Mr G.IG. King, Sec -Treas was present and recorded the minutes ,i Mr qhurch mentioned a mine hole on the Barnes land near v MINE the Creek crossing that Was put in, and asked that this be HOLE referred tio the Department for investigation Mr Irown brought up the question of Weather Modification and statec he had heard that Council will be asked to pass a By -Law to provide for this in 1966 He further suggested that Council request the Provincial Government to amend Sec 429 (2) of the Municipal District Act to allow the passing of the By-Lau with a $0% vote instead of the present required 66 2/3 %. These matters were discussed at some length. Mr. Erown moved that a letter be sent to the Premier with copies to the Ministers of Agriculture and Municipal Affairs, requesting an amendment to Sec 429(2) of the Municipal District Act to allow the passing of the By -Law if it receives $0% support Carried $ - - -2 (Councillor Schmelke and Councillor Peters asked to be recorded as opposed ) WEATHER MODIFIC_ ATION Correspondence regarding membership, etc on the Court of Revision was read and discussed COURT OF Mr Campbell moved that Councillors Church, Poole, ✓ REVISION Brown, Lo smore and Schmelke be the members of the Court of Revision of this Municipal District in 1966 Carried Mr Erown moved that Councillors Peters and Campbell be named as members of a committee to attend meetings of the Court of Revision with the regular schedule of pay for committee work to apply. Carried Mr. Loosmore moved 1st Reading to by -law No. 489, this being a By-Law to provide that members of the Court of Revision be paid $20 00 per day for time spent attending meetings of the Court, plus 12¢ per mile for necessary mileage in travelling to and from meetings or for other purposes connected with the Court Carried r Mr Poole moved 2nd Reading to this by -law. Mr Poole moved 2nd Reading to this By -Law Carried, but not unanimous Mr Peters moved that 3rd Reading be given to this By -Law a this meeting. As ociation of Municipal Districts will be held in Edmon on on Tuesday, March 29th, 1966 Cou cil members were asked to reserve the dates of Feb. 14th and 28th, 1966, for Council meetings. A s atement of delinquent taxes was presented to Council Ind discussed Mr Peters moved that Council authorize a Tax Sale to e held at our Municipal Office on Monday, March 2811h/66 at 2 P.M with those parcels to be listed w ich have 1963 Tax Notifications in effect and more than 1964 and 1965 taxes owing, plus those with 196 Tax Notifications where the owner has shown no desire to retain same Carried. Mr instruct tax Coll property proceedi COURT OF REVISION ,F A A M D MT FEB MTGS 4 TAX SALE Schmelke moved that the Sec -Treas be �d to have a grain seizure made to enforce SEIZU E actions re SW- 11- 30 -24 -4, this being Crown under purchase to which the Tax Sale figs do not apply Carried The Sec -Treas was also directed to see if the "Mansell' house in Swalwell is occupied and, if so, if rent can be applied to taxes, also to contact those owing ar ears of business taxes Mr Loosmore moved that warning letters be sent to all t ose who will be affected by the Tax Sale, and also to thers whose taxes are getting far behind Carried Mr Campbell moved that matters pertaining to the Trochu rural fire area, fire truck, etc., be referred TROCHU to a comm of D Peters, C C Campbell, R. Carried. Mr G G King, as Welfare Officer, gave a WELFARE report re the Don Neuman family, Mrs. Neuman and NEUMAN children have gone to Newfoundland to live with her father he paid for their transportation, etc , welfare assistance had been granted prior to leaving, Mr. Neu an was away and his exact address unknown Mr Loo more moved adoption of the report Carried Letter from Harpers Tire was read in which he HARPER requested a full mailing list, the Sec -Treas TIRE advised that it would take considerable time to prepare such a list It was agreed that Harpers be so advised f with the suggestion that Newspaper advts might do Co plaint of E R Wacker re rocks in his field WACKER in pt. /NE- 32- 29 -24 -4 was read, he stated that some COMPLAINT of the rocks were put there by our equipment ROCKS Mr Pet rs moved that Mr Poole investigate this at a later time when conditions are suitable Carried. Council was advised that our Travelall had been TRAVELALL in collision with another vehicle, the other driver ACCIDENT had caused the accident but had no insurance, was from outside our District, and was apparently without means of pays g the damages. Our insurance covered the claim except for the $100 deductible Mr Peters moved that Mr Jack Edworthy, agent for Jubilee Inoue a,,�,e, be contacted about the Unsatisfied Judgement Fund, etc. Carried Mr Campbell moved that Council agree to the CULVERT,ETC proposal of the Bridge Branch for a 9611 culvert for TROCHU WEST the main water channel South 18- 33 -23 -4 (Trochu West), f and alsD agree to make installation as per the grade line, etc received Carried Mr Church and G G King advised that further work is required near Sh-Rrples to prepare for the new SHARPLES location of the bridge, the original work had not BRIDGE been fully completed by our crew due to some lack of understanding Mr Church moved that Council authori Lried hiring a dragline to complete the required work Mr Hanses Church moved that the application of Bev BEV HANSES or employment be tabled until spring. Mr oole and Mr. Church had not been in touch BUNK with Mr McLean re use of the bunk car at Carbon so CAR had no re ort for Council Mr Peters moved that Council call for bids for FUEL supplies of fuel to this District, as per details on ,/ BIDS separate pages with these minutes Carried Mr Loosmore reported that Mr James T Bishop FARM has completed an application for a Farm Leadership LEADERSHIP Award which is sponsored by the Bank of Montreal, AWARDS his application is endor #sed by the Drumheller Agricultural Society and he also requests endorsement n of this Uouncil Mr. G G King advised that Mr Sulo Luoma is also making an application, and that others J' may be doing so Mr Loosmore moved that Council endorse Ir Bishop's application and also any others which are referred to our office before the deadline. Carried Mr Campbell moved that Council approve of the TROCHU Centennial Project of the Town of Trochu and that CENTENNIAL the $1,364 00 from this District be paid to Trochu. Carried Council was advised that the one ton green Inter- TRUCK national truck at Carbon had been damaged by fire, FIRE wiring had been burned and other minor damage done r Est was $52 for wiring, etc , plus 3 hrs labor ,l Council irected an insurance claim be made unless the $100 deductible applies Mr Brown moved that Council approve of the �SUBDIV proposed subdivision in NE- 16- 30 -25 -4 (Megli- Borbely) J BORBELY as per the tentative plan submitted Carried The final monthly statement for the month ending MONTHLY Dec 31/65 was resented, showing a net balance at thef STATEMENT end of 965 as 44,399 65.
