Mr Don Dau, representative of the Three Hills School
Division, was present for a portion of this meeting
Correspondence and reports were read to Council in
regard to Insurance Claims with reference to the following
1 Some confusion through Jubilee Insurance as to which
Insurance Company was responsible this time for Municipal
liability insurance
2 Claim of Mr Don Pattison for car damage
3. Claim of Husky Oil for car damage due to hitting a
rock
4 Brief report regarding accident of John Esau with
Motor grad Er with Dave Regehr with his car with Mr &
Mrs Dick Esau as passengers The Sec -Treas advised
that it waE likely that responsibility would be denied
in respect to all insurance claims which have been re-
ceived Jubilee Insurance Co is to be advised of the
name of the Insuring Company
Mr Peters moved that this information be accepted
and filed Carried.
A lett. er from Ferguson and Ferguson was read asking
if this District will now release a Caveat filed against
the NE-24-11-23-4 The Sec - Treas. advised that this
Caveat was to protect the Municipal District's interest
for assist nce granted to the late John Robinson Sr The
amounts owing without any interest were given as -
Municipal District share - $1,416.21 and Government share
$13634 80 A letter of December 20, 1960 from the
Provincial Department of Public Welfare advised that it
was not the intention of their Department to attempt to
reclaim the, payments on behalf of Mr Robinson The
Sec -Treas advised that he had recently talked by
phone to this Department and they had advised that it
was optional as to whether or not the Government's share
be collected Mr Loosmore moved that Ferguson and
Ferguson be advised that the Municipal District has an
interest in the NE- 24- 31 -23 -4 for Welfare Assistance in
the amount of $1,416 21, and that, upon receipt of this
amount, th Caveat can then be released. Carried

Finance Officer's meeting to be held at the Palliser Finance
Hotel, Calgary tomorrow, Oct.31st. Mr. Loosmore moved Officers

amendmentIc to the report previously submitted to the p F A
Prairie Firm Assistance in regard to 1967 grain yields.
Mr Schme ke moved that no amendments be submitted. Carried.
It was noted that a P F.A. inspector is now making in-
vestigaticin in the hailed areas in Twp. 32 -22 and 32 -21 -4.
Brief information was given to Council in regard to
the Winter Works program which will be in effect from Winter works
Nov 1st tc March 31st It was noted that this is one
month less time than last year. It was agreed that this

Mr Fred Wilmots and Lyle Lindsay of Prestige
Builders and Armco Products met with Council in regard
to their quotation. Considerable discussion followed
and it was agreed that details would still have to be
worked out hrough a Committee. Details are on record.

Mr Ja k Longstaffe of Germain Construction then Germain
met with Co ncil and outlined terms,etc regarding the Constr
Butler Building. Details were discussed with him and
ordered kept on file. Mr Longstaffe thanked Council
and then left the meeting
Both Companies that met with Council stated that
they could start work very soon after being given a
Contract and that the material would be ready within
four to six weeks
Capital expenditures in 1967 were reviewed briefly
and it was noted that $170,000. had been provided for
and that $158,000 of this has been spent, leaving a
balance of about $12,000 The Shop Committee had seen
a number of buildings put up by Germain Construction
and had been impressed with the quality of the const-
ruction 7hey had seen some other buildings of Armco
but had not actually seen any erected by Prestige
Builders, Eo could give no definite information as to
the actual construction of this Company.

ferring the portion of Crescent Road to the Western
Canada District of the Christian & Missionary Alliance
Church One procedure would be to apply to a Judge of
the Supreme Court for an Order establishing a Title
and that this be then transferred The other procedure
would be for the Church concerned to apply to the Local
co Authorities Board with the request that that Board
deal with the matter and arrange for the Title The
Sec -Treas advised that he had talked with a Member
of that Board in Edmonton and the kxxxdxkxdx member had
stated that it could accept the advertising as done by
this District and proceed with the matter

to rural fir ES on condition that his bill be approved by
the Fire Chi f of either the Trochu or the Three Hills

The SEC -Treas read to Council some details of a Insignia
proposal in egard to a Competition for a Municipal
Insignia to e used on the municipal History book and
perhaps on other stationery,etc The recommendation for
this had corn from the Committee dealing with the history
book The proposal was to have one class for students
and one open class - total prizes to be $60.00.

A circular from the Department of agriculture asked TREE

vention of the A S M D Mr Schmelke moved that the
delegates to the above Conference be Mr Gordon Park,
Philip Rock and Jim Christie. Carried
Mr Philip Rock referred to the matter of disposable
containers which are a litter problem and there is no CONTAINERS
deposit on these containers and no money given for their
return. He further stated that the Hon. Gordon Taylor
Minister of Highways, has publicly announced that he would
favor making illegal the use of such containers Mr
• Rock moved that this meeting write to the Hon Gordon v
Taylor and support his stand in regard to these disposable
containers, and also suggest that a solution might be an
increase in the cost of bottled beverages with higher
pay for the return of the bottles Carried.
Mr Rock referred to the matter of road crossings =.0.' DS
by pipeline companies in his district and stated that they PIPELINES
had made a good job for this time of year, but he suggested
that Council require that all pipelines be bored for all
gravelled roads Brief discussion followed and it was v
then agreed that this be tabled until later
Mr. Rock also advised that placing of uncrushed gravel
had been a (problem This was also tabled.
Mr Poole moved that this meeting do now adjourn ADJOURN

with questions as to whether or not this District would 2080
participate,etc Minutes of the Annual Meeting of March BAITS
6/67, page , were read, dealing with this, in which that
meeting recommended that no 1080 baits be used Considerable
discussion followed in regard to this matter Mr Rock
moved that this meeting authorize the use of 1080 baits /
for coyote control where requested by ratepayers in this
1111unicipal District. Motion carried - 6 to 1 Mr Loos-

Circulars from the Farmer's Union and Co- Operative STUDY
Development Association, and from A.R.D.. were read in SESSIONS
regard to Study Groups on Rural Sociology and Rural
Economics Mr R tia Brown and Mr Jim Christie asked to
be enrolled for this winter program. Mr. Peters moved
that an article be put in the Three Hills Capital ad-
vertising matters pertaining to the Study Sessions

The Ag Fiel man4s Conference at Banff was attended by the Chairman
of the A S. B. or Councillor and the Ag Fieldman Lorne Boese and
G Park attended from this District. Total attendance was 132 men
and 32 wives
The ladies had a tour on Tuesday afternoon going up the Gondola
lift, eati g their lunch in the Tea House on top of Sulphur
Mountain, having a souvenier picture taken, then a tour of the
townsite with the tab for the afternoon paid by the May and Baker
Chemical C . On Wednesday they went on a sight seeing tour of
the area w ich they paid for themselves.

I feel this is one of the best conferences we have ever had.
The Calibre of information was very good and well received.
Mr. Cliff Doan spoke to the group on Municipal Government
and Agriculture He suggested that there should be a revision
to the A S B Agreement to make the grants 3n a per capita basis
to each A B
Mr. J R Gylander, Supervisor of Municipal Agricultural
Programs spoke on Advisory Committees as the ertain to Counties.
Mr W R Meeks, Supervisor of Rural Leadership Training
spoke on "Today's farmer"
Mr C.J. McAndrews, Director of Program Development Division
gave a verT good talk on ARDA (Getting a project into action)
A tai on "Water Resources Development Programs on the local
level" and an outline of some ARDA along this line was given.
Wednesday afternoon was spent on practical uses of newer
chemicals by members of the chemical trade and rated as excellent.
Banquet speaker was John W. Starchuk, manager of St Louis
Hotel in Calgary - an illustrated talk on his trip to Russia
