The 'Council meeting that had adjourned from June 5:;h
1967 was reconvened at the 14--nicipal office, Three H,_lls,
at 9 OC A.M. on Tuesday, June :i3th /67
All Councillors were again in attendance except that
Mr Lo smore did not arrive until 9 25 A.M as noted
later
Mr. Donald Dau, representative of the Three Hills
School Division also arrived at the Meeting at approx
9 25 A M and remained until noon.
Mr. G. G. King, secretary - treasurer, was present

A letter from Mr. Benjamin Toews complained B.Toews
about a fridge left by the maintainer near the ridge
place where he lives, approximately one -half mile
north of the Linden Home. Mr. Poole moved that Mr.
Ralph Brown investigate regarding this. Carried.
A co bined meeting of the Council and the Agricultural
Service Board was held from 10 00 A M until 12 00 ✓ Combined

The regular Council meeting reconvened at 1 00 P M
Mr. Cliff Poole reported that British American Oil
Co. had installed a culvert on the road allowance
W /SW -33 29 -24 -4 about 3 years ago The length is 321.
B.A. does not need to use that road now and were planning
to remove the culvert. However, the road has been
slightlT improved and it is used as a farm road, so he
recomme ds that Council consider some settlement with
B A wh reby the culvert will be left in. Mr. Church
moved t at Mr. Poole have authority to negotiate terms
with B. . to leave the said culvert in place Carried
Mr. 3chmelke again brought up the matter of the
proposei new church at Wimborne and asked if Council
would c nsider granting 261 from the street to the
north s'de of the church and transfer same to the church
propert . This was discussed briefly. Mr. Peters
moved t at this be referred to the Municipal Planning
Commission. Carried
Note-.e from the Provincial Planning Board advised
that a iearing in regard to the appeal of this District
in rega d to its proposed shop site west of the C N R
in Thre Hills would be heard t our office this
coming ursday at 1 30 p.m. Re Sec. - Treas. advised
Council that Mr. A.R. Smith, Director of the Calgary
Regiona Planning Commission had just phoned recently
to adv'se that the Commission now has no objection
to the roposed shop site on condition that the Town
of Thre Hills be allowed to put in the wider street
as per is Plan which is now being processed. Mr.
Smith h d also asked that the Hearing be cancelled as
he felt there was now no need for same
Mr. oole moved that Council agree that the Town of
Three Hills may reserve the required area for the
wider s reet proposed on the west side of the C.N.R.
and tha the Municipal plan be amended accordingly.

Mr. rown moved that Council proceed with the
Provinc al Planning Board Hearing this coming Thursday

Mr chmelke moved that Mr Peters and G G King Planning
attend the Hearing of the Provincial Planning Board ✓ Board
at our cffice this coming Thursday to represent the Hearing
Municip 1 District. Carried
Mr ed Paquette, Public Works foreman, then met T.Paquette
with Council.
Mr. fat Morgan, Agent of Ferguson Supply, met with Ferguson
Council for a general discussion of matters pertaining Supply
to their equipment He mentioned that their Company
had a complaint regarding the steering of the Champion
Motor Grader in Div.l, but the service man found no
complaint when he had come out to check same. It seemed
there should be better local contact between the
operator and the mechanic or foreman. Mr Church
agreed to see Karl Gundlach regarding this. Mr
Loosmore reported that the Michelon tires had been
checked by the Company recently and the pressure had
been reduced to 30 lbs and could be reduced down to
27 lbs. to help eliminate the bounce 4f, had been
complained of

Mr eters moved that Ferguson Supply be authorized CW10
to list for sale the Municipal CW10 scraper at $3500. ✓ Scraper
cash to this Municipal District Carried.
Mr Pat Morgan thanked Council and then left the ✓
meeting
Mr Mike Blanchfield, of Westeel Rosco met briefly Westeel
with Co ncil, and stated that he is now serving this Rosco
area in place of Reg Ellis who has been transferred to
the southern area He further advised that they
will be making spiral culverts later in the year
and literature concerning this will follow. These
culverts may be somewhat cheaper He also asked that
Council consider an early order for snowfence and V
gave a price of approximately $21 00 per 1001 This
was tabled Mr Blanchfield then left the meeting
Mr Peters and G King reported on their negotiations Folkman
with Mrs John Folkman and Mr. Folkman in respect to dug out
a dug cut in the 5E- 23- 32 -26 -4 The Agreement was agreement
read w ich in brief, stated that the dug out would be
made b the Municipality- 7¢ per cu yd. would be
contri uted by P F R.A. q,nd the balance of the cost
shared equally between Folkmans and the Municipal
District on condition that the total price to Folkmans
would rot exceed $150.00 Mr Loosmore moved that
Council approve of this Agreement Carried.

A letter of June 8th/67 from Alberta Government
Telepho es was read in regard to the proposed charge
to this District for replacing and lowering 22 miles
of telephone cable in the Torrington exchange area,
at a pr ce of $250.00 per mile Mr Paquette stated
that only minor move,, had been made and some of the
work had been due to poor installation of their cable
at the original time Mr Poole moved that this be
checked for further details Carried
A copy of a letter from the District Engineer,
Red Dee to the Bridge Branch, Edmonton, was read in
regard to the Steve alaki culvert for WfSW- 8- 29 -24 -4.
The profile along the road allowance was also shown to
Council The District Engineer recommended that the
road be straightened when the new government culvert
is inst .fled. Mr. Schmelke moved that this information

A further phone call was received fron, Mr. A R
Smith, Director of the Calgary Regional Planning
Commission, in regard to the Planning Board Hearing
at our office this coming Thursday. Mr. Ralph
Brown discussed this matter with Mr. Smith by phone
and then reported back to Council Mr. Peters moved
that no change be made in the plans for the Hearing
by the Provincial Planning Board at our office on
Thursday. Carried 5 - 2
Applications for work were read as submitted by
Bruce Eommerville, David Pierson and Clifford Ing V,
Mr. Peters moved that these be filed as we have no
vacancies at present. Carried
At 3 20 p m , Mr Comstock and Mr. Van Deurs
of Sta ley & Associates met with Council regarding
the Road Study. They gave each Councillor a report
of their study in regard to Collector roads and out-
lined this in some detail and discussed same with
Council. Reference was also made to the previous
report of the other main roads of the District.
Consid rable discussion followed.
At 4 20 p m , the said representatives thanked
Councii and left the meeting
Mr R 0 Keglowitsch, P. Eng. met with Council
and re orted regarding the gravelling for the paving
and thE test results of compaction,etc. He stated
that the average results of the compaction were very
good, tut a few minor weak spots had been noted. Mr.
Keglowitsch was asked to arrange, in so far as possible,
to havE any oil for the paving job delivered and spread
by noor of any day so that it would be levelled and
compacted prior to quitting time
Mr. Paquette advised that they are having a problem
regarding work in the drainage channel in the Berreth
land ac it is too wet. They are only able to take some
of the top portion of the dirt to the lake This
will b checked further from time to time.

meetin at approximately 4 40 P M
Mr IT C Paquette, also left the meeting at this time.
Proposed plan of subdivision as per details from
Mobil Oil of Canada, Ltd. were referred to Council.
This w uld provide a 16 acre site in the SW- corner of
the SW-33-31-23-4 for a gas plant This was discussed
briefly. Mr. Loosmore moved that this be referred to
the Mu icipal Planning Commission with the advice that
the Council has no objections to the proposed sub-
division and gas plant Carried

Municip 1 District of Rockyview was read for the inf-
ormatio of the Council This resolution suggested
definit changes in the policy of the Calgary Regional
Plannin Commission in regard to subdivision develop-
ment his was discussed briefly and it was then agreed
that it be referred to the Municipal Planning Commission

to the supply of weed chemical and discussed the amount of

Standard Supply, Dow Chemical and the Alberta Association of
Municipal Districts.

A letter from the M.D. of Starland advised that it had some
Dieldrin for sale at $2.50 per gallon Mr Dan Peters stated
that he has since heard that Starland had sold all of its
supply
Mr Gordon Park then asked what should be done with the
Dieldrin and Diamethoate which this District still has on hand.
There is no forecast for grasshoppers here in 1967 and storage
is somewhat of a problem Mr. Dunc Peters moved that Council
authorize the sale of the Dieldrin and Diamethoate at 1/2 price.
