Mr. Reg A ams, P F e A. Engineer, then: met with Council Dt.M
e was asked wh3 a Municipal District acquires title to
looded lands f r certain P F R A projects but only easements
n other cases He replied there is no definite ruling but
egulations state that it is mandatory that the public have
ccess where public funds are spent. Mr Ada: -As had also
uggested by letter that a new clause be inserted in the
asement to gua antee access for the public at large
e also advised that provincial law clearly states that
0 one can hold back water if it is needed downstream
.F P, k is willing to make required repayers to the out -
et and spillway at the Hanson dam subject to the necessary
greements first being completed and signed.
Mr Vernon Hanson then also met with Council. The easement
orm and the extract of the letter referring to public right
f entry were read to him Mr Hanson stated that he objects
to any clause giving access to the public due o previous
roblems There had been no written a reement to the
onstruction of the dam but there had been a verbal agreement
nor entry by the public subject to good behaviour The dam
had been stocked with fish at one time but this had not been
followed up The control gate had been opened last fall and
the dam is almost dry now Considerable discussion followed
If P F R t> raised the fill another 4 feet tre land would not
be adversely affected
Mr Adams ment oned that access to the public would enable
them to fill s rayer tanks, to get water for rural fires,
etc Mr. Hansor stated he %a.d no objections to this type of
use
Original capacity of the dam was 180 acre feet, dugouts
downstream wou d be of value in conserving water
Mr Hanson sta ed he would not agree to a Transfer of Title
as this would nvolve dealing with Farm Credit Corporation
,Mr. Hanson staled that he is interested in using water from
the dam for irrigation He also stated that he prefers that
Municipal acce s be by the shorter road as shown on a plan
Mr Poole moved that the agreement and easement form be re-
vised and that Mr Vernon Hanson be sent a copy Carried
