Hills on the morning of Monday, April 3rd, 1967

The minutes of the previous meeting held February 6th, 1967 were read
to the Board by the Secretary.
Mr. Rock moved that these minutes be approved as read. Motion carried.
The tenders f ^r grass seed in the amount of 2000 pounds of crested
wheat, Canada No, 1 seed and 200 pounds of alfalfa, Canada No 1 seed were
opened and considered by the Board, The tenders p °p-nt_ d were as follows:
Crown Seed & Feed Limited - $1,010 00, Alberta Wheat Pool - $1,004 00,
McCabe Seleds Limited - $1;008 00, Canwest Seed Company - $1,006.00, Hannas
Seed te,'.; Canada No,, 1 Seed $932.0 ", Canada Certified No. 1 Seed $1,038.00
The Board then discussed the matter of Certified No 1 Seed versus Canada
No. 1 Seed It was th3 general feeling of the Board that possibly the
Muni�ipal District should be using Certified No. 1 Seed which would have
fewer weed seeds in it.
Mr Rock moved that the Secretary write the other companies which had
submitted. tenders and ask them to quote on Certified No. 1 Seed as Hannas
Seed Limited had done and further that this tender when received be referred
to Council with the recomr-enda.tion that the lovrest, tender beawarded. Motion
carried,

Mr Rock moved that a committee of Mr. Gordon Perk and Mr Dunc Peters
be appointed to have a look at the harrows quoted on by H T. Howe & Son
and Guards Implements Ltd and make a recommendation to Council for their
consideration, Motion carried
Mr Dan Peters stated that if the Municipal District had a transit
available that either he himself or Gordon Park could take levels for drainage
projects and these projects would not be held up awaiting for the Agricultural
Engineer. Mr. Dan Peters was told that the Municipal District already owned
a transi and was used by the road foreman
Mr Peters moved that the Agricultural Department and the Public Works
Superint =nt works out a scheme whereby both parties can make use of the

Walt Dickie of Fisons Industrial Herbicides and Mr. Dave Barron of
& Crossfield Ltd. met with the Agricultural Service Board and showed
nd talked on the use of Prematol A Prematol A is a soil sterilant
now being used by the Department of Highways to kill vegetation on

Mr Andy Kopjar who has purchased the land formerly owned by Mr. Tom
Bishop then met with the Board. Mr Kopjar stated that on this land where a
stripaine is located the land has been levelled and is ready to be seeded to
grass Ris request was to hire the Municipal owned equipment for this seeding
operation as he did not own equipment that was suitable for doing this type of
work The Board together with Mr Gordon Park, Agricultural Fieldman agreed to
do this w rk when time permitted and the regular rates wou.1d be charged. Mr
Kopjar than thanked the Board and left the meeting.
It was reported to the Board that the septic tank forms which are owned It
by the Municipal District and rented to the farmers were in poor condition.
was suggested that one new set be made up and that a further set be made from
the good parts of the other sets now on hand
Mr. Christie moved that the Service Board recommend to Council that they
authorize a new set of septic tank forms be purchased as recommended above
Motion carried
The matter of better storage for chemicals was discussed by the Board Mr.
Rock mov d that the Service Board recommend that Council purchase or have built
a 16' x 1.61 building similar to the seed shed which they now have and that this
building be built with a dock at truck level. Motion carried
The budget for the Agricultural Service Board as drafted and a copy enclosed
with the e minutes was considered by the Board together with the tentative
program Tor the year beginning April 1st, 1967 till March 31st, 1966.
Mr. Christie moved that the Service Board adopt the budget and tentative
program s drafted and per copy enclosed with these minutes and that these be
presente to Council for their approval. Motion carried
Mr. Gordon Park, Agricultural Fieldman then gave his report as per copy
with the 3e minutes
A tractor maintenance school was held at Trochu the week of February 13 -
17 Twelve (12) farmers attended this course We took the Massey 50 up for
demonstration use but several farmers were able to bring in their own.
A good meeting on Fertilizers was held here in Three Hills with 80 interest-
ed persons attending Mr. Adolph Goettel was guest speaker.
Mr. Dan Peters and myself held a meeting at Wimborne on February 13 with
22 pers ns present outlining Agricultural policies and Weed Control methods,

Carbon, Hu�ley and Trochu with one more next week for Orkney District
Mr. Ciristie moved that the Board recommend that Council make a token
payments o $15.00 to Mr Bob MaCelland for the use of his ski -doo in picking
up the 10 Baits. Motion carried.
Mr P ole moved that the Board recommend that Council authorize the
Service Bo rd to purchase their chemicals for the coming year through the
Alberta As ociation of Municipal Districts. Motion carried
Mr Poole moved that the meeting do now adjourn Time- 12.15 P M
Motion carried.

REPORT OF EMPLOYER- EMPLOYEE COMMITTEE MEETING APIRIL 3/67
PRESENT. Councillors R Brown and D. Peters, Sec. - Treas. G. King;
Employee comm. J Dorn, R. Ehrman, J Cogbill, E Fox, J Esau
A nuhber of items were brought forward and discussed, including
1 Sunday work - conim. was advised of present Council policy
which classes snowplowing for a bus route as emergency work.
2. Driveways - R Brown stated that County of Grande Prairie
charges a flat rate for snowplowing driveways - sell "flags" in
advance - thus no charge account No special recommendation
for this District
3 Some employees request pay twice a month This would more
than double the office work with paysheets, etc Refer -To Council.
4. Dwayne Smith - did snowplowing in Day. 6 - .an. 19th to
Feb 28th - alone while Ray Ehrman was off sick and for app
1 week after Ray9s return, then as a helper Was paid wages
at his regular rate as truck driver $2 25 hr,, machine operator
rate is $2.40 hr. What adjustment, if any, should be given"
Others assist for a few days at snowplowing. A clear ruling
should be made
5 Hours of work as from Apr. 1st - no definite ruling to
men at Carbon re starting time of 7 or 8 A M
t. 6. General complaints from Carbon re attitude of Allen Koch
in questioning time sheets for men snowplowing; actual time
turned in is 0. K.
7. What seniority and right to certain jobs will be given to
men who definitely resigned last year but returned to this
District and are now rehired? Examples - John Campbell and
Archie Walker.
8. Snowplowing roads where gravel trucks are hauling Priority
could be arranged within reasonable limits
9 Joe Dobler, as gravel foreman, should name one trucker to
be responsible for filling soft spots or have some suitable
alternative way of getting this done. This will naturally
upset any system of having the trucks always load in turn.
10 Employees asked about possibility of 11 hr days for
5 day week in summer This is legal now without overtime but
the Board may rule otherwise at any time. Refer to Council
11. John Dorn - Doctor has told him to stay off the Wagner
for an extended period What other job may he be given and
at what rate of pay' Advised h -:� to talk to Ted
12. John Esau agreed to contact his son Ken to get a definite
answer as to whether or not Ken wished to work here this summer
13 Ralph Brown advised that London L_fe will be contacting
all M. D.ts and Counties soon re a nronoial for group life,
pay continuance, 14 S I , hospital benefits, etc. The
proposal, if adopted, would likely have to be a condition of
employment
