Councillor Schmelke of Div.6 was absent as he was away Mr.Schmelke
on holiday. Mr. G.G. King,, Secretary- Treasurer, was present I holidays
and recorded the minutes
The chool Division was not represented at this meeting
Mr Wayne Scobie of Ferguson Supply had phoned to ask
when he could take delivery of the Caterpillar #12 Motor
Patrol Gr der from Carbon as his Company has a sale for it.
He had also said that one new Champion should be here by
Wednesday or Thursday. Council agreed that he should
not take delivery of our used machine until the new one is
here, or perhaps by Wednesday evening if the new one is
then in Calgary.
A letter from the Department of Municipal Affairs was
read giVilLg information regarding Sec-429 of the Municipal
District Act and advised that the results of any bylaw for
Weather Modification must be considered on a basis of the
whole are voting and that it cannot be broken down by
Divisions after the vote is completed
A letter from Premier Manning was read outlining the
proposed hange in legislation concerning money bylaws &
weather modification-

ballots, hen the 2/3 majority will still be required to

Council was advised that Gordon Park had checked re-
garding the Cultivator as quoted by Diede Service and had
found that they had bid on a tight weight cultivator
Their price on a heavy cultivator was higher than that of
Mainline Farm Sales of Three Hills and it was therefore
recommend d that the cultivator be bought from the latter
firm Mr Peters moved that Council authorize the purchase
of the cultivator for the Agricultural Service Board from
Mainline Farm Sales Ltd of Three Hills at a cash price
of $357.00 and that the proposed order to Diede Service
be canceled. Carried.
A memo from the Inspector of Mines advised that the
suspected mine shaft hole near Sharples will be checked
in the Sp ing when Weather permits

the vote be over the whole Municipal District but the
amendment was defeated The original motion was carried
by a stro g majority Mr Howe advised that the reason
for askin for the plebescite in Div Is 1,2,3, & 5 only
is that tie Association feels they have strong support
in those livisions and that the northern part of the Mun-
icipal Di tract has not asked for inclusion Another
reason is That the area partly agrees with the Crop
Insurance area for 1966 Mr Howe showed a map which
was color d to indicate the lands from which they re-
ceived vo untary contributions in 1965 and explained
that the upport in Div 1 was light partly due to a
late and ncomplete canvass and a hailstorm in a portion
of that a ea. He also referred to 1965 summary report of
I/P Krick & Associates and also gave a brief report of
their difficulty in financing on a voluntary basis. In
reply to a question he stated that the Directors felt
that KricK & Associates is the only qualified firm with
experiencD and local knowledge to carry out the program
in this a ea He also stated that the Council of the
M D of R ckyview have decided that no plebescite will
be held i that District in 1966, others have been
approachel but no replies have been received Corres-
pondence from the Department of Municipal Affairs and
Premier Manning, as referred to earlier in these minutes,

The group stressed they would not object to a pleb-

Mr John Dickinson on behalf of those present, thanked

Mr Denis O'Gorman, Secretary to the Regional Road
Study Gr up, then met with Council to outline the in-
formatioa requested on four maps. Details were dis-
cussed a d left with each Councillor and it was agreed
that each Councillor work with the Secretary Treasurer in
drafting the information requested Mr. O'Gorman was
also present when the revised proposed budget was shown
with thE estimate of net cost to this Municipal District
as $6,0'5 - 00 Mr O'Gorman was thanked for meeting with
Council ad he then left the meeting

Mr. Grant Arbuckle, Agent of Richardson Road Machinery,
met with Council and asked if we would be willing to take
the Wagner from Carbon up to Edmonton to have the re-
quired repairs made at their shop Mr Church moved that
this be alproved Carried.
Mr Arbuckle also referred to a Road King Series
200 Sloper at a price of $4,300 installed, which he
would be villing to demonstrate in this District. This
was left for discussion toward Spring
Mr Irbuckle thanked Council and then left the
meeting.
Mr Peter Makowichl -k and Wm Venables of Underwood
McLellan & Associates met with Council and gave further
information regarding last year's paving and also in-
quired about the work to be done this year
A letter from the Department of Highways of Feb 3/66
was read in which it indicated that sufficient comp-
action to is had not been made during 1965 program. Mr.
Makowichu replied that the records sent in were incomplete
and that final compaction tests were not done due to lack
of time He further advised that their control facilities
are being expanded, but that he was sure that work was
actually Satisfactory last year He gave some further
imformati n regarding the 1965 work in M D.'s of Willow
Creek and Lethbridge and stated that the job from
Nanton welst had cost approximately $10,000 per mile.
They were advised that Resource Road and Contingency
Grants wo ld be discussed on March 7th and that they
would be advised when they might again meet with Council

in regard to the prices that they are paying for gravel
crushing and stockpiling, and discussion followed
Mr. Campbell moved that the prices to be paid by this
District to Linden Contractors as from Feb 14th/66 in
the morns g, be increased by 3¢ per cu yd for crushing
and 2¢ pe cu yd for stockpiling Carried.
Mr 3rown and Mr Poo'_e reported briefly on the
aerial ma or mosaic in the office of the Municipal
District f Rockyview Mir Peters moved that the
Calgary R gional Planning Commission be asked to get
an estimated price for a similar mosaic for our
Municipal District Carried.

Mr Church moved that Mr Peters investigate an old
scarifier that we have which the Town of Trochu wishes to
buy to go on its old Motor Grader. Carried
Mr leters moved that the Village of Carbon be re-
funded by cheque the amount charged for two hours moving
time with our Caterpillar Tractor prior to its doing some
work for the Village in connection with its water line

The sealed bids as received for the supply of bulk
fuel to this District were then opened and considered
The bids received were from the following companies
U F A Co Op, Esso Imperial, Royalite, Shell, Texaco
and Briti h American.

from pumps were then opened and considered and these
were received from Diede Service, Wright Motors, and
Garrett Motors of Carbon, and from Highway Motors and
Grassmick Motors of Three Hills

Mr 3rown moved that all bulk fuel business for
1966 be g ven to Imperial Oil as it is considered the
lowest bi der, and that the fuel purchased from pumps
at Carbon be from Wright Motors Carried 5 - 1
Councillor Poole asked to be recorded as opposed.
Mr 7loole asked that an adequate system be set
up for ac ounting for all fuel purchased from pumps
with extra copies of the bills to be available as
deemed ne essary
The ecretary- Treasurer showed Council a sample
copy of t e minutes of the Court of Revision held in
December f 1957, the previous general assessment and
asked wha changes,if any, they might wish in the type
of minutes for the coming Court of Revision Mr Church
moved thte Council approve of the type of minutes as
used in Fall of 1957 Carried
The Secretary- Treasurer roferred to the need for
some extra office of a temporary nature due to the
fact that Mrs Hart will be going on holiday and that
the Court of Revision meetings will take considerable
time. Mx Peters moved that the Secretary- Treasurer
