Brown referred briefly to the Rural Road ROADSTUDY Study, people of the Linden area have questioned him about the classification of the E -W road through Linden and suggested to him that it whould have a higher ra CENTENNIAL ing than the Sunnslope to # 21 road Mr C Campbell and Mr G G. Ferguson and G King reported on negotiati0xs WATT with John Watt for a gravel stockpile site in a portion STOCKPILE of NE-36-30-22-4 east of the mine site and north of the SITE road diversion General proposals were outlined and Council was advised that Mr Watt requested $75.00 yr. compensation, area affected is app 3 Ac. of land that had been in alfalfa, location is about ideal for the purpose Consideration discussion followed re other ra es for various locations, etc Mr. Pool moved that Council agree to the rate of $75.00 yr and pprove of the agreement with Mr. John Watt Carried. Mr Ferguson moved that the Council meeting tempor- ADJOURN arily ad ourn while a meeting is held with other local governinf officials Carried The meeting then adjourned from 1 2C P M. to 4 30 P.M - a separate report is made of that meeting The Council meeting resumed at 4 30 P.M with all RESUME councillors present A circular from the Farmers' Union was referred to F U A in regard to Surface Rights of farmers in connection SURFACE with oil and gas wells, etc. Most councillors had a RIGHTS copy of that brief from the F U A at home, it will be gone into in detail in a public meeting at Trochu this coming Wednesday R RATZLAFF Mr Ray Ratzlaff, M L A., and Mr. Don Dau met D DAU with Council. She stated that there has been no actual pr gress in construction for a new hospital but considerable planning has been done and the proposal is now before the Provincial Government. The present proposal is to tear down the existing hospital starting with the 1954 wing and constructing a new hospital on that part The kitchen and laundry facilities would then also serve the Auxiliary Hospital and the Nursing Home which are adjacent thereto Mr. Frances Forter, Chairman of that Board, asked that this report be confidential at this time as it has not been approved by the Provincial Board He also stated that the Drumheller Hospital Board is trying to hold a reaso able cost factor in operations, costs, wages, etc The Provincial G vernment has not yet decided on the priority for hospital construction THREE HILLS HOSPITAL Mr Hugh Sommerville, Administrator, advised that the reno- vations are ilearly complete They have up- graded the facilities and now have a better pharmacy and lab, a new elevator, a heated ambulance CON31NED MEETING LOCAL GOVERNING BODIES JAN 15, 1968 Page 2 a separate office for the Nurses, more heating thermostats, low but he that this has etc The occupancy been due to construction) has been quite explained out patient services being extended, Auxiliary Hospital looking after some of the cases, etc. Total cost of renovations is approximately at50000.00l Province pay $150,000.00 and has $1207000 0 o that likely requisitionin1968,theamount not yet been letermined TROCHU HOSPITAL Sister Superior reported that their occupancy has been about 72%. RtUioivAL ROAD STUDY has been the towns Mr Ralph Brown gave a brief outline of the recommendations as contained in the rural route study and referred to the map pertaining to this. He stated that it will be very costly to complete the program and there is still no information regarding Government funds CEMETERIES T ere was general discussion regarding the keeping of the records and he upkeep of the cemeteries, digging of graves, etc It seems that tie trend is to have graves dug with a backhoe by a commer- cial operator and so costs are increasing. PARKS Mr G King advised that the M D of Kneehill now has a well and a Camp Kitchen at the Tolman Park and further levelling work was done Minor improvements were also made at the Keiver Lake Park. No major work is planned for 1968 at this time. The committee is working on this now. NUISANCE GROUNDS S e improvements have been made, but much is yet to be done. Mrs. Roberts referred to the need for some service in the Drumheller area as the ratepayers have no access to the nuisance grounds of the City of Drumheller Mr. Adam Buyer referred to problems at Carbon as they need an expa ded area M Norm McLaren, Three Hills, stated it cost the Town $1850.00 for sanitary land fill in 1967 Problems have arisen regarding the extensiv use by rural residents and asked Council to consider up- grading the llotment Prairie Bible Institute pays one -third of the total. Most ork is now being done by private equipment and this is more expensive. PREVENTIVE W�LFARE PROGRAM Mr G. King reported briefly on the General Meeting which had been he14 for the discussion of preventive welfare. Following that the replies from the local towns and villages indicated little interest in the matte so it had been dropped for the present. FINANCES Gilbert Berdahl referred to a meeting he had recently attended at anff at which financing of various costs had been discussed. It seTmed th t all favoured increased taxes but only for the other per son. he pro erty tax for education seems outmoted and the money there- fore must cone from other sources and, in his opinion, from those who have it. He suggested income tax or sales tax as alternates. Mr. Ralph Brown spoke 'n agreement with his general statements stating that education is a service for people and does not relate to property in any way. PLANNING MATTERS ( . Ohlhauser of Carbon referred to the many problems that they have had in dealing with the Calgary Regional Commission in re- gard to subdivision and related problems and he asked if those municipalities that are members of the planning commission are happy with the situation Mr. Poole replied that it does give a better contiol over development and some action along this line is certainly necessary. Mr. Somerville of Trochu. stated they had no special problems in that connection but they outlined clearly to the planning commission what they wished.
