D of Kneehill #48 A regular meeting of the Agricultural Service Board was held in the Municip 1 Office, Three Hills Gn the morning of August 8th, 1967 commencing it 9 30 A.M Those Mr Dimcan present were: Peters Council Member (Chairman) Mr. C W Poole Council Member Mr. P J.G Rock Ratepayer Member Mr J P. Christie Ratepayer Member Mr D n I Peters District Agriculturist Mr G L. Park Agricultural Fieldman Mr H. J. Hanson Secretary to the Board Mr Rock moved approval of the minutes of the joint meeting of Council and Service Board of June 13th, 1967 as per copy mailed to each Board Member Carried The natter of custom spraying was discussed at some length and it was pointe out that the Municipal crew were unable to handle all the requests for spraying. Mr Dan Peters stated that in one of the other Municipal listricts he had worked in had formed spraying associations and equipment was purchased and used by the farmers of a given area. The Department of Agriculture gave some assistance to purchase the equipment and the Municipal District did the organization work but It was not toosatisfactory as no one was responsible for the up keep of the equipm nt thus it became run down After furthur discussion it was felt t at if the matter of custom spraying became heavy in the future som thing along the above should be considered Mr. ark then gave the following report of his work Attended the Agricultural Fieldmans Executive meeting June 16th, 1967 in ft .Icanton regarding plans for fall conference to be held in Patiff Ootb ar 24, 25 and 26th Matjy itiquir }es from farmers: for Chemical Weed Control - more farin6fs ar asking for information than in past, 06ns ddri5ble spraying Pop insoots on farm shelterbelt trees was done this ear: Approximately 50 farms Mr ock and Mr Park made a trip up to Battle River Coal Co to take a ook at some reclamation efforts and improved methods of stripping oal in the area Have apsisted the Extension Engineer, Gerry Law in doing a couple of drainage surveys to gain experience in this work Paul Strohschein and Hoppi s Brothers Service Board float has been entered in Torrington, Trochu and Three Hills parades. Mr. Poole moved that the Service Board recommend that Council consider payment of this grant on behalf of the Three Hills. and District Seed Cleaning Plant Ltd Motion Carried. A letter from the Agricultural Engineering Branch of the Departme t of Agriculture stated that Mr. R.S. Forrest, Regional Extensior Engineer, Red Deer has been studying the operation of existing seed cleaning plants and is presently working on a new horizont 1 all metal typle of seed cleaning plant and that all inquirie should now be directed direct to Mr. Forrest This letter was for information only and was ordered filed, Correspondence from the G.P.R. and C.N.R regarding the resolution on weed control along railways which was passed at the Regional. Agricultural Service Board Conference at Stmthmo a was read to the Board. Th agenda for the proposed tour on Thursday August 10th was out]. ned to the Board members by Mr. Park and Mr. Dan Peters Th matter of fertilizer test plots was discussed and it was the feel ng of the Board that these should be set out in another year as the i formation gained would be very valuable It was felt that the soil tests and recommendations made were not adequate These test plo s should be done in 2 mile strips at various locations in the District, well planned in co- operation with the farmers and followed right th u with the results being made available for future reference. The above matter was tabled for study with plans to be drawn up at a later meeting of the Board Mr Park reported that both motors used on the small sprayer were not working and his opinion they were worn out and should be replaced. Pffx Duncan Peters moved that the Board recommend that Council authorize the purchase of a new motor for the small sprayer Motion Carried. Mr Rock moved that the Board recommend that the Council write direct to the Premier of Alberta asking if money could be made available for the Alberta Farm Purchase Board by order in Council Motion Carried Mr Rock moved that the Board recommend that Council write the Department of Lands & Forests and the Department of Agriculture, requesting that action be taken to establish Community Pastures for sheep in the west and north areas of the Province. Campbell Div.7 Mr G King,Secretary- Treasurer, was present and recorded the minutes of the meeting The Three Hills School Division was not represented at this meeting Mr. Poole moved approval of the minutes of the Approval meeting of July 11th, 25th, 1967 as per copy mailed to Hof minutes each Councillor Carried The Financial Statement for the month ending July 31 Fin St 1967 was Dresented and discussed as per copy with these minutes This showed a net balance at the end of the month Of $44,005.16 and with loans owing at the end of JULY of $109,700.)0 Mr Schmelke moved the adoption of the above Financial Statement Carried Council was advi ed that the Fall Convention of the Fall A A M D will be at the- Chateau Lacombe in Edmonton Nov Convention 14th to 17th. The Sec -Treas was asked to make reservations at the sa d Chateau for that Convention. The Councillors were advised that the meeting of the Central Central A Berta Association of M D Is will be held in Three A.A.M.D. Hills on onday, October 16th. Matus Council was advised that the main reason for the resignation was that Mr Matus wished to return to work for Long's Auto Sales in Three Hills. Mr. Brown and Mr Schmelke reported that they had Public talked tc Allen Koch and Ted Paquette at the fob sites relations recently but they did not have a good upp�,.bunity to talk with privatel3 with Allen Koch regarding public relations with v employees the empl yees. This was tabled until later in the meeting. A letter was read from the Mountain View - Kneehill Nursing Auxiliar Hospital District regarding the financing of a Homes new Nursing Home. This stated that the patient is generally charged 2.50 per day and the Government grant is approx- imately -4. 50 per day so that this looks after operating costs an might repay debenture costs One advantage of v` the Auxi iary Hospital District building a Nursing Home would be lower interest rates through Alberta Municipal Finance orporation of about 6 -52;` Mr Campbell moved that thi information be accepted and filed. Carried The Sec -Treas advised the Council he had received water - reports of a shortage of water down the Three Hills Creek 3 Hills so he had written to the Water Resources Division on July creek 29th to request an inspection of the water injection of the oil wells with the aim of having the water injection stopped while the water supply is low A reply of Aug.8th from the Water Resources Division was read stating that they had reduced the quantity being used for water in- jection to 150 barrells per day, and that they would continue to observe the situation and cut it off entirely if deemed necessary. They also asked for local reports. Gas Linden Co- p area, all as per details which had been in- ✓ TrunkLines spected by Municipal committees and as per maps sub- & mitted Carried Consumer The Secretary-Treasurer advised Council that Development Consumer Development Co. had asked permission to install Co. plastic pipe under the road allowances at a depth of about $e without using casing on District Highways, could not absolutely guarantee that this would more satisfactory process than the shallower depth with the casing, a d therefore consent had not been granted Mr. Brown moved that this report be filed Carried Minutes as received from Mr Terence Toews of the Rural Fir Protection meeting at Linden were read to Council A committee of Mr Loosmore, Brown and King added some further information in regard to that meeting and stated that no further details had been received -following the meeting. Mr Brown also advised that a meeting i to be held at Acme this coming Wednesday evening in regard to Rural Fire Protection Mr. Poole moved that this be t bled for now Carried Mr Joe Dobler, gravel foreman, and Mr Ted Paquette, Public Wo -ks Superintendent, then met with Council It was repor ed that the paving ,job from Torrington to Allingham is completed except for minor trimming along the shoulder f the ditch and for a fog coat of oil Mr Peters moved that the Council make available a used grav 1 truck at depreciated cost if any rural area wishes sa:e for Rural Fire Protection Carried Complaint of Mr George Northcott regarding a bill to him for $10 56 for 4 yds. of gravel was read to the meeting Mr Dobler advised that Mr George Northcott had used his own farm hand to take gravel from the road approach for his yersonal driveway, and as the result, one extra load had to be put at the approach He therefore felt justified in charging for the 4 cu.yds Mr Peters moved that Council direct that an explanation be sent to Mr George N rthcott and that he be asked to pay the account of $10 53.
