The regular meeting of the Council of the Municipal
District of Kneehill No 48 was held in the Municipal
office, Three Hills on Monday, September 12, 1966, comm-
encing at 9:00 A M with the following present

Mr Ch arch moved approval of the minutes of the
meeting of Aug 8 and 22nd/66 as per copy which had been
mailed to each Councillor Carried
The monthly Statement for the month ending Aug-31/
1966, was presented and discussed as per copy with these
minutes This showed a net balance at the end of the
month of $31,803 38 and with loans owing at the end of
the month of $118,000 00 Mr Loosmore moved approval
of the monthly financial statement Carried.
Letters pertaining to recreation were read and
dealt with as follows
1 Al i.ngham Community Association - thanks for the
grant - ordered filed
2 Village of Linden - in V20,000 ired about sources and
procedure o get an estimated for the Village
to erect ar arena over their skating rink - the Sec -
Treas was asked to send information regarding the
Alberta Municipal Financing Corporation, etc
3 Village of Carbon - thanks for the 1966 grant -
ordered filed
4. Three Hills asked Council's approval to use the
1966 grant of $1950.00 to help pay costs of the concrete
floor in the new arena. Mr. Peters moved that Three
Hills be advised that this District approves of the use
of the recreation grant towards capital costs in the
arena as r quested. Carried
5 Alberta Recreation Association - the 1966 Fall
Conference and Business meeting in Three Hills on Sept
17 and 18t . - details of this were outlined briefly
Mr Brown moved that one Councillor attend this if
possible a d that this District pay the registration fee
of $4..00. Carried
6 News Release from the Provincial Secretary
regarding the divisions of the recreation and cultural
development branch with some items transferred to the
new Depart ent of Youth. This was ordered filed.
Mr. G G King read his report regarding the
meeting of the Local Authorities Board at Linden in
regard to he Annexation proposals of that Village. It
appeared t at the Board would grant approval Mr.
Ralph Browa had also been present at the meeting and he
added furt er information Mr Poole moved that the
report be dopted/ Carried

Mr G G King, as Welfare Officer, gave some reports
regarding the following
1 Mr. & Mrs. Armien Toews and family - he has
granted $50.00 emergency grocery allowance but believes
that Mr. To ws will be employed and no further help
should be needed soon He had also granted authority
to Dr C E Taylor, Optometrist, to examine Margaret
and Valerie Toews for glasses and to supply same if
required. The account of Dr. Taylor for $40.00 was
attached. DTr Loosmore moved that this report be
adopted and the account of Dr. Taylor be approved for
payment Carried.
2. Mr King advised that he had inquired regarding
the welfare of Mrs Agnes Patterson and that her son had
stated that she was in good health and happy in her own
house adjac nt to his at the farm in the SW- 30- 31 -26 -4
No further action was being taken at this time. Mr
Peters movel that this report be accepted Carried.
Letters fi4om Three Hills, Linden and Carbon supported
the proposal of a joint meeting regarding preventive wel-
fare Othe towns and villages had replied earlier also
giving supp rt for the meeting, and each had requested
an evening meeting. Mr. Peters moved that
Provincial Department of Public Welfare be asked to
supply a sp aker or speakers for a meeting re Prevent-
ive Welfare at our office with suggested dates of Oct.
26th or 27t or during the first week of November with
a starting Vime of 8 00 P.M. Carried

A letter addressed to Mr C Poole as Councillor was
read from the Swalwell Town and Country Group regarding
the lack off care at the Swalwell cemetery This was
discussed t some length with particular reference to
the need in 1967 of another man to work with the Service
Board duri g the summer months It was noted that the
grass has ilow been cut at the Swalwell cemetery so
things are more tidy. Mr. Harvey Hanson was called in
and gave a brief explanation regarding his conversation,etc.
with the Waldron family in respect to funeral plots
recently He felt that all arrangements had been satis-
factory. it Poole moved that a reply be sent to the
Swalwell T wn and Country Group regarding the cemetery
with the m f tters explained as noted Carried.

Mr. Russell Snell, Mr. Bruce Ruby and Mr. Harvey
Hanson met with Council to discuss certain matters per-
taining to he Three Hills & District Seed Cleaning Plant
Mr. Russell Snell, Board Chairman, explained that the
plant had b en designed to handle about 250,000 bushels
in a year, ut has handled some 324,000 bushels of which
79,000 was Ln the month of April They do not have
enough bins for storage for the cleaned and /or treated
grain Mr. Bruce Ruby, Plant Manager, explained that
one possible means of helping out this would be to add
another leg but the estimated cost is about $7,000. and
there was nD one available to do the installation He
advised thab Vermilion had put in an additional 6 bins
on steel posts and that Innisfail are roT�r doing the same
These bins ffould held about 3300 bushels and
the estimated cost is $11,000 , including footings,etc
If only 3 bins were put in with steelwork for the
additional three to be added later the cost would be
about $8,60D. He further stated that the County of
Red Deer had contributed 1/3 of the cost for the
Innisfail improvements and the committee asked that this
Municipal District agree to pay $4,000. toward the cost
of the 6 bins, and they stated that this would be sat-
isfactory if included in the 1967 budget The committee
then left the meeting
Council discussed the implications of the above at
some length Mr. Schmelke moved that provision be made
in the 1967 budget for a pzjrent of $4,000 to the Three
Hills & District Seed Cleaning Plant to provide the
extra 6 bi s as noted above, and that the Board be so
advised no Carried.

Mr. Do ler reported that Mr Elmer Bauer is off
work due to illness and may not be able to return as a
truck driver He is therefore short of help. Mr
Peters moved that Council approve of the hiring of Jack
Tutt as a truck driver and also of the hiring of Richard
Maerz as a iruck driver Carried
Mr. Do ler advised that he would like to take two
weeks holidays some time soon and this was agreed to
verbally by Council He also stated that he has some
problems with the new Ford trucks in respect to the
points requiring replacement every 1000 to 3000 miles.
A transisto ized ignition might be used but the cost would
be $100 to $140 each Mr. Dobler then left the
meeting
Work for the south grading crew was outlined briefly
as follows

work started here today and will likely be finished this

2 Grading south of Sec. 5 and 6 in 30 -26 -4 if
arrangements, for borrow pits, fences, etc can be made.
3. Improvements at railway crossing South of 1$ -29-
25-4, south of Acme

5 Slight channel work and sloping of banks at the
Sarcee bridge S- 16- 31 -22 -4

regarding tie culvert in this location
Mr. Du c Peters reported that he and Ted Paquette
had inspected the George Gibson road west of 17- 31 -25 -4
and had seen Mr Gibson. They stated that it was not
practical to do any grading on this road until after
harvest and they further advised that Mr. Gibson might
not be on tie farm this winter.
Work for the north crew was outlined briefly as
follows
1 Completing the Jack Christie road west of
SW-18-33-24--4
2 Regrading Neumiller road west of 1 and 12-
32 -26 -4 and installing government culvert.

The Se . -Treas advised Council that he had checked
further regarding 1961 arrangements in respect to the
road north Df 31- 28 -23 -4, and had found that arrangements
had been ma e with both Mr. Adam Buyer and with Wm Downe

Mr. Doug Hazelton stated that a bull crusher might be
available from Costello Equipment in mid - October if it
is not sold to the Company that now has it out on rental

Mr G C. King read Council his report of the assess-
ment meeting which was held in Edmonton on August 29th
and which Mr R W. Brown, Mr. Cliff Poole and he had
attended s delegates from this District. Some additional
