King, Secretary- Treasurer, was present and recorded the minutes. Mr hurch moved approval of the minutes of the approval of Council meeting of April 10th, 17th and 21st/67 and of minutes the Speci 1 meeting of May 2nd /67 as per copy given to each Coun illor. Carried. The 4onthly Financial Statement for the month ending Fin St April 30t.,1/67 was presented and discussed as per copy with thesa minutes This showed a net balance at the end of the mo th of $25,561 32 with Investments in term savings of $75,00 and with no loans Mr Schmelke moved approval of the Monthly Financial Statement Carried. Council was advised that a portion of 1967 Municipal Muni Assist Assistanca grant has been received in May The amount payment received s $148$600 00 and this represents approximately 75% of th total for the year This was ordered filed. E* COUNCIL MEETING May 8th/67 Page 2 Couiicil next dealt with applications for Farm Purchases under the provisions of the Alberta Farm Purchase Board They followed similar procedure in each case, interviewing the applicant and having the application, vendor's offer to sell, and pertinent documents all read and discussed Mr George Park, as Appraiser, was present while all of these were dealt with and, in each case, gave his appraisal report In each case, after all forms had been read, and also discussed with the applicant, the applicant left the meeting while Council discussed them privately and they were later advised of the decisions Applications dealt with were as follows 1 Elmer A Bauer to buy NE- 19- 32 -25 -4 from the estate of John Bauer. Mr and Mrs Elmer A. Bauer were pre ent. The proposed purchase price is $25,000 , Appraiser's valuation is $24,850. Mr Loosmore moved that the said application be approved Carried. 2 Yarvin Penner to buy the E2- 2- 31 -26 -4 from Frank J. Penner The pro osed purchase price is $301000.1 appraiser's valuation is 30,845. Both Mr and Mrs. Marvin Penner met with Council for the discussion of this application. Wiebe were present while this application sed It was noted that Mr Jacob L. Wiebe rents le other land from his father and is also in- ewhat with his brothers. He stated that he ve any written lease or agreement on these that he could obtain same. Hogg and appraisal is $7,900 It was also noted that sand had been sold off this quarter for use on No.21 Highway and that the said quarter might have an in- creased value if further sand could be sold for road use Mr. Terris hogg and Mr Aubrey L Hogg were both present while this application was discussed. Mr, Peters moved that Council approve of the application of Terris H gg as outlined above. Carried 6. Wilbert D. Toews to purchase NE- 11- 30 -25 -4 W D Toews from J D Toews, Irvy R Toews and Melvin Toews The proposed purchase price is $17,600 and the appraisal is $17,3 0 Mr Wilbert Toews was present while the applicat onand pertinent documents were discussed Mr Bro moved that Council approve of the application of Wilbe t D Toews as referred to above. Mr Earl Danchuk, District Engineer, and Mr Ted E Danchuk Paquette, Public Works Superintendent, and Mr Joe T Paquette Dobler, ravel foreman, then met with Council J Dobler A number of items of general interest were dis- cussed with Mr Danchuk including, 1 The proposed construction of the road on the rd thru road allowance through Siewert Lake between Torrington Siewert and Allin ham They were advised that the final agree- Lake ments with the land owners have not been completed and no work can be undertaken until this is done 2 he Natural Resource Road grant allotted to Nat Res. this Dist ict for 1967 is $10,000 Mr Danchuk advised Rd that each Municipality in his area received the same amount 3 lilling of cracks in the paving on Municipal cracks roads - M Danchuk suggested that a tar pot should in paving have a capacity of about 250 gallons 4 Deflection tests - Mr Danchuk stated that they deflection had taken tests on both paving gobs in this District, tests that is A me- Linden and Torrington - Wimborne and the results w re quite good in each case 5 Equipment for paving was discussed and Mr Danchuk was advised that this District was getting paving additional. equipment this year He mentioned that the equipment rental of private equipment under grants can be charged at full g vernment rates but that use of our own equip- ment can my be charged at 900 of regular rates. 6. 14r. Danchuk advised that the general road grant general is expect Ed to be approximately the same as in 1966 and road he now advised that the work for District Highways must grant be listed separately on the application from the work on other roads He asked that he be given a map of the proposed projects as soon as they are available. Mr Dlanchuk then left the meeting. A co pletion of the road tour and additional time for Council meeting was discussed Mr. Peters moved that Council m et at the office this coming Wednesday at 8 00 A M. for road tour, and perhaps also on this coming Thursday at 8 00 A M for road tour, and that Council meet agai on Monday, May 15th at 9 00 A M and that no travel ers be invited to this meeting Carried. Mr Irown advised that he would not be able to be here for 4 road tour on this coming Wednesday but that others sh uld go on it anyway Mr oe Dobler advised that Mr Jack Cogbill is acting as gravel checker, that Randy Gieck is hired as a truck driver and that Glen Enzie is working as a truck driver on a tempLrary basis Mr IJ Dobler discussed with Council the best location to mount the spare tire from the Travellall & it was agreed that this be mounted, either at the front of the bumper or on the top at the back Mr. Dobler then left the meeting. Each Councillor was given a list of the road employees and mecha ics,etc. as proposed by Mr Ted Paquette. Wage rates, et were listed on that same sheet Mr Paquette further recommended that Oris Rodger be named by Council as the one entitled to the additional 10¢ per hr as being in emporary charge of the crew and he stated that Oris Rodger would be operating the traxcavator and would generally be supervising the jobs of the small grading crew and patch crew Mr chmelke moved that Oris Rodger be named by Council a the one entitled to the additional 10¢ per hr, as from M y 1st /67 thus making his summer rate $2 65 per hr �arried. M'•% Linden west Dobler al o advised that he has a list of gravel needs for 4 divisions and will be doing the others as soon as possible The ninutes of April 21st/67, pages 21 and 26 were gravel referred to in regard to gravel crushing and the amount re paving needed for the paving job and the paving specificati*as. It was agreed that these should be inspected Dann when Council is on road tour Council was advised that Mr Oral Dahl had asked chemicals permission to meet with Council to show a 15 to 20 min. re road - film regarding Paczyme and a Mr. Whyte had also asked sides permission to meet with Council to show a similar film on behalf of Allied Chemicals in regard to treatment of roads Mr. Poole advised that the Village of Carbon plans to do about 3 miles of road with Paczyme and that this may provide information of interest to this Council He also advised that the Village of Carbon wishes to get a 1,11unicipal Motor Grader for about three days work in this connection Mrs Loosmore -_dvised t'zat the town of Three Hills machinery is doing sore !_igh. paving work and also wishes to rent to some Municipal machinery Considerable dis- Towns & cussion ollo- -, -:d. Tutt advising that he would be paid a lump sum of $709.42 in connection with a permane t partial disability to his left little finger as a result of an accident on 17th November, 1966 Mr Poole moved that this be accepted and filed Carried Council was advised that the Provincial Depot. of Highways has paid this District $146 73 as the final payinent regarding the road study as per account submitted through the Calgary Regional Planning Commission Mr Schmelke moved that this information be accepted and filed. Carried. Removal of the road ban from the Municipal paved roads was discussed at some length. This had also been earlier d scussed with Mr Danchuk who had advisedthat it should be kept on for a period until frost is out from undo the paving Mr Brown moved that Council direct th t the road ban be removed effective Monday, May 15th it 7 00 A M Carried Mr. oosmore reported that he had been contacted regarding supplying a culvert for a field approach N /NW -31 -3 -23 -4 This approach had been requested by the Company in respect to the water infection scheme and Mr Loosmore had advised them that it would be their esponsibility to supply and install any culvert w ich they required Mr Ted Paquette left the meeting at this time. Letters from the Alberta Farm Purchase Board were read advising that three recent applications for farm purchases had all been refused, namely, Rov Thomas, Peter Bae g, and Dennis Enns The Secretary- Treasurer advised Council that he had been in telephone contact with Mr Ken Taylor, Chairman of the Board, and Mr Taylor is to be at our office this coming Thursday afternoon Mr. Loosmore moved that Council authorize the Secretary-Treasurer to appeal the decisions of the Farm Purc ase Board in regard to these applications Carried H Hay re rd allowance 20 -29 -23 Jack Tutt re injury Dept of Hwys payment re road study removal of road ban culvert N/NTVI- 31 -30- 23-4 Alta.Fm. Pur Bd Thomas, Baerg, Enns Alberta A letter of May 4th, 1967 from the Three Hills 3 Hills Municipal Hospital was read in which it advised that it hosp re is their intention to requisition for funds which rep- requis resent co Et over and above the Provincial grant regarding the building and renovation program which is now under waj. The approximate amount which they will ask the Department of Health to approve as payable by the M.D of Kneehi 1 is $20,495 00 This was discussed at con- siderable length Council was advised that this would mean a sp cial levy of about 2 4 mills on the Three Hills Hospital istrict if same is approved No information of any ki d was available as to the building program, the costs, th methods of financing or other pertinent details FORM ItP SPECIAL MUNICIPA SUPPLIES LTD See Page 7 1 Li L E_r] COUNCIL MEETING May 8/67 Page 7 Mr Peter moved that the Three Hills Municipal 3 Fills Hospital oard be advised that this request for Mun.Hosp. funds is efused by the Council of the M.D. of cont'd Kneehill ue to lack of information and details and also due o the late date of submission of same Carried The Official report of Mr H J Ranson, Returning Report re Officers vras read to Council in regard to the voting on Plebescite by -law #5 6, which was held April 24th, 1967 The totals showed 194 in favor, 799 against and 12 spoiled, and it was therefore defeated Mr Poole moved that this info mation be filed Carried The requisition from the Three Hills School Division was read to Council and the total for this District was $156,684 00 It was noted this was in agreem nt with the amount outlined by the Board when our Council had net with them some time ago Mr Poole mov d that this requisition be accepted Carried A proposed location of gas mains in Grantville was shown to Council as submitted from Plains Western Gas Mr Peters and G King advised they had gone over these locations with the local representative of the said Company a d approved of the proposal.. Mr. Schmelke moved that Council approve of the plan for the Natural Gas lines in Crantville as per the plan submitted. Carried. The yroposal of Sun Life Assurance Cc regarding Group LifE and other benefits was then discussed in detail Each Councillor was given a summary sheet showing t e main benefits and costs as estimated by the Company This had previously been discussed at an evening m eting on May 2nd at which representatives of the said Company had outlined the proposals in more detail an at which all Councillors and most of the municipal employees had been present Considerable discussior followed with particular reference to Municipal participation in this proposal Mr Peters moved that this Municipal District agree to participate in the proposed Group Life Policy with additional benefits and that this District pay 50 of the costs, subject to the following general terms 1 There shall be no overlap between the new benefits and present Municipal benefits 2.
