in which ie stated that Municipal by -law No-565 will be
approved ery soon. Mr. G. King also read a copy of his
letter of Nov 21st to Rev. Hastie of the Alliance Church
at Wimbor e which reviewed the discussions at Edmonton
with Mr. amsay of the Department of Municipal Affairs &
Mr Ian M rris, Solicitor and a Member of the Local
Authorities Board. Mr. Morris had agreed with our procedure
and statei that he would follow it through to completion.

A letter of November 14th from Hon Gordon Taylor,
Minister of Highways, acknowledged receipt of our letter
of November 3rd in regard to unreturnable bottles,etc He
stated that the matter is being pursued and we will be
kept advised. Mr. Peters moved that this information be

Correspondence dated Nov 17th/67 from the Department
of Municipal Affairs was read advising that an Order of
the Minister of Municipal Affairs has authorized an ex-
tension of time for completion of our Annual Assessments

Mr. Loosmore stated that he would be willing to accept
appointment as poundkeeper again when his term as
Councillor expires.
Mr Peters moved that Mr Ralph Loosmore be appointed
as a poundkeeper of this Municipal District effective
January 4th, 196$ with the pound to be located in the NE-
1-31-24-4, and with required notices to be posted at the
pound and the Municipal District office in Three Hills

The Secreta °y- Treasurer read to Council a circular
in respect to the curling 117,011 for Councillors and other
Municipal officials in Central Alberta Association area
It is to be held at Three Hills on Saturday, Dec 9th It
was agreed that two rinks be made up from this District
to participate in that, and that the Mayor of Three Hills
be invited to the banquet and other arrangements be
finalized. Mr Peters moved that the committee
named by the Central Alberta Association complete the

ment to tie General Plan as it affects the Municipal Plan

Mr Ralph Brown gave a brief report on the treatment dust
of roads in the County of Strathcona for dust control, control
etc. Costs as given to him there had been quite low, and j

Mr.- Loosmore reported on the Lyster sand pit in the Lyster
NW-13-31-22-4 and stated that the old sandpit should be sandpit
filled ir or levelled in 1968 if it is not to be used
further. He agreed to check this matter with Mr. Lyster

The Agreement with Mrs Wm Postill and the Postill Postill-
Bros was read to Council by which the said parties are agreement
to be paid $50.00 annually commencing with the year 1967
for right of entry through certain of their lands to the
gravel stockpile location south of the Tolman bridge. Mr
moved that this Agreement be approved, and pay-
ments authorized Carried
The Sec. - Treas. advised Council that an Agreement G.E.
had been made to G E (Ted) Postill by which he was to be Postill
paced X50-- 0 for gravel stockpile location in Portion of - gravel
SW-13-33-22-4 Mr Campbell has xNAX since verbally re-
ported that--a second stockpile location was used in the

each location each year that the sarne are used for gravel
stockpiling purposes. Carried.
Mr Peters advised that he and Mr Poole had driven
in to the Garson gravel location recently when in the Garson
general area He questioned whether or not a better gravel
location could have been chosen for the road inlet A
fairly detailed reply was given to this by Mr. Loosmore
and G.King stating that the location chosen was one which
had met with the approval of the owners Mr Brown also
advised that the stripping at that location had been
stopped at the request of Linden Contractors as they J
thought there would be less frost penetration if the top
soil were not removed. Mr Peters advised that an area
approximately 150 yards x 300 yards is now stripped
Preliminary Agreement with Mr. George Boles was read
in respect to Portion of SW- 16- 32 -24 -4 to give the Municipal
District the right to cut the creek channel and to use G.Boles

Council The Articles of Agreement regarding road grant Dis.Eng.
were discussed with Mr Alton Mr Loosmore moved that
permission be asked of the Department of Highways to add
the following road grading and gravelling project WSW -5-
34 -22 -4 a d W/NW-- 32- 33 -22 -4 and to delete the project
S of Sec - 34 -23 -4 and S of 1- 34 -24 -4 Motion carried.
Mr lton noted that this request should be sent to V
the Depar ment of Highways in Edmonton with a copy of the
letter to him at Red Deer
Mr Alton also stated that he had located the old
construction profile for the Trochu east road and he, in
turn, would give this to Mr Keglowitsch, the Municipal
Engineer, also that between Mr Keglowitsch and himself,
they would determine how much work would have to be done
on the hills on this road in preparation for the paving
in 1968. He also noted that the west bridge of this road
was a 24' top and he had previously suggested that Council
ask the Bridge Branch to make an inspection of this bridge
and possibly the Department would widen it some The
easterly ridge has a 26' top at the present time
Mr. Alton and Council then held a discussion regard-
ing paving projects. Items discussed included the dust
laying program, cold mix and hot mix. Mr. Alton also re-
ferred to the Road Study Program AND outlined the fact
that they were not certain what the grant structure would
be for 1968.

A letter was read from Mr Coe on behalf of Crosland
Peacock, Drumheller, Ltd. Insurance adjusters, in respect Crosland
to a property damage claim of Mr Fred Art This stated Peacock
that, in brief, the Insuring Company would not accept any - Art
responsibility in regard to this claim. Discussion
followed Mr Peters moved that a reply be sent to the
Insurance Adjusters telling them that no deliberate act
was done by this Municipal District in regard to Mr. Fred
Art or his property and that Council believes the Insurance
Company should be held responsible if any damage claim is
actually proceeded with. Carried.
Mr Ted Paquette reported briefly with regard to Report
certain public works project. He stated that the job south T Paquette
of Goerlitz has not been done as they had hit a flowing v
well adjacent to the road and the dirt must be hauled in

Mr Dobler also advised that some work remains for
gravelling in the Sharples and Pope Lease area in Div 1
and in Divisions 2 and 3 on Linden east,etc Some other
work is still to be done in Divisions 2,3, and 4. He
estimated that they would be hauling for three more days
from the inden stockpile and then move to Megli's The
whole pro ram should be completed in approximately three
weeks
Mr W Davidson met with Council and discussed a
proposed Welding Business on Lots 1 and 2, Blk. 5, in the
Three Hills Subdivision known as Grantville
He stated that he had a possible opportunity to sell
his prope ty there and that the new owner would wish to
undertake the business.
The general reply is that no business is allowed
within a one mile radius of any town or village and this
is adjacent to Three Hills, but there are other businesses
adjacent t1hereto so this could be a factor. Mr Davidson
also pointed out that he had a business tax charged to him
a few years ago when he was in business there Mr
Davidson agreed this matter is not urgent but that he
would like a definite answer
Mr. Loosmore moved that this be tabled and referred
to the me ting of the Municipal Planning Commission on
December 20th if Mr Davidson submits a written plan before
that date and further that Mr Davidson be granted an
opportune y to meet with the Commission at 11 00 A M on
that date or at such other time as may be agreed upon

Mr Paquette agreed he would endeavor to do some Berreth
further work in the Berreth ditch near `Torrington with ditch

stated that the rocks left in the field would have to be
picked later, perhaps in the Spring.
Mr. Paquette advised that two of the Euclids are

Mr Loosmore outlined briefly some discussions that NURSING
had taken place by the Board of the Auxiliary Hospital HOMES
District in regard to the need for Ni.rsing Homes. That
Board had contacted the Councils of the M D of Kneehill,
County of Mountain View and the Towns and Villages of the
areas, ani about 7 out of 10 replies had been against
proceedinT with the construction of Nursing Homes financed
by the to al government. Mr Loosmore stated that it
appears tie Provincial Government is not going to build
these and therefore a major problem is developing He
further s ated that the location in this M.D. is debate-
able and he same situation is true in the County of
Mountain Tiew The Provincial Department wants them
separate from hospitals despite repeated requests to have
