Councillor present throughout the meeting were councillors Mr A.H Church Div.l present Mr Cliff Poole Div 2 Mr. R W Brown Div.3 (Reeve) Mr. Dunc Peters Div.4 Mr R. L osmore Div.5 Mr S C. Schmelke Div 6 Mr C C Campbell Div 7 Mr. G.Q. King, Secretary- Treasurer, was present through G G KING the forenoon and recorded the minutes of that portion enly. He was excused during the afternoon to attend a funeral in Calgary. Mr. H J. Hanson, Assistant Secretary- Treasurer, recorded the minutes during the afternoon. No representative of the Three Hills School Divisv5n was present at this meeting Mr Peters moved approval of the minutes of the meeting of April 12, 25th and 29th/66 as per copy which had been mailed to eac Councillmr. Carried. The Financial Statement for the month ending April FIN.ST 30/66, was presented and discussed briefl This showed y a net balance at the end of the month of 216,441.93. This balance appeared fairly high, but the Secretary - Treasurer advised Counc 1 that the accounts would be approximately equal to that tccepted balance Mr. Church moved that the Financial Statement be Carried. A letter from Western Insurance Consultants was read Ins Study in respect to an Insurance Study. This was ordered tabled. Mr. Ken Wright, Manager of the Three Hills Branch of K.WRIGHT the Royal BanK met with Council. He stated that, if this District wished to borrow money, it could be made available re BORROWING through the R yal Bank, but the interest rate would have to be 6% He outlined reasons for this rate and also gave V comparative rtes for other businesses He was thanked and then left the meeting. A phone call was made to the Bank of Montreal, Trochu B.of Montreal re borrowing and its manag r advised that its money would also be available for loan there, but the interest rate would be 6% A letter with as follc 1. Letters asking for quotes lad been sent to Revelstoke and U F A Co -Op but no repl es received to this date It was agreed that we sho ld wait for further quotes before placing an order The re uest of the Calgary Regional Planning Commis- sion for twc copies of the minutes of each of our Council MINUTES OF Meetings waE then discussed. Mr Poole and G G King MEETINGS TO advised that they had talked to Mr R Smith, Director, CALG.REG. regarding t is, andhe stated that they would use only the PL.COMM portions referring to Planning matters. Mr Loosmore moved that the Calgary Regional Planning Commission be supplied with the copies of the minutes as requested. Carried A letter of the Director of the Calgary Regional Planning Co fission was read in respect to the proposed BRADFORD Bradford subdivision of the one acre lot north of Three SUBDVN. Hills Mr. Foole gave us a copy of the meeting of the subdivision committee of late April and the minutes in respect to this Bradford subdivision were read. It was noted that the information contained therein was in error as it referred to the creation of a one acre parcel Mr ti Loosmore moved that Mr Cliff Poole be named as a member of the subdi ision committee of the Calgary Regional Planning Co ission as a representative of this District. Carried. Mr Jacc Edworthy of U.G.G. Insurance Agencies and Jubilee Insu ance met with Council and a lengthy discussion followed in egard to the truck fleet Policy and other Insurance of all types of the Municipal District Mr. Brown advised Council that, as of September lst next, Mr Jack Edw rthy will be working for Alberta Association of Municipal Districts as Manager of the Co -Op Trading and Jubilee Ensurance Mr. Edwc --thy advised that the Truck Fleet Policy shown under Railway Passengers Assurance Company, is actually re- insured with a number of other companies, a d he also stated that each Fleet Policy in regard to tricks must stand on its own merits, whereas insurance on heavy equipment and buildings is not affected by individual losses he strongly recommended that the Municipal Di trict carry its own glass coverage without insurance as he stated that approximately 65¢ o' the $1 00 is paid out in claims and the other 35¢ goes for administ- ration and costs He further advised that the Company had authorit to increase the rate at any time and that the comprehe sive rate on the truck fleet must be increased because of t e heavy claims for windshields. He had no figures with him in regard to the previous years figures He did tate that he believed the comprehensive could be carried without change; in premium if the deductible was changed from $25 00 to $50 00. He agreed to get definite rates and supply us with same He further ad- vised that consolidating the insurance will generally save money i it is all placed through one Insurance Company He recommended two basic policies One -for the truck fleet on a one year basis 2 Everything else on a three year b sis. V FERGUSON SUPPLY COSTELLO EQUIPMENT Mr Joe Dobler, gravel foreman, and Mr. Allan Koch FOREMEN & Ted Paquette, road foremen, then met with Council. Mr. Earl Danchuk, District Engineer, from the Department ol Highways, Red Deer, then also met with E DANCHUK Council and discussed the proposed construction of the Pope Lease Road He stated that one farmer had lodged a complaint regarding this road being constructed. He stated that fe was to investigate this complaint. He was advised ly Council that they wished to proceed with NEW RD this project thus building the road south of Section S-29128,27- 29,2$- and t e SW -27 and then south to join the present — 29 -21. road in the riddle of Sec 22, all in Twp 29, Rge.21 -W4th, and with the hope that in the future, the hill would be I- constructed to the northeast from the northwest corner of the NE-22-29-21-4 to connect up with the Orkney - Drumheller road Mr. Dan huk also discussed with Council the matter of Municipal paving and other items He stated that, at Rd.GRANT this time, he had no figures regarding the amount of the Contingency Grant or Resource Road Grants. Mr. Danchuk also stated that he had interviewed the Mayor and Secretary of the Village of Linden regarding the road ✓ RD.THRUQ through the Village which connects with the District LINDEN Highway He stated that, in his opinion, there was no special grant available to the Village for paving this stretch of road He also acknowledged the dust hazard and stated t at, in his opinion, this road should be paved Mr Dan huk asked Council that, as soon as possible, the applicat on for Road Grant be prepared and forwarded to his offic .
