Carried. It was noted that the next regular meeting of Council would f ll on Thanksgiving Day so an alternate date should be arranged, and it was also noted that Council NEXT should meet with tre Agricultural Service Board in MEETING October DATE Mr 3unc Peters moved that regular meeting of Council be held on Thursday, October 12th commencing at 9 00 A M and that; Council meet with the Agricultural Service ✓ also Board OIL October 30th/67 commencing at 9 00 A.M Carried. JOINT MEETING Mr. hurch moved that the Council meet on Thursday, Nov 9th 67 instead of the regular date of the second NOV. Council was advised that Mr Albert Klassen had A.KLASSEN contact d the office, Reeve Brown and Mr Gordon Park, re in regard to a proposal to establish a Commercial Seed SEED Cleaning Plant at his farm in the SE- 25- 30 -26 -4 No CLEANING official. application had been received but he had asked PLANT for Council's opinions Considerable discussion followed in respect to the pros and cons of having the plant located in the country rather than in the Village of Linden near -by, and also the pro lems that might arise if he applied for a sub- divisior for separate title later. Both Mr. Dan Peters and Mr. Gordon Park agreed that a site in Linden would be pref rable. Considerable discussion followed in regard to Planning Commission, the advisability or otherwise of having a buffer 2one around the urban areas in which no business or subdivision would be allowed, and also further details in conn ction with the application of Mr & Mrs Penner for their business. Mr Ioosmore moved that Council name a Committee of Mr R W Brown, Gordon Park and Dan Peters to contact Mr. Alb rt Klassen to discuss with him the pros and cons of locating his proposed Seed Cleaning Plant in the Village of Linden Carried. Mr. Ioosmore moved that a buffer zone of one mile in each direction be set up from the outside boundary of each urban area in this Municipality within which no new business can be established Carried. Some discussion was held with Gordon Park regarding SPRAYING brush spraying on road allowances and Mr Park advised that it had been too dindy to do much spraying and there t was also the danger of damaging crops. Mr Dan Peters, D.A. stated that he has been arranging some Fall, late Fall, and Winter courses with the follow- ing tentative dates October 12th r Water Development October 23rd - Planning Program Meeting Nov 2 th - 24th - A leadership Course He al o stated that he has requested a leave for 6 months c r- mencing January lst, 1968 to further his studies in the m tter of leadership Mr Peters moved that the Province 1 Department of Agriculture be asked to supply a substitute D A if Mr Dan Peters is granted leave as per his request. Carried Mr. Den Peters also advised that he is considering a two day reeting at Linden if a place is available for same and other meeting are being planned. Mr. Den Peters and Mr Gordon Park then left the meeting Council adjourned for dinner from 12 00 noon to 1 00 p m Corre pondence was read to Council in regard to the Automobile Safety Conference to be held at the Chateau Lacombe, Edmonton on October 13th and 14th. Carried Council was given a brief report in regard to the Central one meeting of the A A M D which will be held in Three Hills on October 16th. It appears that somewhere between 10 and 75 will attend. Council t this time. Proce ure,etc in regard to grading work on the Pope Lea e road, was discussed, Mr Alton giving suggest- ions that they flatten the existing road., waste some of the top tlack soil from the cuts in the fields or where - ever pos ible, and then use borrow pits to place one to 124 of good clay on top Mr Alton stated some black soil would still be in the lower part of the grade but it was n t financially feasible to remove all of it. The quality should be 0 K for paving at a later time Council also agreed that the standard of grading on the mile south of 29- 29 -21 -4 should be improved to be suit- able for paving R Keglowitsch Pope Lease rd. Mr. Brown moved that Council agree to delete the two cancel miles of grading,etc. west of Linden from the 1967 program Linden W and that the funds from that project be transferred to do extra work on the Pope Lease if needed Carried The Trochu east road was then discussed and the Engineers advised that the road is very good except for poor sight distance especially in two locations, other minor work Trochu E. would be required. They stated that at Emil Zieglers, it would be difficult to come up full standard as the buildingE are close to the road so they would recommend a cut of approximately 34 only Mr Harvey Alton stated t at he would co- operate with Mr. Rainer Keglow- itsch, ir designing the profile,etc in connection with the Troc u east job Mr Rainer Keglowitsch was asked to get early tests on the gravel frorr, Tolmans, Elvins, and Knudsens and have rep its for next meeting of Council Mr H rvey Alton stated that he had inspected the 1967 1967 pro ect and it appeared very good but some of the paving test res its are not up to standard He stated that the - report test res lts might be somewhat misleading Council agreed that Rai er Keglowitsch have some extra tests regarding the pave g taken and details submitted. Mr Ian Peters and Mr. Rainer Keglowitsch met with Dan Peters Council on behalf of the Kneehill Flying Club They R.Keglowitsch stated that their Club is now Incorporated and it has - Flying Club been in contact with the Prairie Bible Institute in connection with the use of the airstrip in SW- 6- 32 -23 -4 adjacent to Three Hills. They stated they now have 20 members in their Club of which 12 are Municipal rate- payers Their proposal is to widen the strip 254 on each side and to extend it another 2004 to the north They asked about the use of a Municipal Motor Grader to level the area and to do other minor work. they also stated they might be investigating Federal ass- istance for an airstrip at another location at a later Mr Dunc Peters moved that Council grant use of a Municipal Motor Grader with operator at 1/2 price for limited work at the said airstrip. Carried. Mr Dan Peters and Mr Keglowitsch thanked Council and then left the meeting. Carried. A letter from Sun Life Assurance Co was read in re- Sun Life re spect tc coverage for Councillors under the Group Life Councillors Insurance Policy The coverage is X3,000. up to age 65 then $1500 from age 65 to 70 and then no coverage The ratE for each person covered is $1 65 per month Mr. Bro n moved that this be accepted and 6ouncillors covered under this policy Carried. A letter from Mr. Louis Mattern was read in regard to his pre ent snowplowing bill of $3 75 He stated that L.Mattern he had rot requested the work and therefore should not ✓ have be En charged. Previous correspondence in regard to this wa also reviewed Mr Peters moved that this account be cancelled Carried 5 - 2. Mr. alph Brown advised that he had not yet bezn in J.L contact with Mr John L Baerg regarding the snowplowing 4-- Baerg account so thiU was tabled until a later meeting snpl Mr. G. King read his report of the road committee's investigation regarding - -an inlet road for Don MacDonald to his buildings in NE- 1- 31 -26 -4. The Committee had met with Mr. MacDonald and also with Claude Wiebe and had drairn tentative -- details for an agreement for an inlet road th ough the SE- 1- 31 -26 -4. The Committee recommended that the Municipal District grant free of charge one day's work wi h the Motor Grader in lieu of regrading and gravelling W- 12- 31 -26 -4. Other costs will be borne by the peo le concerned. The legal agreement is to be drawn up late . Mr. Poole moved that this report be accepted and the recommendations adopted. Carried. The road Committee also reported briefly on items in- spected on Sept 13th, namely 1. A lingham- Torrington paving job appeared very good. 2 Drainage at Vickery slough - minor work is needed 3 Gavel crushing is being done at the Walter Tetz pit at that time LA 4 Gelinas gravel pit in S c.35- 33 -25 -4 - Committee recomme ded some work be done at the pit to eliminate the hazards for cattle, etc Report re Don MacDonald Report of Rd Comm Gelinas Mr. oosmore moved that Councillor Schmelke be authorized pit to hire equipment to do the required work at the Gelinas pit as leferred to above. Campbell advised that they had Wm.Postil.l contacted Wm Postill--in-- -regard to an agreement for inlet through section 14- 33 -22 -4 to take gravel from the river south of the Tolman bridge. Ralph Loosmore and Mr A H Church investigate further regarding the nominations for the Canadian Centennial Medal and that they have authority to act on behalf of the Council after receiving more information Carried Rural Fire Protection was then discussed further and Rural Fire the Secretary-Treasurer advised that he has written to the Prot Village of Acme for its opinions but has not had an official reply to date The proposed agreement for the Churchill area is now being advertised in the Three Mills Capital Mr Brown stated that the Carbon Village is interested in a deal somewhat similar to that with Three Hil- s and Trochu and he further suggested that Council consider setting up a big area to have a uniform rate and to encompass all of the Municipality later except perhaps the Torrin ton- Wi.mborne area.
