Mr Church moved that Mr R W Brown be chairman of
the Cour of Revision Carried
Mr Loosmore moved that Mr. Church be Vice- Chairman of
the Court of Revision Carried
Councillors Peters and Campbell were in attendance as
Committee Members only
RAHU General procedure and routine to be followed
by the Court were discussed. It was agreed that no decision
be given to the appellant at the time of the hearing - that each
be notified by mail only at a later date
The following were strictly adhered to throughout the
Court of �evision
1 Each appeal was considered in detail by the Court and
explained fully The appellant or his agent, if present, was
given ample opportunity to discuss the details and zxxzxga
outline his reasons for appeal and criticisms of the assessment.

Revision t the start of the hearings on March 15, 1966

The ouncil Meeting that had adjourned from March
7th was roc nvened at the Municipal Office at Three Hills
at 9.00 A M on Monday, March 14th, 1966.
All ouncillors were in attendance but Mr. Ralph
and Loosmore to be Division 5 was
late
and had
a funeral.
Mr . C Dau, representative of the Three Hills
School Division, was present throughout the meeting.
Mr. G. G King, Secretary - Treasurer, was present
and recorde the Minutes.
Mr Peters moved approval of the Minutes of the
meeting of February 11th, 14th, and 21st, 1966 as per
copy which had been mailed to each Councillor. Carried.

was read to Council as sent from our office March 9th, 1966,

Building extensions at Three Hills and Carbon, price of two BUILDINGS
20 ft e ensions for the building at Three Hills -for material
would be 2,929 00 plus $74 00 for each door opening The cost
of erecti n would be $1,430 00 if done by the Company, additional
costs wou d be foundation and miscellaneous items. Council
discussed the need for the buildings both at Carbon and
Three Hil s and also the possibility that the addition at
Three Hil s should be a total of 60 ft. in length Mr Church
moved tha this matter be referred to the shop committee
for full Drice quotations on this style and other styles
of buildi gs and that these be referred back to Council later

Two (2) resolutions from the Annual Ratepayers Meeting
of March 7 h were referred to Council and dealt with as shown
1 A Resolution had been passed by the annual meeting sup-
porting the suggestion that no further tax discounts be
granted. This was discussed further by Council. Mr Brown
then moved third reading to By -Law No. 490, this being a
By -Law to eliminate the granting of discounts for early

allowed tc use their own judgment as to whether or not they
should bu n stubble in the Spring from land which is to be
re- seeded the same year This was discussed at some length

wished to resign from the Court of Revision
Mr Lo smore moved that the resignations be accepted

M Brown moved that Mr Peters and Mr Campbell
be named as me _., of the Court of Revision to fill
the two vacancies caused by the resignations as noted
above. Carried

4 10 P M and then resumed with all members present
Mr R 0 Keglowitsch and Mr Lloyd Davies,
Profes Tonal Engineers, met with Council and discussion
follow d on matters pertaining to the proposed 1966
paving program Council stated that road preparation
would ikely be done with Municipal equipment, paving
might e done with our equipment and additional hired
machin s, or entirely by contract
Mr Da ies stated that he had experience with cold
mix in Saskatchewan, this stood up well only if the
sub-grade was good Also has had experience in Calgary
He agreed that he could work with Mr Keglowitsch as
advisor and assistant, agreement would be with Mr R
Keglowitsch only Mr. Keglowitsch advised that he now
has Mr. Harry Gilchrist working for him - he has had
considerable experience in levels, etc., and can be
used for supervision work They then left the meeting
Council discussed the above privately at some length
Mr Campbell moved that this District engage Mr R. 0
Keglowitsch as engineer for the 1966 paving program
on condition that our application is approved by the
Dept of Highways and subject to satisfactory terms
being arranged Carried
r Keglowitsch and Mr Davies again met with
Council and the above motion was read to them They
Accepted with thanks and stated that they would be
prepared to go to Edmonton with Council or a comm for
dlscu Sion with the Dept. of Highways if desired.
Mr K glowltsch stated that his fees as engineer would
be ba ed on time, mileage, etc , at the minimum rate
of hilc Association. They again left the meeting.

The meeting resumed at 9 15 A.M. on Mar 24/66 with
Councillors Church, Poole, Peters, Loosmore, Schmelke,
and Campbell present.
Mr. A. Boese and Mr D. Hazelton, of Linden Contractors,
met with Council to discuss matters pertaining to gravel LINDEN
crushi g They stated that, if they could delay the CONTRACTORS

labor ost to offset what this District would otherwise
recove under the Winter Works program They would
first inish the 3/4" crushing at the Municipal pit and
they said this would be done by the end of March They
then wished to move to the M D. of Starland to crush
app. 55,000 cu yds. - est time 2 months
Mr Loosmore moved that the above be agreed upon
with Linden Contractors on co4dition that they return
to work in this District not later than June 15th/66.

in EdmDnton and then advised Council that no decision
has bean made by the Dept re paving grants, etc , so
there #ould be nothing to gain by having our Comm
interleting .ew Dept of Highway officials in Edmonton on
Mar th as had been tentatively planned It was agreed
this be left for a later date.
