attendance (Mr Church was attending a funeral

Mr IDau was not present for any of this meeting
Mr Loosmore moved adoption of the minutes of the MINUTES
meeting f Jan 3rd, 13th, 15th, and 31st/66 as per copy
mailed t each Councillor but subject to the two corrections
as noted on the agenda for this meeting Carried.
Mr. Brown advised Council that a group from the WEATHER
Weather Modification Association had asked him for a MODIFICATION
1 P M appointment today with Council, he believed that
they wisli to request a plebiscite in 1966 for Divs 1,
2, 3, an 5. The Sec -Treas advised that, if this group
meets with Council, an opposition Ratepayers Group also
wish an nterview, the agenda for this meeting is very
heavy, Touncillor Church is not present and it directly
affects Iiis Division, and he therefore suggested that the
appointor nts be arranged for a later meeting of Council
Council then discussed this for a short time.
Mr Loosmore moved that Council agree to meet each
group re erred to above on Monday, Feb 21/66, with the
Weather od Group at 10 A.M and the other group at 11 A M

Pho e calls were made to Mr Bud Boake and Mr Wm
Kilgour o advise them of the above and to ask that they v
notify o hers interested
Mr. Arnold Boese and Doug Hazelton, of Linden Cont , LINDEN
met with Council. They now have 14,000 c y crushed at the CONT
M D pi . They stated that they have had to meet increased
wages anI operating costs so asked if Council would consider
an increase in crushing rate - they did not name a definite
figure Mr Peters moved that we get comparative prices
with details from adjoining Municipalities and that any
change ii rate made after the reports are considered be
made retroactive to today Carried
Mr Boese also advised that they are having difficulty
getting a bull crusher for the work in the Megli pit They V
then left the meeting
Mr. Campbell moved approval of the minutes of the MINUTES
combined meeting with Towns and Village representatives and T & V
others on Jan 31/66 as per copy mailed toeach, with one
correction as noted in this agenda Carried
The monthly financial statementfor the month ending FINANCIAL
Jan. 31/66 was presented and discussed as per copy with STATEMENT
the agenda,this showed a net balance at the end of
January f $131,135 98 The Sec -Treas advised that
the Contingency Grant re paving is still to come for 1965

Mr jPeters moved that the report and minutes of the
Labor Relations and Personnel Workshop at Red Deer on
Dec 3rd and 4th be filed. Carried.
LABOR
RELATIONS
The Sec -Treas advised that the A A M D has sent
one copy of each of the main speeches given to the Fall A.A.M.D.
Cgnventi n, any Councillor may borrow same for reading V I TALKS
if he so wishes. Mr. Poole moved that these be kept on
file Carried
Mr Loosmore moved that Council accept the offer of A BERGOS
Alex. Be gos of $20 cash for old bridge material at the BRIDGE
foot of the Philip Rock hill, on condition that he clean v MATERIAL

Mr H. J Hanson, Asst Sec -Treas , presented the ~ ACCOUNTS
general accounts and paysheets for consideration. �
Mr Peters moved thtt Linden Contractors be paid
$12,000 on account for crushing, stockpiling, etc. Carried J
Mr. Poole moved that a left hand snow wing be chosen SNOW
for the new Champion Grader which will be in Div. 2. Cd J WING

Mr Charlie Jopp, Edgar Riep, and Reg Campbell met TROCHU RURAL
with - to discuss matters pertaining to the Trochu FIRE AREA
Rural Fi e area.
Mr Loosmore moved that Silver Line Fire Equip. be
now paid $12,000 for the new fire truck, but that pay-
ment of the interest charged of $105 be refused with
the explanation about the long delay in getting delivery
of the truck and further long delay in getting the
Underwri ers' Plate. Carried
Mr (Peters moved that the Trochu. Fire Dept be now f
paid $50q for rural firemen's wages in 1965 Carried
Mr Campbell moved that the Town of Trochu be now
paid $50 as per the agreement which directs that this �
is to be then used for Town firemen's wages, this
being for the year 1965 Carried

stated that they believed that TROCHU RURAL
could be transferred from the Town -1 FIRE AREA
Charges for outside calls by the fire truck were
discussed. Suggested was $25 for a ratepayer outside
the area but within6 miles of nearest road leaving the
area, $100 each for non - ratepayers outside the area
No motior4 was made in this regard
Boundary adjustments between the Three Hills and Trochu
area were discussed briefly. The Sec -Treas agreed to
bring in a recommendation to a later meeting
The comm. of Trochu firemen thanked Council and then
left the meeting
ASSESSMENT
A circular from the Assessment Branch re pasture BRIEF
rates and other matters was referred to briefly A letter
toy. the A A M Dfrom Dr Hu Harries & Assoc explained
that the latter firm is drawing up a brief on behalf of
the Asso iation. Mr. Loosmore moved that these be tabled
until Fe 21st Carried.
A circular from the Dept of Education advised that SCHOOL
payments re the School Boundation program will be due on FOUNDATION
May 1st, Aug lst and Nov lst this year Mr Poole ✓ PAYMENTS
moved this be accepted and filed Carried.
Mr Schmelke moved that the Alta. Mun. Finance Corp FINANCE
be advis d that this District does not anticipate any CORP
loans fr m it in 1966 Carried
Mr Schmelke moved that the final payment of $300. CROSSROADS
be now made to the Crossroads Comm Assoc for the RECREATION
Recreati n Grant as the accounts show the work completed

Mr. Peters moved that the circular re the Fire Assoc FIRE ASSOC

Mr Campbell moved that further discussion regarding PARKS
Prov gr nts for parks be tabled until Feb 21st Carried
Mr Campbell moved that Council of the sale NATIONAL
of agricitltural products by the National Grain Co at its / GRAIN
Huxley elevator. Carried.
Cowicil was advised that Alex Gorr has complained ALEX GORR
about this District doing private snowplowing on service CUSTOM WORK
roads In to oil wells, etc Mr Peters moved that requests V
for private work be referred to Alex Gorr or others in
the area except in emergency Carried
Mr Schmelke moved that J. A. Barrie and Co , of AUDITORS
Three Hi ls, be appointed auditors of this Municipal ✓
District for the year 1966 at a fee of $815 00 Carried
Council adjourned for dinner from 12 noon to 1 PM.
Mr A Thurn, ratepayer, sat in during part of the A. THURN
Council meeting from 1 PM on He had come in for the
discussion re weather modification but was notified this
will be ealt with Feb 21st

etc , and he asked that Council reconsider its decision

Mr. Ted Paquette suggested that the Euclid be put into EUCLID
good working condition and he outlined some of the repairs,
etc., required Mr Peters moved that the Euclid at Three
Hills be given a general overhaul, with new pistons,
sleeves, rings, etc Carried
Mr 'Peters moved that Ted Paquette, Alex Williams, CAT CARE
Hohn Campbell, Oris Rodgers, and Bud Hanses be authorized � CLINIC
to atten the Cat Care Clinic at Street, Robbins, Morrow
in Calgairy on Feb 16th Carried
Mr. Joe Dobler was called back to the meeting briefly TRUCK
and told that Mris Lukey had complained that one of our DRIVING
gravel trucks had crowded him into the ditch - he had no
details as to the truck number or name of driver Joe

Letter of Feb 10/66 from the Calgary Regional Planning
Comm to the Prov Planning Board was read in connection KIRK
with thE proposed subdivision of M Kirk in NW- 1- 32 -24 -4 SUBDIV.
Mr G. ling read his report of the hearing of the Planning
Board rc this matter. Mr. Peters moved that these be
adopted and filed Carried
Proposed subdivision in NW- 19- 30 -24 -4 (Hiebert- Lengyel)
was referred to Council and Mr. Smith Mr Brown moved HIEBERT
that the Prov Planning Director be advised that Council SUBDIV
would prefer the area to correspond to one -half of an
LSD (66 11 x 13201) but is willing to approve as requested V'
if spec al conditions warrant due to a well, existing
buildin s, trees, or other similar reason Carried.
Proposed subdivision in SW- 34- 30 -25 -4 (S Jantz-
Ed Reimer) was referred to Council and Mr. Smith JANTZ &
Mr. Loo more moved that the Prov Planning Director be REIMER
advised that Council would prefer a depth of 13201 but ,/` SUBDIV
has no ;bjection to the plan as submitted if desired s
due to xisting trees and /or buildings Carried.
Mr Smith referred to the mosaic of the M D of MOSAIC
Rocky View in its office and asked if our Council would
like a timilar one for this District Reeve Brown and
Councillor Poole are to look at the mosaic when at that
office on Wed and then report back
Mr. Smith was thanked for attending the meeting
and briiiging information. He then left
Correspondence with the C P R and Board of WIMBORNE
Transport Comm was read regarding the crossing just C P R
north of Wimborne The Sec -Treas reply had suggested
that maintenance costs should be borne by the C P R
Mr Couicil moved that Council support the stand taken
by the 3ec -Treas in this regard Carried.
Mr Peters moved that Council support the request CROP
of the Fesketh F U A to have the whole of the SE part INSURANCE
of this District included in the Crop Insurance area HESKETH
for 1966 Carried
Mr Peters moved that no delegates be sent from LABOR
this Di trict to the Western Cities Personnel and Labor ✓ MEETING
Relatio s Conference in Edmonton Feb. 24th -26th. Carried
Correspondence from the City of Drumheller was read
regardi g taxes due to this District for the Penitentiary

Authoriz4ti.on for the Preparation of a General Plan
'v1HEREAS, there is occurring within the Municipal District of Kneehill
0 48 an increase in the rate of development, and
WHEREAS, it is the opinion of the Council that it is in the best
interest of the Municipal District of Kneehill to direct and
control development within the municipality by means of the
Development Control provisions of the Planning Act, R S is 1963
NOW THER FORE, the Council of the Municipal District of Kneehill No.48
my assembled, adopts the following
E IT RESOLVED that the Council hereby authorizes the prepar-
tion of the 11General Plan of the Municipal District of Knee -
ill No 4811 which shall set forth the manner in which the
uture development of the municipality may best be organized
nd carried out having regard to considerations of orderliness,
conomy and convenience as set forth in the Planning Act, R C A
963, and
BE IT FU THER RESOLVED that the Council hereby authorizes the Calgary
egional Planning Commission and the Director of the said
Tanning Commission, to carry out on its behalf and as its
appointed agents such investigations, surveys, and research,
and to prepare such reports, maps and other documentary material
s may be necessary for the purpose of preparing the said
aid General Plan, and to prepare the various proposals which
omprise the General Plan for adoption from time to time by
y -law of the Council passed pursuant to the provisions of the
Tanning Act, S A 1963, and
BE IT FU THER RESOLVED that the territory of the Municipal District of
Kneehill No 48 over which the sail General Plan shall be deemed
to apply shall be all that territory lying within the limits
of the Municipal District of Kneehill No 48, provided however
hat, having regard only to alterations in the limits of the
Iunicipal District of Kneehill I�To.48, the said General Plan
hall be deemed. to apply to such greater or lesser area of the
unicipal District of Kneehil No 48 as may result from any

BE IT FURTHER kESOLVED that in the event of the receipt from the
Minister of Municipal Affairs of an Order providing for
evelopment Control over the territories of the 1•1unicipal
District the Council shall proceed with the adoption of a
Development Control Bylaw for the purposes of administering
