Mr. S Mr. C COUNCIL MEETING JUNE 10th, 1968 Page 1 r meeting of the Council of the M D of Knee - as held at the Municipal Office in Three Hills ne 10/68 commencing at 9.00 a.m ors present throughout the meeting were: Church Div 1 Poole 2 (until 3 20 p m ) Brown 3 (Reeve) c Peters 4 Ferguson 55 Schmelke Campbell 7 Mr G. . King, Sec - Treas. was present and recorded the minutes xcept as otherwise shown Mr. Schmelke moved adoption of the Minutes of Council MINUTES Meetings of May 13th, 15th and 27th, 1968, subject to the following: 1 May 27t h/68 Page 19 - Council approved of Linden Contractors going to the Elvin location prior to going to Tolman. 2. May 27 h/68 Page 25 - Mr. C. Poole was to be recorded as Opp sed to the motion of Mr. Ferguson nominating Mr. Ji Bishop for the award Motion Carried An application of Mr Art Bates to erect a Quonset Machine Shed in NE -11 -29 -26-4 had just been received and this was referred to Council. The distance from the centre of the road to the first part of the building was shown as 91 feet nd therefore Council was asked if it is willing to relax at regulations as to the 100 ft. set -back Both Mr R. W B own and C. W Poole had been at the site and Mr C Poole reported that it was not practical to set the building ba k further and he supported the application Mr Brown refer ed to the fact that this north south road would not be deve oped as a major one as it was only one mile from Highway 26. Mr. Poole moved that Council relax its regula- tion in res )ect to the 100 ft set -back and approve of this application I of Mr. art Bates as presented. Carried. Mr. Doug Hazelton of Linden Contractors met with Council and stated that they are now crushing gravel and stockpiling at Elvins They will have approximately 7,000 cu. yds finished by tonight He stated they had done some stripping w th their cat - tractor, taking approx four hours to clear an area between the two approaches to the river He estimate a total of 12,000 cu. yds could be stripped now for fut re use. Mr Church moved that Mr C.0 Campbell mget with Doug Hazelton at that site with authority to arrange fo further stripping Carried. A. BATES BUILDING PERMIT LINDEN CONTRACTORS Mr. Peters moved that Linden Contractors next move to TOR VEL the Tolman location and do approx $,000 cu. yds of 2 crush and then between 6,000 and 8,000 cu. yds. of 4" crush. Carried. The v rious prices being charged for pit run gravel or GRAVEL crushed gr vel as per list of March /68 were reviewed. Mr PRICES Peters mov d that new rates be set for gravel in accordance with the f llowing 1. Raise the price from the Hesketh Pit by 20¢ per cu yd See Page 2 i U C1 a AL COUNCIL MEETING JUNE 10th, 1968 Page 2 2 Raise l$1.80 he price at the Megli Pit and Linden 'Vest Pit to per cu yd 3 Charge for pit run at any river location 75¢ per cu yd q. Increage all other prices 10¢ for either pit run or crushed gravel and that a full new list be prepared and incorporated with these minutes with a copy to be given to the Councillors and to Linden Contractors and also published in the Three Hills Capital. Motion Carried Mr. Doug Hazelton then left the meeting. 0 GRAVEL PRICES The Agricultural Service Board Minutes of their A. S. BD. meeting of May 29th/68 were referred to briefly and 4 MINUTES then tabled until such time as Mr. Gordon Park, Agricultural Fieldman, could discuss same later in the day Mr Ca pbell moved approval of the minutes of the M. P C Planning Co ission Meeting of May 29th/68 as per copy MINUTES supplied to each Councillor Carried A copy of the Monthly Financial Statement for the FINANCIAL month ending May 31st/68 was given to each Councillor. STATEMENT This showed a net balance at the end of the month of $15,623.69 with loans owing of $10,000. Mr. Poole moved approval of this financial statement. Carried. The list of miscellaneous accounts receivable was MISC. ACCTS again reviewed with Council and the following action taken in th "s regard- 1 List as sent to the Small Debts Court approved. 2. The Se,-.-Treas. to make further efforts to collect from M A. F. Cailleau and to get his new address from M Ted Paquette Account - $5 00 3 Arnold Cole account of $10 00. Mr. Cole had been a Welfare case Air Brown moved that this account be v cancelled Carried. 4 Jakobs T ansport account - $5.00 for towing. Sec.- Treas, advise that this firm is no longer in business Mr. Poole oved the account of Jakobs Transport be can- celled. Carried 5. Tiller Construction, Red Deer - Patrol work $15.00 Sec.-Treas. advised that no trace can be found of this c mpany Mr Church moved that this account of Tiller Construction be cancelled Carried 6 Richar $12.00 f indin origin a bond system Richar be adv taken son Bros., Olds - Gravel for Torrington - Sec.- Treas, advised there is a problem who is responsible for this account as the 1 Contractor at Torrington went bankrupt and ng company carried on with the water and sewer Mr Peters moved that a letter be sent to son Bros, regarding this account and that they sed if they do not pay that action will be o collect Carried See Page 3 i A 3=0001� ;PECIAL UPPLIES COUNCIL MEETING JUNE 10th, 1968 Page 3 Specia letters regarding other miscellaneous accounts of approx WO each are to be sent out Sec.-Treas. advised that the Village of Linden had enquired abcut the possibility of flashing lights for the C P R crosEing on the paved road south of Linden No letter had been received Mr Brown moved that the Sec -Treas en- quire from the Board of Transport Comnissioners as to its policy andle cost of flashing lights for dangerous railway tntersecti s Carried RAILWAY LIGHTS Reportr from the Office of the Fire Commissioner out- FIRE lined the 1S67 losses in this Municipal District and in LOSSES its towns ard villages. Mr. Poole moved that this be accepted and filed (arried Mr. G. King, as Welfare Officer, reported briefly in WELFARE respect to 4he following. REPORTS Mr. AllAtkinson investigation made and no assistance granteq at this time. 2. Fourni r family - some welfare continued No need for assistince regarding glasses. 3. Freema. f amily - Mr Freeman is now at work a. .--Lng to the last report and the need for further assistance will bi checked soon. Mr Fekguson moved acceptance of these reports Carried. k letter was read to Council from the City of Lethbridge LETHBRIDGE in respect to its location for a University as newspaper UNIVERSITY reports had stated that this matter is now settled, and it appeared that no action was necessary. Mr. Peters moved that this be filed. Carried Notice as read regarding a meeting of the Municipal FINANCE Finance Off C erst Association to be held in Lethbridge on OFFICERS June l9th r. Church moved that the delegates to this be MEETING Mr G G King and Mr Dunc Peters Carried Correspondence was at hand from the Department of Youth in regard to the proposed Recreation Agreement between this Municipal District and the Towns and Villages but there was no reply to date from any of the Towns and Villages Mr Poole moved that the correspondence be tabled until there are further replies to be considered in con- junction with same. Carried Notice had been received of an E M 0 Co-Ordinatorts Course June 10th - 14th It is now too late to choose any delegat�s to this Mr Brown moved that this be filed. Carried Mr. G King advised Council that Mr. Ralph Loosmore had paid to this District the $10.00 land rent in respect to the road access through a corner of the Fred Lammle land in NE-36-30-24-4 Mr. Poole moved that this be accepted ani that the $10.00 land rental be paid to Mr. fred Lammle for 1968 Carried See Page 4 RECREATION AGREEMENT E M 0 COURSE LAND RENT LOOSMORE- LAMMLE [3 r� c WM C FORM 149-P SPECIAL U ICI L SU PLIES COUNCIL MEETING JUNE 10th, 1968 Page 4 A letter and map, etc from the Planning Branch of the Departm nt of Highways was shown to Council in regard to the P. R ck Irrigation Project in portion of Sec. - 10 and SVT -1 - 31 -21 -4 Mr. Ferguson moved that the said Planning Branch be advised that this Council has no objection to the development of the irrigation project. Carried. Mr G King, as Sec -Treas , read to Council his re- ports in re and to British t:merican road crossings with pipelines in the Ghost Pine area. These had been inspected by Mr T A Ferguson with a representative of B A Oil do May 29th at which time it was discovered that the pipe- lines had a tually been put across roads without permission. Special mention was made of the crossing between 16 and 17- 31-22-4 on the district highway where the work had not been up to required standard but was being improved and gravelled, Mr Poole moved that the report be accepted and approval given to B 1, Oil Company in these cases but that they be strongly ad ised that permission must be granted in advance of any futu e work Carried IRRIGATION P. ROCK B A OIL PIPELINES Mr. Campbell moved that Council approve of the extension CAN UT of Canadian Utilities power line to lsd 12 of 2- 33-26 -4 as per plans submitted Carried Mr. Poole moved that Mr. Ralph Brown be named to the HISTORY History Boo committee in place of Mr R Loosmore The new committee will thus be Mr Dune Peters, Mr Ralph Brown BOOK and Mr G G King. Motion Carried. Mr Gordon Park, gag Fieldman, and Mr H J Hanson as Secretary to the Agricultural Service Board then met with Council and the Minutes of the agricultural Service Board meeting of May 29th/68 were reviewed A list of services provided and charges made as shown on page 2 of those minutes were reviewed in detail and discussed at some length Mr Poole moved that Council approve of the schedule of prices oa condition that the charges per hour be only for the time spent on the job and that there be a minimum of one hour in con ection with any particular job Carried The ch mi.cal prices as shown on pages 2 and 3 were reviewed wi h special reference to the difference in the strength of the chemicals Mr Gordon Park agreed that he had overlooked calculating the difference in acid content when comparing the prices of Niagara Brand Chemicals and a quotation from the A.k.M. D. After taking this into account it ippeared that the price of the A A M D was slightly be ter Mr Peters moved that the order for chemicals b placed through the A A M D and not through Niagara Bra 1he d Chemicals as recommended on page 3 of those minutes of Service Board meeting. Brief discussion followed in regard to products he has for sale He thanked Council and then left the me ting Mr Br wn advised that Mr Ken Hammer of Ferguson Ar Supply had ust phoned to say that the �'teco Rapper would R. be shipped from the factory on Thursday or Friday of this week The S c -Treas and Mr Ted Paquette advised that Ferguson Su ply had advised them the Ateco nipper had been shipped pre iously but evidently some delay had occured. No definite decision was made See Page 7 M C9 11 T3 FORM 149-P SPECIAL U ICIP L SUPPLIES Tip COUNCIL MEETING JUNE 10, 1968 Page 7 Mr Joo Dobler then left the meetin€ 1. letter from Border Paving Ltd dated May 30th/68 was read in regard to the 1lli.ngham- Wimborne paved road They suggested that a fog; coat of MC -30 asphalt be put on the road from Allingham to Torrington and they quoted a total pride of approx $1,953 60 for this job Mr Poole moved that a committee of Mr Schmelke and Mr Peters be named to have this clone but that they also check first regarding any repairs that are necessary to the road sur- face for the whole project from Allingham to Wimborne Carried Mr. Poole advised that he had sand hauled on to the road W of 5 & 8- 30 -23 -4 earlier this year This is the road adjacezit to the Befus land. He had complaints that during the rainy weather this road cut up very badly and he asked if he should now put gravel on it Discussion brought out the information that this is a farm road that no one lives on same and therefore Council did not favour gravelling; it as many other farm roads do not have gravel either Mr Poole asked that the road committee look at this acmet? e when in the area This was agreed. Council was advised that the Kneehill Municipal Planning Coiunission had refused an application of Mr L Lanny Heineman to put a mobile home on a lot in Grant - ville. The reason was that a mobile home does not meet the full requirements of the building code in respect to a permanent dwelling Council was also advised that the mobile home concerned is almost new and it was bought in December of 1967 at a price of $8,700 and is 12 ft.wide by 52 ft long Mr Heineman proposes to connect in to a Municipal water and sewer system at regular rates He also proposes to put on a small addition of similar nature to that of the mobile home but does not plan to put any portion of it on a permanent foundation at this time Pair Heineman had appealed the decision of the Planning Commission and had asked Council to relax its regulations and approve of his application Considerable discussion followed Mr Campbell then moved that Council approve of 4hF application of Mr Lanny Heineman as re- ferred to, ffubject to a guarantee that the mobile home will have w ter and sewer connection Carried. Mr Cl ff Poole left the meeting at this time ( approx 3'15 p.m.) Sec - Tiheas advised Council that Alberta Gas Trunk Line had enquired about overload permits for gross loads of up to 80,,000 lbs. in connection with their sand blasting; operations of their pipeline General roads to be used and locations, etc were reviewed briefly but were not entirely definite I >Ir Peters moved that Council approve of the overloa'.permits subject to Alberta Gas Pipe- line being responsible for any undue road damage and sub- ject to the work being done in dry weather and that 1;lberta Gas Pipeline contact our office when coming in with the overloads. Carried Council had advertised for sale a 1959 International A -180 truck Only one Lid had been received and this was now opened. Bid was from Mr. Ron Toews of Three Hills at a price of 3565 00 Discussion followed as to whether or not Council would have neea for this truck and other re- lated factors including mention of the reserve bid of $500 A/ See Page 8 Ny I BORD PAVI. This ask, in brief, that Council give serious conscideration to providing a new drive -way' °r. for their elevator and it referred to the fact that all taxes f om that elevator property come to this Municipal District Mr Ralph Brown and Mr. Ted Paquette gave furthet information in regard to the location, type of work, etc. This had also been briefly inspected by Council wher on road tour in the spring. A letter was read to Council in regard to an Assessors Workshop to be held at the office of the County of Leduc on Monday, June 24th at which time the retails of the 1967 Alberta Assessment Manual - Oilfield Section - will be reviewed Mr. Peters moved that Council authorize Mr George Park to attend that workshop. Mr. George Park gave Council a brief report of his work in the M D of Starland.
