Mr. Donald Dau moved approval of the minutes of the
meet - ng of June 22/67 as per copy mailed to each member.
Carried
Mr G. G. King, as Secretary, advised the Comm. that
buil ing permits had been approved and issued as per list
unde item # 1 of the attached Agenda Each of these was
revs wed very briefly. Mr. Anderson moved that this meeting
rati y the granting of the building permits as per the said
list under Item # 1 Carried
The following applications for building permits were
referred to the Comm and dealt with as follows
1. dwin T. Gibbs - garage on Lot 33 Blk, 7 Swalwell, noted
that lot is owned by his brother, that he intended to build
of used lumber & completion date was unnertain,
Mr 3chmelke moved that a letter be written to the owner
of tie lot for his opinions and asking for a completion
date Carried
2 Alta Gas Trunk Line - metr =r -tat.--ion in SW.- 16- 29 -22 -4,
detailed plans submitted, possible problem regarding
approach on to the Municipal road Mr, Baerg moved that
this be approved, subject to Vie Municipal road comm.
approving of the road. approach- Carried,
3. Alta. Gas Trunk Lire Cc - meter station in 5E- 32- 31 -23 -4,
detailed plans submitted Mr, Dau moved that this be approved.
Carried.
Items noted for later discussion included
1. consider a policy of asking the Drumheller Health ;
Unit for approval of locationlo of barns, etc.
2 consider an inspection fee for buildings to be moved
into the area (mileage and /or time)
3. definition needed of common terms such as residential
use, intensive agricultural use, etc.
1.1 specified time limits should be given for starting
construction and for completion of same
Application of Curtis Baerg to subdivide NE- 5-- 30 -25 -4
to create a new parcel of 10,95 acres was reviewer, Mr
G. G King read his brief reports of discussions with
Mr. C Baerg and Mr H Wohlegmuth re above, Mr. Baerg
agreed he could reduce the acreage but the purchaser
pref rred the full area.: Mr Anderson moved that this
be t bled until later in this meeting Carried
Minutes of Subdiv Comm. meeting of June 29th and
Comm Meeting of July 7th of C, R. P, C were referred to
brie ly and then ordered filed

It was noted that the C. R P C had approved of
subdiv for a 16 acre parcel in SW- 33- 31 -23 -4 from
-loil Can. Ltd. without the industrial caveat recommended
)ur Comm. Mr Smith explainedthe reasons - considered
necessary as the use is quite definite, no desire to
;ter up a title, zoning will remove any need for
pats, etc.
The meeting adjourned for dinner from 12 noon to 1 P.M.
COMBINED MEETING WITH COUNCIL
All members of the Council met with the Commission
dur ng the afternoon - still under the chairmanship of
Mr. C Poole - for a full discussion of subdivision and
building regulations, etc , for this Municipal District.
A Development Control Resolution of the M D of
Rocky View was read for information and Mr. Smith added
detilils concerning it. They are aiming at minimum 40
acre subdivisions now but are also considering 5 Acre
subdivisions in selected areas. Mr Smith also advised
that the C. R. P. C. has made a study of country residential
development and the report will be released soon
Lengthy discussion followed in regard to subdivision
regL.lations, building and business controls, etc for this
District Many and varied opinions were expressed but few
definite decisions made; the following is intended to
outline only the highlights of the discussion
1. In many ways desirable to let people have full freedom
to tuy and sell any acreages for any purpose and thus avoid
criticism for taking away certain rights BUT
a. this would not give orderly development
b. extra services would be required and the costs for the
mair part would be added to general taxes
C a new development might lower the value of adjacent
property Or might even increase same
d special controls may be needed for buffer areas around
existing occupied dwellings
e. perhaps the urban centres need protection from small
acreages, etc , immediately adjacent thereto.
Subdivision cases dealt with at the Comm meeting of
Junel 22nd/67 were mentioned to give examples of what is
occuIrring in this area and the effects of lack of guiding
regt4ations
Allowing only one subdivision per quarter would have
some advantages - e.g. no demand for water and sewer or
gnrb ge collection, less interference with neighbors, etc
BUT iisadvantages include more mileage of roads to service,
Brea er bus mileage, etc Special consideration might be
give for selling existing farmsteads with or without the
shel erbelts.
Members at the meeting seemed agreed that the demand
for country subdivisions would be greatly reduced IF all
buildings were assessed and taxed .- but this requires a
change in Provincial legislation and no one can forecast
if ot when that will come.
!The advantage of encouragoing new development only
adja ent to good roads was also stressed.

Mr. A R. Smith was asked to draft a suitable resolution
to c ntain the following details which were tentatively
appr ved by the meeting by a show of hands but no motion
1, ountry residential use would be limited to a residence
and accessory buildings and cultivation of the land and
the keeping of not more than 1 livestock per acre and not
more than 20 poultry per acre, these to be for the personal
use nd enjoyment persons in
residence on
site
2, ountry reside
and a maximum of 5 acres
3. ntensive agricultural sites shall have a minimum of
20 a res�
4, he length of any parcel should not-be greater than
thre times the width good existing
5 ny subdivision should have access to a g
ravelled road or road of higher standard
9, Service roads should be required to limit the number
of approaches to a public road in areas of intensive
development.
Mr. Brown then that general
subdivision regulation
now tabled until a later meeting. Carried.
The subdivision application of CurJf5 Baerg for a
residential parcel of 10.95 acres in NE- 5- 30 -25 -4 was now
again brought before the meeting and discussed
Mr. Peters moved that this meeting recommend that the
par el size be reduced to a maximum of 5 acres. Carried
A letter from Mrs, Allan Olmstead asked for approval
for a small business to be conducted from a residence in
SW- 5- 31 -22 -4, the business to be selling cigarettes and
mat hes and perhaps a mail order business Mr Dau

It was realized that a number of buildings are being
erected without the required permit in this District but
ma y people realize the ultimate advantage of control over
building locations, styles, etc. It is expected that others

Mr. Peters moved that no change be made in the present
procedure of Council for granting permission for pipeline
crossings of road allowances A comm of Council first
makes inspection withthe Company concerned, p lans
adjusted where deemed advisable, and Council then grants
thb permits
An application of Mr Peter Baerg to create a 5 acre
re idential subdivision in Pt NW- 29- 30 -25 -4 was referred
to the meeting by Mr.; Smith. Mr Baerg gave some information
concerning this but took no part in the voting due to his
personal interest. Mr. Brown moved that this meeting
approve of the proposed subdivision as noted above. Carried

Mr. A. R. Smith referred to the meeting a proposal
of John MacKenzie to divide the 5E- 22- 31 -23 -4 into the
EJ and WJ of said quarter, with the new parcels to be
sold to Cullurps, It was noted that the W'J of 5E -22
wo 1d not front on any original road allowance but is
served by a dirt mad-which is surveyed along the south
side of Section 22-31 -23 -4. Mr, Peters moved that decision
on this be tabled until Monday Aug. 14th, with Mr. Ralph
Loo more to investigate and report to that meeting.
Carried.
Mr. Brown moved that this combined meeting do now adjourn.
