Municipal History of the Province The Sec. -Treas ,advised History Council that Miss Mabel Morgan had stated she would"unable to take charge of the project and others were suggested. This was then tabled until later in the meeting A letterfrom Plains Western Gas & Electric was read Plains in which it a.ked authority to proceed with plans for Western Natural Gas S rvice to Grantville on the condition that the actual franch se would be provided later. Mr Loosmore moved that Co ncil approve of this,subject to the Franchise terms being i entical to those in the Town of Three Hills and that Plai s Western first have the approval of the Town of Three Hi113 and the Department of Highways as might be required Ca ried A letter was read from the Secretary of the Acadia Acadia Centennial Committee requesting a grant for a book which Cennt they are publishing in the general Huxley area. Discussion Comm followed on this It was suggested that this be tabled for the time being as this District is working on a Municipal book It was also suggested that a Centennial fund be set up to be divided later among various organizations of this Municipal District and that Council consider providing mill for this fund Mr Church moved that the budget committee gi e consideration to the above proposals when the budget i being drawn. Carried Mr. Don ld Dau advised that he expected that the final S.D. Mr Loos ore moved that the vote on by -law #546 as Plebiscite referred to a ove be on Monday, April 24th, subject to the Apr.24th final revised agreement being signed and accepted by I.P. A letter from the C.N.R advised that 5 road crossings are to be raised about 6fe,,Lthe locations being from Sec.21- 30 -24 to Sec 21-29-24-4 There were also about 10 farm and private crossings which might require building up at the same time. They asked if this Municipal District would undertake the work on a rental of equipment basis and what the rates would be This was discussed by Council. Mr. Poole moved that the C N R be advised that Council would prefer that they contact local contractors and make private arran ements for the work concerned. Carried. Kelly to Mr. Skelton to provide a road inlet for the latter This had been prepared under Council's direction Mr Campbell moved that Council approve of this proposed subdivision plan Carried The offer of Mr. R.E. Vetter for property known as the Davidson ou%;ein Sunnyslope was again referred to Council This offer had been $700 for the building only. Mr George Park advised that he had inspected this house recently. It is now occupied by Mr Wm Dyck and son and is in reasonably good condition He suggested that it certainly should not sell for less than X1200. Mr. Peters moved that Council set a minimum price of $1200 on this property and hat Mr Vetter be so advised Carried Mr. Dickey of the Canadian Mental Health Association met with Council and requested a grant to that Association to carry on its work He advised that some $2,000,000. to $3,000,000. iE being spent on this work in Canada yearly for treating mentally ill patients but that the wrong approach is being taken to the problem One family in four has mental illness but they wait until the sickness happens until anything is done. He felt that they should co- ordinate knowledge of mental illness and organizations are working on pr grams for this. He asked that Council give a grant equal to 3¢ per capita to promote the program to help speed up treatment,etc He felt that Research and Education would prevent most mental illness. Brief discussion f4 lowed with Mr. Dickey and he then thanked Council and t en left the meeting. He also advi ed that the reserve bid is $300 He called for bids on his property three times and no bids were received.
