D of 48 was held in the Municipal Officeat Three Dnday, Dec 5/66, commencing at 9 A M Page 1 Councillors present were Mr A. H. Church Div 1 Mr Cliff Po *le 2 Mr. Ralph W Brown 3 (Reeve) Mr. Dunc Reters 4 Mr S C. Schmelke 6 Mr C C Campbell 7 (except for portion of afternoon as noted) Mr. D. C Dau, of Three Hills School Division, was present Mr G. King as Sec - Treas. was present and recorded the minutes. Mr. Ralph Loosmore, Councillor Div. 5, was unable to be present due to illness. Coun it first discussed the proposals of a Govt. MUNICIPAL committee for a new Municipal Administration Act as ACT outlined n the brief given to delegates to the recent A A M Convention Some of the items were specially dealt wit by Council as follows ELECTION F REEVE AT LARGE Mr eters moved that this council support the present m thod of appointment of the Reeve by the Council Cd unan There was some support expressed for having all councillors nominated by divisions but elected at large FORM P SPECIAL MUNICIP SUPPLIES LTD. VACANCIES ON COUNCIL P 4 item (9) (1) (a) Mr. Poole moved that council recommend thAt vacancies on council are not to be filled by special elections if the vacancies do not deplete the council by more than 113 of its number and if the vacancie occur in the last year of a three year term (Note omm proposal last half of 3 yr term) Cd. QUALIFIC TIONS OF COUNCILLORS 2 y s permanent residency - 0 K Can dian Citizen - 0 K $50.00 deposit - 0 K. No roperty qualification - discussed at length, with one suggestion that minimum property assessment should b $2,000 No decision made The above discussion, etc., covered the first 414 pages of the brief. The rest of the brief was tabled so that Council could proceed to other business The three foremen,(T Paquette, Allen Koch, Joe FOREMEN Dobler) met with Council. Reeve Brown brought up the possibility of one main grading crew, one repair crew and paving crew, also matter of cooks and cook cars, etc , should be discussed before wage offer is made. Cl 11 - General Page 3 Request double pay for Sundays or Christmas Defi ite dates in advance for comm. meetings - one each in Mar., June, Sept., and Dec , others if requested Min. of 4 hrs pay for any day called out to work Cons der Saturday off if the Friday is a holiday Exceptions re Saturday off to be considered re the Patrol Op orators if work is badly needed Othe general items pertaining to the employment were then discussed, including South Grading Crew - prefer no cook car, with adjustment of wage:. Might pay travel time both ways (ay. 1 hr. day), or travel time one way + 10¢ hr , or no travel time. North Grading Crew - prefer a cook car, but would consider alternate . Workmen's Compensation - Sec - Treas. to get a ruling as to coverage if transportation is being provided but no pay being given for the travel time, also re accident in cook ^ r at noon W..., The natter of holidays at Christmas this year was HOLIDAYS discussed. Mr. Peters moved that Dec. 26th and 27th/66 be grantl'ei as holidays, except for emergency snowplowing. Carried The Pension Plan was further discussed. The Sec - Treas. explained that there will be no 44freezing ins' of payments prior -o Dec. 31/66, and no freezing In of additional PENSIGiu voluntl::.ry payments at any time Mr. C C Campbell returned to the meeting at this time - aP . 3 30 P M r:.mp oyee comm. suggested a Medical Plan and referred to a 'la which Frank Brown had with a previous group It was agreed that a special meeting be held for all conc?r n d on Thurs. Dec 15th at 3 Hills Comm Centre commencing at 9 30 A.M. to discuss Pensions, etc , this to b�- on dondition that a speaker from Canada Life can be prese t Speaker to be also as-ed to outline briefly a plan f r hospital benefits, dalary continuance, etc The employee comm. then left the meeting and Council di..3cusse the suggestions noted above Mr. Poole moved that Council agree to the guarantee of 191 working hours per mo , with any extra hours in yearly total to be paid for at the end of the year at the egular ourly rate for the employee concerned. Carried The above motion involves the following which were agreed to by Council Hours of work to be as per revised Cl. 2 on page 2 of these minutes (No 12 times fo_ overtime). COUNCIL MEETING DEC 5/66 Page 4 It should have been noted earlier in these minutes EARNINGS that each Councillor was given a list of the 1966 employees and the 1966 earnings of each together with informati n re any overpayment or hold -back. The Drovision of comk cars,transportation, and COOLS, travel tine pay either or both ways was discussed at TRAVEL length aouncil seemed agreed that it would not be ETC practical to have one arrangement for the south grading crew and pL different arrangement for the north crew. Mr Campbell moved that a wage schedule be drafted and that no cook nor transportation to or from work be provided for the grading crews Carried Wag rates were then discussed for the public works employee . Mr. Peters moved that Council offer the wage rates WAGES as per list on page 5 of these minutes, on cmndition that }previous motions re hours, no cooks, etc., be a part of the agre mant. Carried The employee comm. and the foremen then again met EMPLOYEES with Coul.cil. The wgge rates and other pertinent motions were outlined to them. They were also advised that no decisions had been made nn matters not covered by motiOILS to this time. The employee comm. agreed to take the information back to the whole group of employees fnr discussion The comet will again come to our office at 1 30 P.M on Thurs. Dec. 8th to meet with the Council comm fir further iscussion. Mr Peters moved that this meeting do now adjourn until 9 M on Friday, Dec. 9/66 Carried.
