owing of $178,000.00. Mr. Churc� moved approval of the Financial Statement. Carried. The Sec -Treas advised Council that all Towns and Villages 9f this area had accepted the proposed Recreation Agreement for 1968 No suggestions for any changes had come from the Councils of any Towns or Villages A letter of June 3rd/ t8 from the Provincial Department of Youth and sent to us by r Gerald A. Bruce, Area Recreation Consultant, was read 4nd discussed in detail. The Sec. -Treas further advised Council that Mr Gerald A Bruce and Miss Elaine Liebelt had been at the office here on August 9th and the letter had been discussed in detail with them They had agreed that it would be acceptable to table the Department's recommendAtions for one year and to proceed under the original draft as submitted to the local Towns and Villages Mr Poole moved that the report of the Sec -Treas in respect tolRecreation Agreements, etc. be accepted and that the letter from the Provincial Deparment of Youth be tabled. Carried unan Mr Church moved 2nd Readi to this by -law Carried unan Mr Schmelke moved 3rd ading to this by -law Carried unan Coin} it was advised that Mr Raymond Ratzlaff, M L.A. had phoned on August 6th /68 to report that he had a complaint from Mr. rn Keintz in regard to the water drainage channel in NE-22-4Z-26-4. Mr. Keentz had told him that the channel was not d9 p enough and that some 60 acres of barley on the east side' f the road on his land was being flooded See Page 2 V KIENTS i FORM 149-P SPECIAL U ICIP L SUPPLIES COUNCIL MEETING AUGUST 12,1968 Page 2 This had b en referred to Mr Dunc Peters and Mr Ted Paquette at forenoon A letter dated August 2nd/68 from Mr. Crawl d Ferguson, Solicitor, was then read to Council in respec� to this same matter This letter had been re- ceived in he afternoon following the phone call from Mr. Ratzlaff, Mr Peters then resorted that he and Mr. Paquette had met w# h Mr. Vern Kientz and a representative of P F R A at the sit on the afternoon of August 6th No flooding of the Kientf land was evident but one area of the channel was somewhat I lted in and 3.t restricts the flow of water to some degre . The P.F.R A man had since used 4 cases of dynamite 4nd the channel is quite well cleared for the time being Mr! Vern Kientz had agreed that the water was going reasonabl�well though one short stretch mightbe improved later wit . a backhoe or dragline Mr Peters recommended that this be left until after harvest and inspected again and perhag cleared out with a dragline. Council discussed this matte to some extent . Mr. Peters then moved that Mr. C. Fergusq , Solicitor, be advised of the action taken by this Distil ct and that more work may be done later in the Fall Cad' ied A 1e ter of July 31st/68 from Prairie Farm Assistance asked for stimated wheat yields of each Township in this Municipal istrict and also a record of any sections of land where the ield might be less than 8 bushels per acre Mr. Peters moor d that this be referred to Mr Gordon Park, Agric- ultural F4 ldman, and that he be asked to contact each Councillor and prepare a report of wheat yields for a later meeting. R F.p 1 Why a second pleb-'_scite when one had been held recently? - the repJ - the first pleb__ cite had been for the whole south area} of the t4uni.czpali.ty and the new one was for an entirely 4ifferent area and also was for beginning in 1969 instead of in 1968 as in the first instance Another reason was that 9 ly about 20% of those eligible to vote had voted and the re ult had been very close 2 Refp ence was made to the petition which is now in our office and signed by approximately 60 ratepayers of a portion of the Thy e Hills area that is to be included in the new Linden -Acts area. This group will have -full voting privil- eges for tke new proposed area and will be taxed the same as any other atepayer in that new area even though they have already co trLbuted toward the Three Hills area. 3 The oundary lines - Council had drawn this line to split as n A arly as possible the distance between the Linden - Acme area And the Village of Carbon 4 Sche plained in the taxed , ratepayer $2$ 00 per side of th, ule of charges for that any ratepayer rea has no other c ets service just o ,call, if the call area, the charge Rural Fire Protection were ex- who has the fire truck within arge than the taxes. Prop sed Agreement with the Village of Linden - the Village woV.1d receive a $$00 00 one time grant and it would house the fquipment, provide storage free of charge and would have use of the equipment. They would also supply volunteers to man the equipment and help train rural helpers 6 The elegation asked that the boundary be moved north to Highway No 26 and west to the Distr�ct Highway one mile west of th Divisional line of Div 3 ouncil agreed to give this onsideration later 7. Some concern was expressed about fire service on any Sunday and it was agreed to check into this 8 BasiF complaints stated by the delegation was that they were too far removed to gain as much benefit as those nearer Lin en and large farmers would be taxed more than those on s all holdings 9 The 1etitxon set up was explained as advertised in the three ills Capital 10. The ;elegation stated that they would have no object- ion to a Kiral Fire Co -Op and one of the group stated that he would even support same It was agreed that Mr. Orest Lukey be vised of the deg- -`-- of Council in respect to the points brought forward by this delegation. Mr Lukey also asked about getting a few loads of GRAVEL ON gravel in ud holes on the road east of the Keiver church CHURCH camp. Mr, Peters moved that further discussion in respect to the Lid en -Acme Rural Fire Protection area be tabled until later in the meeting. Carried. Mr ,qtGrace Gore then met with Council at 11:05 A M. Mrs Gore to discuss matters pertaining to the Municipal History book History The mater 1 is now in the final draft form and will shortly Book be submit d to Kyle Printing Ltd for the actual preparation of the boqc Type of cover, binding,etc was shown to Council and approy d without motion. Mrs,, Gore also stated that the printing will be on plates of i permanent type so that more copies can be secured at any tip . She estimated the total cost charged by Kyle Printing 6r 1000 copies will be about $6,000 00, and she stated th4t that firm now wishes an advance for work done of some $3,OQD 00 Mrs Gore also submitted her account for an amount'of $514 10 Mr Poole moved that Council now authorize ayment to Kyle Printing of $3,000.00 and that Mrs. Gore be p4 d her account of $514 10 Carried. Mrs Grace Gore, writer 9. tional Library, Ottawa 10 Provincial Archives Mrs, Gore also suggested to Council that they consider some special celebration for the completion of the book with a present&tion of the free ones Mrs, Gore stated that the hill from which "Kneehilltf gets its qame is located in Sec.18 and 19 of 32 -25 -4 and Sec.24 of 2 -26 -4. This is to be referred to our insurance comp- any if further details are received Mr faquette advised that the Patrol from Div 2 had received u} nor repair work here while John Esau was off on holidays Other machinery is working 0 K. now Mr Ferguson asked about Albert Kimmel, operator of the Motor Grader in Da-v 5, working extra hours to get caught up with the work. He was advised that this is against the genera Council policy as, if one employee is granted this, them others would also request it Mr Poole returned to the meeting at this tame, - 1.20 P M The 7oad committee advised that they had met with Mr .R ANDREWS Russell Art rews on July 26th in an effort to make arrangements for grave: crushing in the SE- 1- 31 -23 -4 at an early date. He had bee offerred $150 00 for inlet to the present pit and the r.*' ht to move gra , -,i plus $50. an acre for any extra area distIA bed, plus a few other minor items Mr Andrews had stated that he did not wish to accept that offer and pre- ferred to ave the work left until after harvest as previously agreed N deal had therefore been made. Mr King, as Sec. - Treas, read to Council his report `JANDALISM of Aug 2/0 in regard to the vandalism damage and the charge laid agaipiRt Larry Bixby The trial had been scheduled for the Court n Drumheller on Aug.2nd. The Sec. -Treas had attended. However, Mr. Bixby had not appeared but had sent someone e� e to represent him As that procedure was not acceptably to the Court, the case was adjourned. It was also noted that a guard from the Drumheller Penitentiary had given he R.C.M.P. the license number of the car in which Mr. ixby had been travelling Mr Church suggested that the g and might be a son -in -law of either Mr. Wm.Bender or Mr Wal er Bender Mr Poole moved that the report be accepted Carried. Poole moved that this information be filed. (Cream Cott ee) The culvert to be supplied will be an 8411 diameter, 60 long and the fill will be 32 52. The Bridge Branch had made certain inproverrants to tl-e grade line as first prop sed Mr Ferguson moved that Council accept the new propoa 1 in det• . -' Is in - respect to the culvert referred to above. Carried. Mr Alton advised that his af,21nrz staff h -d been able to do most of the d. -.oign and engineering survey work for roads undpr Contingency and Resource Grants He suggested to Council that plans be now made for the 1969 jobs and stated that he could have a crew out to do some work in September` or October If locations can be indicated soon, it will help considerably in getting better service. The locations for the 1969 work are to be discussed at the next meeting, that is August 26th. Mr. 41ton thanked the Councj_1 and then left the meeting. The See - -Treas advised Council that Pair. Clifford Berthot, Assistant Foreman of B A Oil Co , Stettler, had come into the office and asked for information in res- pect to a road, which his Company proposes to build for an inlet to a well. sito near the SE corner of NE- 15- 30 -22 -4. They will iave a private road along the north side of Sec 16- and al, ng the north side of the coulee in Sec 15, and will also 7equire a portion of road on the road allowance W /NW -15 he Company 3.: prepared to do all of the work at its own eX ense The proposed design was for a 284 top with 2 to side slopes on the road allowance and field approachep as requ_-�red The private roads would be of lower stark and Mr. Peters moved that B A Oil Co be granted ap roval with the specifications as Auwn above, and with ' stipulation that any gravel be crushed with 151 maximum si e. Carried General policy for gravel on any municipal road allowance was then discussed Mr Ferguson moved that Council set a policy cf allowing only crushed gravel 141 or less on any Munic -4_pal road for a top surface.
