in regard to proposed recreation program and grants of PROPOSED

1 Report of the Recreation Meeting with Towns and Villages
as hid at our Office on May 15th/68 - Copy is enclosed
with hese minutes. This report was read to Council
and discussed briefly
2. Report to Council in respect to Urban Recreation Grants.
A copy of this is also included with the Minutes.
This report gave a record of the Recreation Grants
paid in the previous years and also showed what the
figures would be using various types of formula
under the new program of the Department of Youth
It was also clearly po nted out to Council that any
polic must be set by them and that they are free to
make ny changes as they see fit. Discussion followed
in re and to these figures and the various proposals
Mr F rguson moved that Council adopt the Urban
Recre tion Grant figures as shown in the middle part
of Pa e 1 of this Report. Carried.
Repor s of the 1967 Recreation Activities and Finan-
cial State ents were read to Council as received from
each of th following Tural areas Three Hills, Acme,
Torrington Arthurville, Linden, Carbon, Crossroads,
Hesketh, G ost Pine, Orkney, Grainger, Trochu, Sarcee
Butte, Hux 1967 ey and Sunnyslope Mr Peters moved that
these repo is be accepted and filed but that a notation
be made to the effect that Sunnyslope h ,'14 not been
active in and had not officially earned its grant
for that year. Carried
Discussion followed in respect to grants to be RURU.L
given to various rural areas and hamlets for 1968 for GRANTS
recreational purposes. It was particularly pointed out
that the budget provided for a total of $10,000. for
recreation and that the new proposal would require
$6,260. of this for the Urban areas leaving a total of
$3,740. fo the Rural areas. Mr. Campbell moved that
Council ap rove of grants for recreation purposes to
the Rural yeas as follows.

Mr, Greorge Park, Assessor, met with Council
Correspondence from the h A M D & Counties was read ASSESSMENTS
to Council. in regard to assessment problems and a copy
was given to each Councillor These included.
1. Lett r of May 7th - Re Bill No. 58
2 Comp rison of Farm property taxation procedures in
B C Saskatche-yan and Manitoba
3. Association letter of May 7th/68 re Assessment of
farm dwellings The Sec -Tress also gave to each
Coun illor a copy of his personal letter of April
29th ion. 68 to the Hon. Gordon E. Taylor dealing with
prop sed legislation as it effects assessment of
taxa ion together with a copy of the reply from
the Mr Gerhart, Minister of Municipal affairs.
Refe rence was also made to the previous brief of
Reeve Brown which had been considered and approved by REEVEQS
Council at a previous meeting All of this correspondence BRIEF
was read and discussed by Council and with the opinions

Council adjourned for dinner from 12.00 Noon to

Following the noon adjournment considerable further TAXEXTION

and taxing buildings. Mr. Poole moved that this Council
make the following suggestions to the Executive of the
A.A.M D. and Counties.
1 Assessment procedure should not vary due only to
the number of acres owned by any taxpayer.
2. All ermanent buildings in a rural municipality
should be assessed using a 40% factor but with a fur-
ther redu tion for mileage from markets and class of
roads
3 Exem tion from taxation should be granted in rural
areas on the first $3,000 of assessment on buildings
4 A minimum. tax of $100 should be charged any resid-
ent taxpa er
5. The homeowner tax discount should be eliminated
entirely.j
6. A feodlot should be assessed on the size of the
confined feedlot area. Motion Carried

Highways, of Calgary was read to Council., together

guide in a riving at those amounts but definitely dial not make the
final deci ion by any definite formula IF the M. D. allots the
totals as hown on Page 3 of the minutes of the Recreation Meeting
of May 15/68 and uses the percentages as per the above, the figures

changes in the procedure to be followed The above is for the in-
formation cf our Council only -- it has not been referred to any
Town or Village.
I suggest only that Council make a definite proposal for a
five year period, as the Government Capital Grants are for once
every five years.
The a nual Municipal grant would only be made if our Council
receives a satisfactory report of the recreation activities and an
acceptable financial statement concerning same.

The Mi utes of the Combined Meeting of the Agricultural Service
Beard and t e Municipal Council held on March 25th, 1968 were read
to the Boarc by the Secretary. Mr Frank Hoppins moved that the
Minutes be cdopted as read Motion Carried.
11r. Pa k, Agricultural Fieldman, reported that the stove for the
Camp Kitche for the Tolman Park has not been built as yet but will
be done soo
Nir Go don Park, Agricultural Fieldman, then read his report as
per copy with these minutes Mr Art Bates moved that this report be
adopted. Motion Carried.
Mr Gordon Park gave further details regarding the three fertilizer
plots as outlined in his report and gave diagrams showing the rates of
application , etc. He further stated that when these plots were
harvested the Agricultural Service Board truck would pick up the grain
from the combine and have it weighed and the results would be calcul-
ated.
Mr Park also reported that the Agricultural Fieldman?s tour and
Field "iy would be held in the County of Red Deer on July 11th, 1968
and that the following day would be the deed Tour sponsored by the
Department f Agriculture and that Board Members are invited to attend.
It was reported to the Board that Council had approved that Mr
Gordon Park be allowed to take his holidays from July 15th to approx
August 5th
