Church Div. 1 Mr. C W. Poole 2 Mr. R W Brown 3 (Reeve) Mr D nc Peters 4 Mr. T A. Ferguson 5 Mr. S C Schmelke 6 Mr G. G. King, Sec - Treas. was present and reo4-rded the minutes except as otherwise noted. Mr. D. C. Dau, representative of the Three Hills School Di vi ion was present for most of this meeting as shown in th minutes Mr. P ters moved adoption of the minutes of June , MINUTES 10th /6$ as per copy which had been mailed to each Councillor. Carried. The Mountain View - Kneehill Auxiliary Hospital District had sent a copy of the minutes of its meeting of May 23rd/68. These minutes were now read to Council and discussed briefly. Mr Church moved that these be accepted and filed Carried. A letter from the Alberta Farm Purchase Board stated approval had been granted in regard to the assignment of the Agreement of Wilbert D Toews in respect to the NE-11-30-25-4 to Mr. Ervie R. Toews and Mr. Benjamin Barkman. Mr. Poole moved this information be accepted and filed Mr Poole had made some investigation in regard to miscellaneous accounts owing be Mr Ed Gerlitz as shown on our records as follows From March, 1966 $10 00 From Jan & Feb., 1967 11 25 From March, 1967 22-50 TOTAL 43.75 Mr. Poole stated that Mr. Gerlitz agrees to pay the March, 1966 account and the March, 1967 account but there is some dispute re larding the Jan & Feb., 1967 accounts It was agreed tha he check further with Mr John Esau and others in this re and and then report to a later meeting. Carried The S c - Treas. suggested to Council they should carefully study the proposed legislation in respect to Health Unitc and endeavour to keep the requisitions on a populatior basis and not on an equalized assessment basis as tho latter would be unfair to the rural areas DON DAU REPORT RE VERNON HANSEN DAM DRUMHELLER HEALTH UNIT A letter from the Alberta Assessment Appeal Board acknowledged receipt of the appeals from this District LETTER RE. and stated that the date of hearing would be set later APPEALS and those interested would be so advised Mr Peters moved that his be accepted and filed. Carried Correspondence from the Social Service Department of the City of Calgary was read in respect to Mrs. Mary M HOPE (Norman George) Hope. It appeared that this family would be legally deemed residents of this Municipal District and Mr Brown stated that they had been away for a period of time and it was agreed the Sec - Treas. check again in regard to the qualifications as to residence A let er was read to Council from Mrs. E P. :Mooney of Elnora in which, on behalf of her husband, MOONEY she disput d our account of $100 00 for a fire call FIRE CALL to their f rm in the Elnora district She stated that the fire did not start on their land nor did it stop there either. TREATMENT Mr. Ferguson moved that Linden Contractors be LINDEN CON advised to change back to !e4 crushing effective tomorrow 4G1 CRUSH morning and continue from the same pile near the Tolman Bridge Carried Mr. R W Brown agreed to relay this message to hem. A letter from the District Engineer, Red Deer, advised that in casp of projects under Contingency Grant and Natural CONTINGENCY Resource Road Grant no claim can be made for compensation GRANT & NAT for the rig t- of- way,moving power poles, etc. Mr. Schmelke RESOURCE moved that bhis information be accepted and filed. ROAD GRANT A lett r from the County of Lethbridge thanked our COUNTY OF committee for showing them through our Municipal Shop at LETHBRIDGE Three Hills and for supplying them with cost,information etc in connection with it Mr. Peters moved that this be accepted and filed Carried Mr. Ferguson asked the Sec. -Treas to again check with the Provincial Bridge Branch in regard to the McLean bridge and repairs needed, location W- NUJ- 21- 31 -22 -4 Mr MCLEAN Paquette advised that some temporary repairs had been BRIDGE made by ou men recently W %NIT -21- 31--22 Report had been received that there was a hump in the bridge at the S- SE- 13- 33 -25 -4 Mr Paquette agreed to oheck SSE- 13-33- regarding this 25 -4 Details of the extensions for the culverts for the Pope Lease project East of Carbon were reviewed briefly POPE Mr. Poole Moved that this information be accepted and LEASE filed. Carried Grade line and profile, etc in regard to the Cream CREAM Coulee project WfSW- 17- 31 -22 -4 was referred to briefly COULEE Mr Peters moved that these details be accepted and filed Carried. Corre pondence in regard to the fuel oil tax was read to Co cil and this contained the information that FUEL a permit t purchase fuel oil exempt from the tax should OIL TAX be obtaine if the oil is to be used in connection with road treatilent Mr Ferguson moved that this information be accepted and tabled until definite plans are made as to what type of oil is to be used, etc Carried Apply ations for work were read as received from APPLICATIONS Mr Stephei Meier and Mr Wally Waisman Mr Poole moved RE: WORK that they De advised that there is no work available at this time and that the applications be filed Carried. Carried MACHINE AGENCIES The ag eement with C V Parker in regard to road C V PARKER improvement ESE -14 -31 -24-4 was read Mr. Ferguson moved E/SE-14- 31-24- that Mr. Pa ker be now paid $219.00 as per this agreement in full set lement Carried Variou land, fence and borrow pit agreements for the project west of Linden were reviewed with Council Mr Brown moved that these be approved and paid as soon as information is available concerning acreages, etc as needed. Carried Mr Ted Paquette advised that one tire on the Wagner had been badly cut and was not worth repairing He had ordered two new tires through Crown Tire of Calgary and traded in two old ones and expected that the price would be approx $1100. each Mr Pz quette advised that the Ateco Cutter and other equipment vas received here on Saturday and they are now mounting il on the Austin Western in place of the Mould- board ThiE will allow better control of the cutter and will also 11ave it located where the work is more visible. Air Paquette mentioned that about four items to be offered at the Fred Empey sale might be of use to this District. It was agreed that he have authority to buy some small tools, etc if the price is reasonable. It wad agreed that Mr. Ted Paquette and Air Church arrange for borrow pits as needed for the grading work on the Pope Lease project and that this be done soon Mr J'e Dobler, Gravel Foreman, then also met with Council H stated that they are now working West of Linden and gravelling on the new grading project. They have done zbout three miles and the gravel taken was approx 601, cu. yds per mile All trucks and the loader are now working satisfactorily. Dobler gave some information in regard to the operation of the trucks One particular item of interest TRUCKS was that th average gas mileage in winter is approx 7 miles per gallon, whereas in summer it drops to about 5 miles per gallon Mr. Chtirch advised that Mr Jack Cogbill, as member EMPLOYEE of the employee committee, had asked him to pass on a CO1v1M message to ouncil, stating that the truck drivers were asking a fu ther 10¢ per hour as from July 1st. No motion was made in respect to this, though the present agreement for 1968 wa referred to. Mr. Ted Paquette stated that he wished to have three PAQUETTE or four days of holidays from July 6th to 10th Mr. Peters HOLIDAYS moved that phis be approved Carried Mr. Tel Paquette advised that the D19 -20 has had the EQUIPMENT block repaired but it is not yet operating as some other REPEIRS parts were ieeded The D -7 has also broken down - the final drives have been repaired by the Company and he hopes this ill be on warranty Mr. Tel Paquette and Joe Dobler then left the meeting Letters had been received from the Department of LETTERS RE- Youth in regard to proposed agreements with Towns and AGREEMENTS Villages of the area but no replies have been received TOWNS & from any of the Towns and Villages These letters were VILLAGES therefore, tabled until further information is available The See -Treas advised that Mr Marren Kline had complained in regard to a dam in the Kneehill Creek in W KLINE the NW-20-1'13-26-4. He had been referred to the Water NW -24 -33 -26-4 Resources ranch of the Department of �11griculture in this regard He had also asked for an appointment to meet with Council and, this had been set for 3.00 this afternoon, but he had not come in to the meeting Water Resources had been contacted by telephone and had agreed to check further into this matter Mr Poole moved that this information be accepted and filed Carried. FINANCE office use commencing Jan 1st /69. A new Burroughs Elec- NEW tronic Machine might be most suitable and he has a firm ACCOUNTING quote from Burroughs of $14,300 less $4,000. for trade - MACHINE in of the present machine for a net difference of $10,300 JAN, 1/69 This is su ject to Councils approval by fall and no payment would be required in 1968 He further advised that Burroughs had a better machine available at approx $19,000, but he does not have full details concerning it National also makes accounting machines and he wishes to obtain inf rmation from them as to the quality, work done A A M D. & by them, prices, etc Mr Church moved the Sec - Treas. COUNTIES have autho ity to investigate further regarding a new accounting Ipproval machine for 1969 and to submit a proposal for Counci.lvs Carried Mr G. G King and Dune Peters reported briefly on the Municipal Finance Offi.cers9 Meeting which they had MUN. FINANCE attended in Lethbridge on June 19th Mr Bruce Ramsey, OFFICERS MEET - Chief Municipal Inspector, had given information in ING regard to Municipal Accounting and further details in regard to information that will be required by the Dominion Bureau of Statistics Other topics of general interest had also been outlined Mr Schmelke moved that the report be accepted Carried Mr B own advised that he had recently attended an executive eeting of the A A M D & Counties and it appeared c ear that the Hon Mr. Gerhart, Minister of A A M D. & Municipal Affairs, is only interested in the assessment COUNTIES of residences on farm lands and not in the assessment of other buildings Their executive is making recommenda- tions for a sliding scale of rates depending on distance from towns and taking other factors into account and there is also so e consideration being given to an exemption of a basic am unt of perhaps $3,000 of building assessment Problems a ise in this connection Iv,r P ole moved that this Council meeting do now ADJOURN adjourn.
