HomeMy WebLinkAbout1967-05-02 Council Minutes.1_ Es C SPECIAL COUNCIL MEETING May 2, 1967 A spedial meeting of Council of the M.D No 48 was held at the Municipal office,Three Tuesday, May 2nd/67, commencing at 2 30 p m Councillors present were Mr A H Church Mr C W Poole Mr R W Brown Mr D nc Peters Mr 1ph Loosmore Mr S C Schmelke Mr C.0 Campbell Div. 1 Div 2 Div 3 (Reeve) Div 4 Div 5 Div 6 Div 7 z of Kneehill Hills, on Pair G G. King, Sec -Treas was present and recorded the minute Mr Peters moved that Council waive notice of this meeting and proceed to deal with any business which may be brought before it Carried unan The main purpose for this meeting was for a full discussior of business pertaining to straightening the north-south road between Torrington and Allingham west of 23-32-26-4 (Siewert Lake) and for dealing with the drainage channel to the northwest The vfhole Council and Sec -Treas had met at the site of the ab ve on April 25th together with FORM P SPECIAL MUNICIP SUPPLIES LTD Mr eg Adams, P F.R A Engineer Mr 11 0 Keglowitsch, P Eng Mr ed Paquette, Public Works Superintendent Mr Dan Berreth and Mr Vern Kientz, land owners and it hai then been agreed that it was practical to drain most of Uie water from the lake by means of a channel to the no thwest according to a Plan drawn by P F R A but the d tailed arrangements now needed to be discuss -d Mr peg Adams of P F R A met with Council to give informati n regarding the proposed channel in NE -22- 32-26-4 Two to one side slopes and 109 bed - 16,000 Cu yds appr ximately, three to one slopes 109 bed - 21,000 cu yds Mr R 0 Keglowitsch then also met with Council Building the road through the lake with 7' fill and 109 berms would require approximatley 32,000 yards If dirt was hauled from the channel between distances of 4009 and 10009 with two to one slopes, this would provide 3100 cu yds , if three to one slopes, 4030 cu yds Mr Dan Berreth and Verne Kientz then also met with Council end various proposals were discussed with them Grants available to them through P F R A were also dis- cussed. They also discussed the size of the culvert re- quired in the lake and agreed that control of the water flow should be used to prevent erosion The cutting of the channel in the actual lake was also discussed and Mr Adams explained that this can sometimes be done with powder. Mr Berreth and Mr Kientz then left the meeting for a short time and Council further discussed the above prAvately. Motio#i carried Mr. B rreth and Mr Kientz agan met with Council and agreed to the above motion in general. Mr Peters moved that the culvert placed under the new road il the lake west of 23- 32 -26 -4 be of 30" diameter a d at a location and depth recommended by P F R A �arried. It wa agreed that the borrow pits referred to above be staked t the site by a committee and that each should not exceed one acre Mr Reg Adams briefly explained a water control structure which it recommends to the east side of the grade Mr Poole moved that Council allow the water control structure on the east side of the grade on condition that the water depth adjacent to the road and due to the flood control would not exceed one foot above the present field level Carried. It was also agreed that any farm crossing over the water drai age channel in NE- 22- 32 -26 -4 or otherwise would be a the owner's expense 1 It was also agreed that a committee of Mr. Dunc Peters, G G King, Ted Paquette and R 0 Keglowitsch meet with the said land owners at the site at 10.00 A.M on Wednesday May 3td to definitely discuss locations of borrow pits Mr and Mr I -P SPECIAL SUPPLIES LTD rreth, Mr Kientz, Mr. Adams, Mr Keglowitsch uette then left the meeting See Page 3 t SPECIAL COUNCIL MEETING A May 2/67 Page 3 An invitation to Council was read inviting them to attend the Official Opening of the addition to the office of the M D of Rockyview in Calgary on Friday, May 5th at 2 00 P M This addition is to be mainly used by th School Division. It wa agreed that any Councillors who are free to attend sho d do so An ap lication of Mr Jack Congo to subdivide Lot 3 Blk. 3, Plan 4617 F N in Three Hills Subdvn (Grantville) was referred to Council The oposal is to divide the said Lot into the E2 and the W2 - each would have 661 frontage and contain one -half a re approximately Mr L osmore moved that Council approve of this proposed s bdivision Carried Mr 4hmelke moved that this Council do now adjourn Carried FORM IrP SPECIAL MUNICIPA SUPPLIES LTD Time Of adjournment 5 30 P M eeve plu b s Sec -Tr as. n J1
