Mr the minut MUNICIPAL DISTRICT OF KNEEHILL # 48 MINUTES OF MEETING OF COUNCIL JANUARY 3, 1968 Page 1 utory meeting of the Council of the M. D. # 48 was held at its office in Three Hills 3/68, commencing at 9 A M llors present were. hunch Div 1 oole 2 . Dau, representative of the Three Hills School Di 'sion, was present throughout the meeting R Mr T� A Ferguson subscribed to the Oath of Office OATH OF as Council or and this was ordered filed. OFFICE The See -Treas called the meeting to order and advised that the first requirement is the election of REEVE a Reeve for the year 1968 (M D Act Sec 36) Mr. Peters moved that Mr Ralph W Brown be elected as Reeve Carried unan Mr Brown then took charge of the meeting He accepted the position of Reeve and thanked his fellow councillors for the confidence shown in him He Llso asked that each feel free to bring matters to his attention in any case where they were not satisfied with procedure, etc. He also we corned Mr T. A Ferguson as a new member of Council Mr Brown then called for election of a Deputy - Reeve for 6 months (M D. Act Sec. 37) . Mr Church moved that Mr. Dune Peters be elected as Deputy-Reeve Carried u.nan The minutes of the meeting of Dec. 11th and 22nd /67 were then discussed - copy had been mailed to each member. Mr Poole mentioned that two items should be corrected, namely: a Dec 1L/67 P 5 - 2nd last line - re DAM - the word "key" shou d read "wrenchie. b Ch # 0512 - Dec 11/67 P 13 - initiils should be corrected rom IIH. J.11 to 'IF J F' Ohlhauser Mr Campbe 1 moved adoption of the minutes of Dec. 11th and 22nd /6 subject to the corrections as noted above. Carried. Mr S hmelke moved that the banking business continue as in 1967 with the Bank of Montreal, Trochu, and the Royal Bank and Provincial Treasury Branch in Three Halls, that signing authority for cheques, notes, etc , be granted to the Reeve or Deputy -Reeve together with the Sec -Treas or, in his absence, Pair H. J Hanson as Asst Sec. Treas , and that the Sec - Treas. or his Assistant iave authority to pick up cancelled cheques at the ban s, sign bank statements, etc Carried See page 2 1?1_A� DEPUTY - REEVE , MINUTES V BANKING G COUNCIL 1EETING JAN. 3/68 Page 2 The Ilec -Treas had, at Council9s request, obtained 1-1AGE wage sche ules from all Municipalities in the Central SCHEDULES Alta Ass (c , a summary of these had been prepared and a copy of the summary was given to each present at this meeting, total of 10 M D.fs and Counties including Kneehill. Figures were for 1967 except for M D of Rocky Vie which had supplied 1968 figures, and except for 1968 figures for Ag. Fieldman and his Asst, in County of Red Deer The Sec. -Treas gave brief addit- ional information and showed Council the detailed 4. reports as received. The Sec - Treas. was then asked to leave the meeting so that Council could discuss this business f salaries, etc , privately Council continued that disc ssion from app 10.30 A M to 3.1$ P M. except for the n on adjournment from 12 noon to 1 P M During thE time referred to above, t1ie following two motions w re recorded by the Reeve- 1 Mr C Poole moved that Ted Paquette's andAllen PAQUETTE % Koch? s wa Ipposed) es be adjusted upwards by $200.00 each to be KOCH WAGES in line w th the 196'7 increase granted to hourly men in lieu o the cook car, this increase to be effective Jan 1, 1 68 Carried. (Mr. D Peters asked to be shown as 2 Mr Peters moved that all monthly employees be OTHER increased $2$0 per yr, each as from Jan, 1/68, that WAGES no change be made in the hourly rates for the gravel crew (truck drivers and payloader operator), that wages of Cher hourly employees be increased 10¢ hr. all effec ive as from Jan. 1/68. Carried At 3:15 P M. all monthly employees affected by EMPLOYEES items 1 and 2 above were interviewed by Council. The list G. G. King, H J Hanson, Mrs. V Hart, Geo Park, Gordon Park, Lorne Boese, T Paquette, Allen Koch, Joe Dobler, A. R. Sommerville These employees were advised of Council9s decision re wages as recorded v above, discussion followed and some employees asked that further consi4eration be given due to various factors, the austerity program, effect on taxpayers, etc., were outlined by some Council members All employees named above left the meeting and Council p ivately discussed the matters referred to above The emplo ees were then invited back in and advised v that no c anges were authorized from the previous offer. Council w s thanker and the employees left Mr T Paquette, Joe Dobler, and t.11en Koch then FOREMEN met with Council and were present while the following 4 items were dealt with Grav 1 (or sand) is being put on slippery hills, SLIPPERY etc , by he gravel crew. It wa agreed that the three foremen meet with the Council on Mon. Jan 8th at 9 Y- M. to discuss machinery. SHOP V TITLE V MACHINERY Counc'1 was asked if Mr. 0. A. Mcixrthur, gravel checker, s ould be laid off work for the balance of the McARTHUR winter M Peters moved that Mr. McArthur be laid off due to lacc of work at this season. Carried Some liscussion took place re "Deer Crossing" signs; SIGNS Mr Church referred to one particular location in Div. 1 y. and others referred to many general locations It was agreed that no such signs be ordered at this time The $ S 00 bonus for truck drivers employed for TRUCKERS the year 1 67 and with no accident was referred to; BONUS those elib'ble are George Berry, Jack Cogbill, and George Rem el. A cheque for $2$ 00 is to be issued to each of th se named DOBLER Mr J e Dobler and Fallen Koch then left the meeting. v KOCH Mr T d Paquette asked if Council will consider T. Pi: �IUETTE hiring a s op foreman and he stated that he wished his name consi ered if this is done. Council agreed to V give this ome study at a later date. Mr T d Paquette then left the meeting v Mr G G King, as Sec - Treas., asked for Couneil?s decision r garding two matters which are to be discussed by the emp oyer- amployee committee - these were dealt with as fo lows. 1 iilta ealth Plan to replace group M S I - costs HEALTH PLAN and benefi s were outlined. Mr. Church moved that Council agree to p y one -half the premiums for the Alta Health V Plan with he first two options in place of the M S. I., if the emp oyees so wish. Carried 2. Hourly employees had asked for an increase in the GUARANTEED guaranteed wage of $3$0. mo Mr Poole moved that no WAGE change be nade in this regard. Carried Letter from the Public Service Pension Board advised that pension is payable on earnings up to $5100 instead of the previous $5000 limit Rate remains as before Mr Church moves, that this be filed Carried. v PXNSION Mr. 6 G King, as Welfare Officer, reported re WELFARE 1. Barrie & Co., of Three Hill , Alta., be appointed auditors for this Municipal istrict for the year 1968. Carried. AUDITORS Mr Campbell moved that a Tax Sale as required TAX under the provisions of the Tax Recovery Act be held SALE at the Municipal Office, Three Hills on Monday Mar. 1168 . commencing at 2 P M., and that the Sec. -Treas prepare the last f parcels to be sold, attend to the advertising, etc Car ied Mr. eters moved that this meeting do now adjourn ADJOURN until 9 A.M• on Monday January 8/68, Carried.
