Sub ivision for Berr..an in NW- 1$- 29 -25 -4 has been tabled for lurther information. 4. Subdivision regarding Kelly- Skelton in NE- 8 -33 -23 has now bee approved Other 8omments of general interest were also given Mr. Ca pbell moved that the report of Mr. Poole be adopted C rried The minutes of the Municipal Planning Commission Mun.Pl meeting of April 13th/67 of the M.D of Kneehill were Comm read to council and discussed Mr. Lo smore moved that Council adopt the minutes of the said me ting of April 13th/67 Carried Mr, C pbell moved that the recommendation of the said munidipal Planning Commission regarding building permits, otc, be approved by Council, and that building permits be required for development in Hamlets or small subdivisions of up to 25 acres, and that the MuniciW Planning Commission bd Aut'lidel d to deal with same and ma a certain that the minimufn requirements of the National Building Code are adhered to. Carried Mr. Poole and Mr Brown reported that three sections harrows of harrows owned by John Gordon had been badly damaged by J Gordon one of our snowplows when it was ridging snow in the field Mr. Peters moved that the three sections of harrows be replaced with new ones, that the three damaged ones be repaired, painted and offered for sale by this District, and that Mr. Poole be a committee to attend to this. Carried Mr Lo smore advised that Mr. Dan Peters, D.A. wished D.Peters to meet Cou cil to discuss Preventive Welfare and it was Prev welfare agreed that this be arranged for during the afternoon. Mr Br wn and Mr Poole reported regarding the Swalwell Swalwell Dam and sta ed that they had contacted Mr George Fyten dam The outlet alve had been shut off by our employees as instructed Last Monday The dam had quickly filled with water so thD valve was re- opened by George Fyten. Mr Fyten is wo ried about the spillway washing out and claimed tha the water channel drained some 4,800 acres. They had also discussed with Mr. Fyten the need of a fence to keep trespassers out of his private property The said committee recommended that a public meeting be arranged at Swalwell with representatives if the P F R A and the Fish and Game to be invited. FORM COUNCIL MEETING April 21st/67 Page 23 Council was advised that all members are to meet with a Provincial Bridge inspector at our office the morning of Tuesday, April 25th at 9 30 A M to inspect bridges,etc, in SE- 14- 31 -24 -4, Brosseau and S/5E- 3- 34 -25 -4, Bigelow east. Council was shown a copy of a 1960 proposal to straighten the road for a new bridge at Brosseau°s and this showed a 6% grade ani approximately 40,000 cu yds of fill This will be available for the meeting with the Bridge Inspector on Tuesday. It was further agreed that Council spend the rest of that day on road tour A lett r of April 17th/67 from the Bridge Branch ad- vised that he following bridges are not adequate for 56,000 lbs loading File 7 73 in SW- 17- 30 -22 -4, south of Merle Anderson, Three Hills Creek. File 6813, W/NW- 29- 29 -24 -4, Ralston, Kneehill Creek File 2119, W/NW- 6- 31 -25 -4, MacDonald, Kneehill Creek File 1876, in NW- 10- 30 -25 -4, Cresswell - Megli, Kneehill Creek Mr. Campbell moved 1st Reading to by -law No 548 this being a by-law to raise the maximum load limits to 5 ,000 lbs on all roads within this Municipal District with the exception of travel over the four bridges as listed above and over any other bridges which might be listed as unsafe from time to time, and that this by -law be effective as from June 1 t, 1967 Carried unan Mr Loosmore moved 2nd Reading to this by -law Carried unan. Carried unan Mr Te Paquette, Public Works Superintendent, was asked to ch ck regarding signs for bridge loading, and somE for 45,000 lb limit and some for 20,000 lb. limit. Mr Paquette also suggested that the Bridge Ins- pector be a ked to look at the Albrecht bridge south of SW- 6- 33 -24- when he is in the area The new policy for insurance of Municipal trucks was shown to Council and reviewed briefly Council was also advised that the new traxcavator has been insured under the equipment policy Amount of coverage for P L and P D was then discussed with consideration for an increase Mr Peters moved that the policy for truck insurance be raised to $500,000 for public liability and property damage Carried The neel for grader blades and relative merits of differant kl ds were then discussed Mr Peters moved that an order be placed through the A A M D for grader blades for a maximum load of 56,000 lbs including the vehicle and that the order be for Stelco 1/211 blades 81 long, and that 2 kegs of grade 5 plow bolts and nuts be also ordered, that delivery of the blades be 2/3 of the quantity to Three Hills and 1/3 to Carbon Carried Information from the Bridge Branch stated that a new bridge for W/SW- 16- 32 -24 -4, Creekside south, will be three 2$1 sp ns with 241 clear roadway. Keglowitsch He stated that the amounts required would be for th 349 depth of 1249 crush 11,000 cu yds for 54t depth of 449 17,900 cu yds Council suggested that the figure for the 494 be raised to a total cf 20,000 cu yds to make sure that supplies would be on hand and as any extra could be used for road work anyway Mr. Peters moved that Linden Contractors be advised that this Municipal District will have over 80,000 cu yds of crushing for that Firm and that Linden Contractors be asked to continue our work on a steady basis C arried. Mr Ke lowitsch was asked if there would be need of a scale to vreigh gravel trucks hauling for the paving project but he stated that, in his opinion, this would not be necessary. gravel crushing Provision of oil for the cold mix was discussed briefly and Mr Peters moved that Western Asphalt be asked to submit a written quote for prices for supply of the required oil. Carried Mr Ke lowitsch advised that some overtime may be needed as it is dl flcult to time everything so that work can be completed within regular working hours Any delay in receiving oil and other factors could influence this Mr. Ke lowitsch was thanked for the information and he then left t e meeting paving A petition signed by 12 residents of Grantville requested Council to educe the speed limit to 30 m p h from due east of the Mote and past Grantville.
