Campbell Div 7 Mr. H J Hanson, Assistant Secretary - Treasurer, was present and recorded the minutes. Mr Stan Schmelke moved that Council waive notice of this meeting and proceed to deal with any business that am ✓ may be brought before it. Motion carried unan I,Ir. Brown reported that this meeting was called at his request as the Weather Modification Association weae desirous of meeting with Council as soon as possible and preferred not to wait until February 13th if at all possible. He also stated that he had invited representatives of the Ratepayers Pbotective dissociation to meet with Council and discuss t e pros and cons of Weather Modification. 'before C uncil dealt with the subject at hand, Mr. Schmelke repo ted that while our machines were ridging snow in the f eld of :elm Flinn, they did not realize it was seeded to gra s, and some damage might have been caused. Mr. Flinn had agr ed that if any damage was dome, he would report the matter to us in the Spring of the year when at could be assessed. Bud Boake, Mr. Harold Howe, and Mr. Elmer Currie - also Mr. Pail Caubin, representing Irving P Krick Assoc Ltd was pres nt Representing he Ratepayers Protective Assoc. were* Mr Gard n Ward, Mr. Findlay Code, Mr George Andrews, Mr. Alfred Ko trosky and Mr. Bill Kilgour Mr. Bud Boake stated that their association preferred a Plebescite this year on only Div. 1, 2, 3 and 5 and stated that they woii.d go along with a Plebescite over the whole of the Munici al District for 1968 when more ground work could be done in the northern part of the District. Plod. {cont v d ) Lengthy &scussion followed with many questions being asked and answered by members of both Associations and Mr. Caubin. The Reeve, Mr. Brown, then asked the opinion of both groups as to whether or not they preferred the Council to negotiate a Contract for Weather liodification with the Weather Modification Association or direct with the Commercial operator. Their opinions were as follows. The Weather Modification Association wisied that the Contract be signed with their association as it is proposed in other areas of the Province, namely Starland, Rockyview and Mountain View. The Ratepayers Protective Association felt that the Contract should be direct with the Commercidl operator as it wak their opinion that the onus would fall on the Council for any inadequacies of the Operator. 14r Caub'n was asked if they would be willing to sign a contract should a Plebescite over the whole of the area be ;passed by the ratepayers. He stated that, where the 14unicipal District would have some 800,000 acres, this would be sufficient for a project area and could be carried out s ould the plebescites in the other areas be defeated. The price for such an operation would be 15¢ per acre whicl in turn would be reduced to 130 should all plebescites be approved. The Council then thanked all members of both associations for their attendance and they then left the meeting No further action was taken at this time on the above subject and it was tabled until the next regular meeting of Council on Monday, February 13th 14r. H.J.Hanson, Assistant Secretary, reported that he had been quoted a price of $2100 should Council consider keeping the I 65 IHC chassis and cab which had been offerred in trade to Highway Motors Ltd. The findings of the Shop Committee on their investigation of the water truck and equipment was also outlined to Council. Council further discussed whether or not they should purchase an additional loader as well as another one Patrol during the year 1967. Park stated that it would be handy to have an auxiliary fuel tank installed on the one ton truck and that an extra tank was on hand at the Municipal shop It was agreed without motion that Tvir Park have this tank in- stalled Mr. Park Also reported that a lift -type harrow would be very handy for cultivating around trees in the various municipal parks and school grounds.
