Coun illors present were Mr. H. I Church Div 1 Mr. W Poole 2 Mr R. W. Brown 3 (Reeve) Mr. unc Peters 4 Mr. A Ferguson 5 Mr C. Schmelke 6 Mr. C. Campbell 7 Mr. G. G King, Sec - Treas. was present and recorded the minute5 Mr. T. Paquette was also present for most of this meeti g Mr. 3rown and Mr Poole reported on their interview in Edmonton on April 29th with officials of the Department of Highways including Hon Gordon Taylor, Mr E Belsheim, Mr. E. Dan huk and Mr. R. Cronkhite The Department will approve of this Districts Application for the change in respect to the 196$ Contingency Road Grant as per previous minutes. They agreed that the Trochu East road could be given an o 1 treatment for dust control but this District should pia for a higher standard later The Department also state it would pave on Highway 26 from No 21 to Carbon whe this Municipal District paves the Pope Lease Road to a Iiigh standard They also stated that the road from the No 21 via Morrin Bridge to No 9 will be taken into the highway network of Provincial roads later The Department also asked that the work East of Trochu be co-ordinated with work to be done in the Town of Trochu - the Departiaent will likely do the road from No 21 East through Trochu to join with the Municipal road. Reeve Brown also reported that a delegation from Trochu had met with H n. Gordon Taylor regarding this District's change in lans for the Trochu East road; Mr. George Lemay had also p oned to the Office to ask him for information Mr Cronkh to had suggested that Councillors take a look at the roa s in the County of Stettler which had received an oil treatment. Mr. Peters moved that the report of Mr. Brown and Mr. Poole s summarized above be now accepted. Carried DEPA$WMENT HIGHWAYS Mr. ferguson gave some information on traffic counts on the Mor in Road as supplied to him by Philip Rick This stated that the average is one vehicle per minute from TRAFFIC 8 00 a m. o 5 or 6 00 p m., 8 cattle liners per day; 1 MORRIN out of 6 w s a transport type vehicle, 10 per day had over ROAD 70,000 lbs capacity Discussion followed about traffic on this ro d as compared to the Trochu East road. Council agreed that DANGER or SLOW signs be put up for both sides of the railway crossing at S7SE4- 30 -24 -4 SIGNS (Nesbitt). Mr I leters moved that a letter be written to the NO. 27 Provincial Department of Highways urging that it complete PAVING the paving on Highway No. 27 this year. No 13 Mr. Campbell moved that Mr.-- Haller be advised that the former Greenleaf School site in NE- 21- 32-;24�4 is dot for sale or lease. Carried. No.14 Back loping and raising of the low fill is to be done by the smal crew. No.15 Mino� work to be done by motor grader. No. 16 No work planned for 1968. Nos 17, 1$1& 19 - To be done by the small crew No. 20 Signs now at Sarcee are STOP from south and YIELD from north. No change is to be made. No 21 YIELD from north and south at Arvidson corner approved. No. 22, 23 & 25 _ To be done by the small crew. No 24 The road- commxtt-ee is to meet Russell Andrews at the &-avel pit n 9E- 1- 31 -23 -4 tomorrow at 9.30 a.m. No. 26 Mr 'Paquette advised that this is done. No. 27 Fart of the crew is working at this project and the new bri ge is almost completed. Carried, No. 29 & 30 - Not to be done in 1968 No 35 - No information as to the gravel which is to be taken out. No 36 - Channel work should be done with a backhoe Report of April 16, 1968 when No 1 Decision regarding the drainage is to be made in /the Engineers design the road for high standard work. Mr Poole moved that the District Engineer be asked to run hub lines for the Linden West and Pope Lease jobs. Carried. Nos 21 6, 7, 12, 15, 17 & 21 - To be done by the small crew. No. 3 Should test for gravel in NW- 36- 30 -23 -4 after harvest, No. 5 Signs to be moved but no mayor work planned. No 8 M Paquette stated that this is completed. No. 9 The waste from the gas well was burned and there is no need to report this to the Surface reclamation committee. No. 10 Stripping of the gravel has been completed. Nos 11 & 14 - No work planned for 1968. No. 13 No signs to be placed at the Reynon corner No 16 Stripping at the Nacmine pit may be done in late fall or early next Spring No 1$ E timates are not yet available. No. 19 Main crew to complete the 8 miles in 1968 if possible. No. 20 M Paquette to check the current sign No 22 L vels are to be taken; if practical the work may be done bv the small crew. No 23 R grading to be done by the main crew. No. 24 26 , 31 & 32 _ To be done by the small crew. Carried. Nos. 11 & 2 - No work planned for 1968. Nv. 13 A policy about allowing waste oil to be put on roads was discussed Mr. Peters moved that Council approve of waste oil being put on roads subject to the following. (A) The location must be arranged with the local Councillor (b) A spreader bar must be used ( ) A motor grader must be there.to spread the gravel. (<I) The rate must not exceed an even distribution based on 500 gallons of actual oil per mile. Motion Carried. No. 14 (a) No change to be made in the culvert across the road. (b) The small crew will provide the approach No. 15 No work in 1968 No 16 To be done by the small crew. No 18 Testing may be done when convenient. No. 19 N complaint has been received. Joe Dobler, Gravel Foreman, met briefly with JOE Council an reported A door on one of the Ford trucks was damaged by DOBLER Berg Indus ties and it is being repaired at their expense. All four new gravel trucks are at work and per- forming satisfactorily The gravel crew is finishing work in Div. 2 today and next plans to move to Div 1. _ TIkere was a crack in the air compressor on the Tro- jan but this will be fixed under warranty. M:-. Dobler was asked to gravel the grading wo k in Div. 7 as soon as possible is completed Dobler then left the meeting. This showed that the amount of road grant allotted this year for genei,al work in this Municipality is $108,822 0 Mr Peters moved that this be accepted and filed Carried The requisition from the Three Hills School Div- ision for supplementary school costs showed that the requisition payable by this Municipal District is $286,530 00 A copy of the 1968 budget of the Three Hills Sch of Division was referred to briefly. It was agreed th t this be tabled until after Council meets with the chool Division Board on Wednesday of this week. i A letter of April 29/68 from the Provincial De- partment of Municipal Affairs advised that the 1968 Municipalities Assistance Pict Grant to this Municipal District is $258,061 C6 Mr Campbell moved that this be accepted and filed Ca°°ried.
