Church, Councillor Div 1 Cliff Poole, Councillor Div.2 R W Brewn, Councillor Div-3 (Reeve) Dunc Peters, Councillor Div-4 Ralph Loosmore, Councillor Div-5 S G. Schmelke, Councillor Div 6 C Campbell, Councillor Div. 7 G G. King, Secretary- Treasurer D.C. Dau, Representative of the Three Hills Scheel was present throughout most of this meeting as er in these minutes Mr Campbell moved approval of the minutes of the MINUTES meeting cf March 7th, 14, 15, 16, 24, 25, 31 and April 4, 1966 as per copy which had been mailed to each Councill r. Carried The Financial Statement for the month ending March FINANCIAL 31st, 1966 was then presented and discussed This showed STATEMENT a net balance at the end of the month of $76,682.00 all as per copy with these minutes Mr.Schmelke moved approval of the Financial Statement. Carried. The committee of Mr Ralph Brown and Mr. Dunc DON ADAMS Peters st ted that they had seen Mr. Don Adams, Patrol Operator "n Div 7 and had invited him to meet Council later thi morning. Mr. eorge Park, Assessor, met with Council. A letter f om the Local Authorities Board advised that a Hearing regarding the Prairie Bible Institute assess- ment taxa ion would now be held on September 2nd, 1966 at 10 00 k.M. at our office in Three Hills. It was agreed that this Board be sent a letter of thanks for changing the date to this more convenient one. Mr. eorge Park advised that his holiday period was a little ndefinite but he hopes to make a trip overseas to leave bout June 15th and to take a total of approx- imately t o months. The minutes of the Council meeting of June 2 th, 1965, page 18, were read to Council in this respect. In those minutes Council had agreed that Mr. Park coul save up holiday periods from 1964, 1965 and take the onger time in 1966 Mr. Park now advised Council that he h d not had holidays for 1963 either. Mr eters moved that Mr. George Park be granted holidays ith pay for 8 weeks in 1966, and that he be granted extra leave of absence without pay if this is desired by him. Carried. P. Insurance Agencies Ltd was read in regard to the Automobile Fleet Policy. The ecretary Treasurer suggested that Council con- sider higher deductible on collision and he also pointed out that the increase on the comprehensive was the lowest percentage increase, and therefore it might be wise to continue with glass insurance. Mr. Peters asked that we get price for $250 deductible on collision. Mr. Jack Edworthy, Agent, was then contacted by telephone. He advised that the collision premium with $250 deductible would be one-half of that quoted for the $100 deductible. Mr. Ceorge Park, Assessor, Mr H J Hanson, Assistant Secretary Treasurer, and Mr Clarence Peters then met with Council Mr Clarence Peters had submitted an application for the ptrchase of land under the Farm Purchase Credit Act, and this application, together with the other necessary documents were then read and discussed The proposed purchase is from John Haller for the NE-2-34-P-4 at a price of 10,000 There are no buildings. discussion followed Mr. Loosmore then moved that the Council, on its own b half, and as the Kneehill Farm Purchase Board, grant app oval to this application of Mr Clarence Peters Carried. GHOST PINE RECREATION FARM PCHSE C. PETERS Maps from the Alberta Power Commission outlined the RURAL ELEC boundarielc for the Rural Electrification areas for AREAS Elnora ea t, Elnora West and Huxley west These were inspected briefly by Council. Mr. Campbell moved that Council a prove of the areas as outlined on the maps Carried. A letter of April 6/66 from the Farmer's Union of F U A Alberta was read to Council. This letter requested Financial assistance to support a group of farmers in PINCHER CREEK the Pincher Creek area in a proposed law suit against AIR POLLUTION Shell Oil and British American Oil Co. in regard to alleged noxious gasses in that area This was discussed at some length. Mr. Loosmore moved lst reading to By- Law No. 5C2, this being a by -law to authorize a grant BY -LAW 502 of $lOO.00 to the Farmer's Union of Alberta, with the said money to be earmarked for the Pincher Creek Air Pollution Fund Carried unan Mr. Peters moved 2nd Reading to this by -law Carried unan. Carried unan Council adjourned for dinner from 12 00 noon to 1 OOP.M Mr. George Park, Assessor, met with Council and FARM PCHSE outlined hpis appraisal in respect to the application of Leonard Feilker for a purchase of land from Rudolph Deer, L FELKER namely the NUJ -15- and the SW -22 in 34 -23 -4. LARF LKERE Mr eonard Felker and Mr Albert Farrar, his father-in-law, met with Council in regard to the application of Leonard Felker for a purchase of land under the Alberta Farm Purchase Board Act, namely the NW -15 and SW 22- in 34 -23 -4 from Rudolph Deer at a price of 32,000. The application and the other documents required with it, were reviewed with Council, and with Mr H J. Eanson, Assistant Sec -Treas , who had made out the application Discussion followed Additional inf- ormation isclosed there are only 20 to 25 acres of summer fa low on the said land for cropping this year Mr Felker and Mr Farrar left the meeting and Council discussed1this application privately. Mr. Schmelke then moved that the council, on its own behalf, and as the Kneehill Farm Purchase Board, approve of the application of Leonard Felker for the purchase of the said land as noted above. Carried. Mr. Welker had advised Council that he might wish to withdraw this application in favor of another, and that he would Advise the office by the latter part of this week The withdrawal will be accepted if made within that time. Three Hil s and Carbon He also submitted prices regarding insulati.oh of metal buildings. The prices for the build - ings included sales tax. Mr. Longstaff was asked to get further i` formation as to whether or not this is applicable for a Municipal District Details of the quotations are kept on file for further reference. It was agreed that this be tabled until the budget for 1966 is being discussed in detail Mr Longstaff thanked Council and then left the meeting Mr. oe Doblur stated they are now gravelling roads GRAVELLING in Div 4 nd it was agreed they continue in that division for the b lance of this week and then start in Div.3 the " first of iext week. Mr Dobler reported that the gas pump needs an over- GAS PUMP haul Mr. Peters moved that a new gas pump be purchased and that the other one be repaired and kept as a spare. Carried. The remaining ten cents (10¢) is to be applied to the maintenance of a voluntary vaccination program c. There will be adequate notice of the date on which this policy change will become effective in each district.
