C Dau, representative of the Three Hills School D vision, was present throughout most of this meeting I Mr C C Campbell, recently re- elected as Councillor, Oath of subscrib d to the required Oath of Office Office The Sec. -Treas advised that the first new business Reeve should be the election of a Reeve for 1966 Mr. Peters moved that Mr Ralph Brown be elected as Reeve for 1966 Carried unan. Mr Brown then took charge of the meeting. He thanked the Coun illors for the trust again shown in him and agreed t carry out the duties to the best of his ability. He also isked that they correct him at any time they consider him to be in error Mr Church moved that Mr Dunc Peters be elected Deputy - as Deput -Reeve for the period ending June 30/66. Reeve Carried unan. Mr Poole moved approval of the minutes of the Minutes meeting f Dec 13/65 as per copy mailed to each councillor Carried. Mr Brown brought up procedure to be followed in selects Road Stud an Engineer to do the Road Study for this Road sneer y District and suggested that the motion as made on g� Dec 13 5(requiring that Council make the choice) might unduly delay progress with the other Municipalities Mr Loo ore moved that the comm of Mr R. Brown and Mr C foole have authority to choose the Engineer for the Roac Study on behalf of this District Carried Mr Poole moved that no census be taken of this Mun. District at this time and that the Dept of Municipal Assistance Affairs be advised that the last census figures may be Grant used in connection with the Municipalities Assistance Grants or 1966 Carried. Th Sec. -Treas advised that he had received a request by phone from a Mr Gerald Schuler of Edmonton asking ffor use of office space for 10 AM to 4 PM on Feb. 2nd, 3rd, and 4th for a workshop for F U A District, Directors, est attendance was 25. Mr L osmore moved that the final $300.00 be now paid to th Mount Vernon Community Association for the Recreation Grant Carried Mr Paters moved that $500 00 be advanced to the Sunnyslope Comm Assoc as its application for the $800 Recreation Gant has now been approved by the Province and the $8 DO paid to this District Carried. Requests from the Ghost Pine Athletic Assoc. and the Sarcee Butte Social Centre asked for extension to the end of April, 1966, for completion of projects under the lecreation Grants Mr Loosmore moved that Council gTP nt exte7Dions to end of April in regard to any appro d Rec reation Grant projects if the addit- ional timbe requested Carried U V A letter from the Municipal Development and Loan Board advised that a loan has been approved for the water and sewer project for Grantville in the amount of $37,100 vjith interest at 5 3/$ %, subject to its regulations Mr. Peter moved that this be accepted and filed. Mr lien Koch, foreman, met with Council and was offerred a salary of $467.50 mo. ($5,610 yr ) for 1966, together with 6 weeks leave to attend Tech starting Feb 14th to complete his 4th yr. course as Heavy Duty Mechanic - 11 wk of this will be considered as annual holiday so he would 6ave one weeks holiday left with pay during the summer. Mr. Koch asked that the rate be set at $500 mo ; this was iiscussed privately by Council It was a reed that the ffer stay as given until the end of June�66, then be reviewed and, if his work is fully satisfactory, that a further increase of $25 mo. may be granted as from July 166. Mr Koch again met with Council and was told of the revised offer, he stated that this was not acceptable - that he would prefer to go back as a Euclid operator He was given further time to think this over and so left the Council room. Mr Howard Boles met with Council briefly and asked that Council send representation to the Kneehill F U A sub-district meeting in Three Hills on Thurs Jan 20th, commencing at 10 A M After discussion, Mr. Brown moved that Mr Campbell, Peters, and Church be named to rep- resent t e Council at the said meeting Carried Mr Bole thanked Council and then left Mr Allen Koch came back to the meeting and finally agreed tj accept the revised wage offer as outlined above Mr intervie` made and Church moved that the 1966 salaries forthose ed at this meeting be set according to the offers accepted as per these minutes Carried See page 4 TED PAQUETTE JOE DOBLER ALLEN KOCH HOWARD BOLES F U A MTG ALLEN KOCH WAGES N FORM 149 -P SPECIAL MUNICIPAL SUPPLIES LTD, COUNCIL MEETING JAN. 3/66 Page 4 Annual holidays, provisions for sick pay, and work- men's compensation benefits, etc , for those on regular salaries were discussed earlier in the meeting by Council and the Sec -Treas No definite motion was made but it seemed agreed that the genial provisions correspond to the terms of the other Wage Agreement insofar as practical. Mr. Peters moved that the wage rate for Chris Weigum, ffice caretaker, be set at $135 mo as from Jan. 1, 966 Carried. The three foremen - T Paquette, Allen Koch, and Joe Dobl r - again met briefly with Council and the followin were outlined. South Ca p - clutch brake on old # 12 to be repaired, snowplowing to be done as necessary, some repair work being do re on older Cat tractor (2 -U) North Cr w - considerable snowplowing necessary, Div. 7 patrol tc operate from Three Hills during cold weather, old Austin has had some repair work done, Wagner snow- plow ready for demonstration. Gravel crew - to continue stockpiling when weather moderates, wants information as to how much gravel to put at C rrection line - old # 21 location. List of accounts receivable to Dec 31/65 for misc. items gi en to each foreman and councillor, no further work aut orized for anyone owing an account 6 mos. or older Mr R Brown asked that a copy of the account owing by Ed. G rlitz be sent to Mr. Ben 0 Brown It as suggested that some employees were being granted holidays too far in advance of due dates The 4 Sec.-Treas. agreed to have an up to date list for next meeting. Thelthree foremen then left the meeting. Mr. ISchmelke moved that the rate of pay for Council members and Reeve be set at $20 per day and 12¢ mile for meetings, supervision, and committee work, all within the limits of the Municipal District Act. Carried. Mr Poole moved that regular meetings of Council be held on he second Monday of each month starting as from Feb 14th/66, and commencing at 9 00 A M Carried. Membership on the Court of Revision, its duties, estimated time of app 20 days to be required in 1966, and othe committee membership was discussed briefly Mr Pete ;s moved that the present committees carry on until Jan 13/66. Carried Mr. Loosmore moved that 3rd Reading be now given to By-Lair # 488 to provide a grant of $100 00 to the F.U.A for 1965 Third reading was given and the By -Law was declared finally passed A copy of a booklet re Farm provided by the Bank of Montreal Councillor for consideration Mr Peters moved that this until Thurs.
