outlined ly the Sec -Treas with a suggestion that Council
consider a more equitable division of committee work, CO1*1l11P,'S

councillors in 1967 Discussion followed, with special
reference by various councillors of the value of having
the experienced members on the same committees, etc
Mr. Feters referred to the special requirements of PAINT ROOM
the Workm n's Compensation Board in regard to a paint SHOP
room in t e new Shop - special ventilation and special
heating arrangements would add considerably to the cost.

in regard to Surface Rights of farmers in connection SURFACE

Mr Ray Ratzlaff, M L A., and Mr. Don Dau met D DAU
with Council. Mr Dau briefly outlined to Council his
dealing in respect to a gas well in NE -6 -32 -23-4 - SURFACE
offer of the Company for compensation for the site RIGHTS
had been appealed to the Prov Arbitration Board which
had away ed $1620. basic plus $614 yr. plus costs of
$100 T e Company had then appealed to the Court;
the Judga had been critical of the Board for not giving
reasons in support of its award, the Judge awarded
$11,600 basic plus $300 yr and costs were charged
to the Company This is subject to appeal to the
Supreme Court Nearness to the Town of Three Hills

DRUMHELLER H SPITAL
M s Myrtle Roberts, as a member of that Board for a por-
tion of this Municipal District, gave a report in regard to business
pertaining tc the Drumheller Hospital. She stated that there has been
no actual pr gress in construction for a new hospital but considerable
planning has been done and the proposal is now before the Provincial
Government. The present proposal is to tear down the existing
hospital starting with the 1954 wing and constructing a new hospital
on that part The kitchen and laundry facilities would then also serve
the Auxiliary Hospital and the Nursing Home which are adjacent thereto
Mr. Frances Forter, Chairman of that Board, asked that this report be
confidential at this time as it has not been approved by the Provincial
Board He also stated that the Drumheller Hospital Board is trying to
hold a reaso able cost factor in operations, costs, wages, etc The
Provincial G vernment has not yet decided on the priority for hospital
construction

Mr Hugh Sommerville, Administrator, advised that the reno-

Mr Ralph Brown gave a brief outline of the recommendations
as contained in the rural route study and referred to the map pertaining
to this. He stated that it will be very costly to complete the program
and there is still no information regarding Government funds

seems that tie trend is to have graves dug with a backhoe by a commer-
cial operator and so costs are increasing.
PARKS
Mr G King advised that the M D of Kneehill now has a well
and a Camp Kitchen at the Tolman Park and further levelling work was
done Minor improvements were also made at the Keiver Lake Park. No
major work is planned for 1968 at this time. A proposal for development
at the Horseshoe Canyon area on No. 9 highway was deferred due to the
lack of a water supply and other causes Mrs. Myrtle Roberts advised

Areas are now operating the Three Hills and Trochu Districts
and some consideration is being given to the extension of this across
the South portion of the Municipal District with fire trucks to be
stationed at Linden, and Carbon. The committee is working on this now.
NUISANCE GROUNDS
S e improvements have been made, but much is yet to be done.
Mrs. Roberts referred to the need for some service in the Drumheller
area as the ratepayers have no access to the nuisance grounds of the
City of Drumheller Mr. Adam Buyer referred to problems at Carbon as they
need an expa ded area
M Norm McLaren, Three Hills, stated it cost the Town
$1850.00 for sanitary land fill in 1967 Problems have arisen regarding
the extensiv use by rural residents and asked Council to consider up-
grading the llotment Prairie Bible Institute pays one -third of the
total. Most ork is now being done by private equipment and this is more
expensive.
PREVENTIVE W�LFARE PROGRAM
Mr G. King reported briefly on the General Meeting which
had been he14 for the discussion of preventive welfare. Following that
the replies from the local towns and villages indicated little interest
in the matte so it had been dropped for the present.
FINANCES
Gilbert Berdahl referred to a meeting he had recently
attended at anff at which financing of various costs had been discussed.
It seTmed th t all favoured increased taxes but only for the other per
son. he pro erty tax for education seems outmoted and the money there-
fore must cone from other sources and, in his opinion, from those who
have it. He suggested income tax or sales tax as alternates. Mr. Ralph
Brown spoke 'n agreement with his general statements stating that
education is a service for people and does not relate to property in
any way.
PLANNING MATTERS
( . Ohlhauser of Carbon referred to the many problems that
they have had in dealing with the Calgary Regional Commission in re-
gard to subdivision and related problems and he asked if those
municipalities that are members of the planning commission are happy
with the situation Mr. Poole replied that it does give a better contiol
over development and some action along this line is certainly necessary.
Mr. Somerville of Trochu. stated they had no special problems in that
connection but they outlined clearly to the planning commission what
they wished. Mr Poole also advised that one of the problems connected
with the pl nning is the lack of trained and adequate staff
