Dau, representative of the Three Hills School Division was pres nt throughout this meeting Mr. Loosmore moved that the minutes of the meeting of Feb 1,8, and 22nd and the report of the combined meeting of Feb.1/65 be adopted as per copy mailed to each Councillor, subject to one correct- ion, nam ly that the report of the Combined meeting Feb.1/65, page 4, inclu e the name of Mr. Frank Hanson as one of the trustees present from the Three Hills School Division. Motion carried. The monthly Statement for the month ending February 28, 1965, was then presented and discussed as per copy with these minutes. Mr George Park, Assessor, met with Council briefly and reviewed Bill No. 39 in respect to the proposed amendments to the Assessment sor Act From this it appeared that there would be no change in Industrial Assessments effective for 196$. Proposed additions for urban areas under the new assessment were outlined briefly but no decision was reached als time was short. COUNCIL MEETING March 8, 1965 Page 4 (contQd. from Dlar.$ /65) The Council meeting that had adjourned at noon of March 5/65 was reconvened at the Municipal office at 9.00 A M on March 8/65 with all councillors again present Mr. D C Dau, representative of the Three Hills School Division v was present through a portion of this meeting only Details of the proposed Hanson subdivision in NE- 1- 32 -24 -4 with Manson roadway in a pt. of 5E- 12- 32 -24 -4 were referred to Council Mr. subdiv Peters and Mr. G. King had inspected this location earlier in the NE-1-32-24 morning Mr Peters moved that Council approve of the proposed Ilan subject to the roadway being 100 in width and subject to the developer being responsible for building and maintaining the road as shown thereon Carried. A letter was read frun the Provincial Minister of Highways re- Lindei garding the east west road through Linden in which he requested Villa e information as to why this had not been improved under the Municipal road District Pair. Loosmore moved that a reply be sent explaining that it was left due to the high expense involved, due to the fact that the dirt would have to be hauled in some distance, and due to proposed paving plans which had been very undecided, and that this Municipal District encourage goverrcmeat assistance to the Village of Linden for this road with the assurance that the Municipal District will include our portion near the east end in the 1965 program if the other portion is done. Equal zed Report of the Assessment Equalization Board gave the equalized Assessm nt assessment for this District for 1965 as $16,831,721 00 Breakdown by School Division and Hospital Districts were included. Mr Campbell moved that this be accepted. Carried C G R A. Mr ernon Hanson then again came into the meeting regarding, n his comp, ants. These were listened to briefly and he then left the meeting. A report from the Apprenticeship Loard showed that Mr. Al]En L Koch had perfect attendance of 180 hrs during the course for 3rd year heavy duty mechanic and that he had obtained a mark of 769 1with the award of 3rd year technical credit Hr Brown moved that a letter of .. ,...,_tulation be sent to HIr Allen Koch. A le ter from the AIberta Municipal Financing Corporation, together 4ith the cancelled debenture showed that the debenture re- f t gardz-ng t Olds Hospital District had been paid by that Corporation Mr Camp 11 moved that this be filed. King, as T•Jelfare Officer, gave Council a report of assistanca granted thus far to the Fournier family, and recommended that the February grocery bill of approximately $51 00 be paid to the Ghost Pin Store and that nothing further be authorized for the time being. A letter from Firs Fournier requested further assistance and asked tha Council ;gay a number of accumulated bills. These were discussed Mr. Peters moved that the grocery bill of approximately 451 00 fo the Ghost Pine Store for the February account for the ourniers be authorized paid but that nothing further be authorized At this t me. Carried Cou4il adjourned for dinner from 12:00 noon to 1 00 P.M. Mr Smith of Costello Equipment met briefly with Council and advised t em that the new Trojan loader had been delivered this fast Saturday ind that the lidlchigan had been taken away on the trade deal as per pr viously authorized A brief discussion followed and he then left the meeting i,.r H.J. Gimbel, foreman, and Pair Pay neiss of Alberta Govern - ment Telephones Diet with Council, Mr. Reiss outlined some details in regard to proposed mobile phone rentals by this District A G.T. now has a cable up to the top of the Three Hills and suggest that a 1504 tower be erected there with a but anc: other equipment necessary Considera le detail was Liven but it appeared that if two others used the facil ties of the tower, approximate rental rate for ten mobile units be in the vicinity of $275 00 to $300.00 per month. This was based on a four year minimum deal with no reduction in rental for a continuance of same New equipment would be supplied as needed or as developed; the M.D. would further have to supply the power for the hook- p at the three hills and perhaps the land for the site there. Mr. Ray Reiss was thanked for bringing the information and told that it would be taken under consideration He then left the meeting st Mr neon Root, Assistant District Engineer from Red Oeer, and r I4r Ted Paquette and lair. The specifications for gravel for the paving project and the other information from Underwoo , McLellan & Assoc were discussed Mr Hazelton quoted the foll wing prices for gravel work from the Linden pit in regard to pavin For 9,500 cu yds of 3' crush in the stockpile - 44¢ cu.yd. 10100 cu yds of " in stockpile - 60¢ cu yd without sand or 10,00 cu yds of 5 /811 crush in stockpile - 70¢ cu yd. without sand. Mr H zelton suggested it was more practical to add the sand as the pavi g mixture was being made rather than when the original crushing was being done He further suggested that if 5/811 was being us d instead of 151, this might come up to specifications without ny sand. Mr P ole moved that Underwood, McLellan & Assoc. be contacted for opin ons regarding the above and regarding having the sand blended ater, and further, that the road committee have power to act as fir as agreement with Linden Contractors is concerned Carried Mr B own moved that reinter Works applicatinn for gravel crushing and stoc piling be amended to provide for the required work for the pavi g project Carried Mr. Hazelton stated they had a further 5,000 cu yds left to do for us f om the Municipal pit, and that they then wished to move to near Druaheller to do about 5,000 cu yds, of outside work. Proven ial Planning Director had approved of the proposed subdivision SE-16---o 24 in the SE- 16- 30 -24 -4 for a hog ranch at the old Swalwell School site. Mr Poole moved that the Sec -Treas discuss this with the Pr vincial Planning Director and find why approval had been grantei despite objections from the Council. Carried Cen ennial graats were then again discussed and figures as Centers al submit ed by the Sec. -Treas were referred to Council to give the Grants information as requested earlier A copy of the various figures is attached with these minutes. Mr Loosmore moved that an offer be made to each Town and Villag within this District of a portion of the gross money availa le through the Centennial Grant, subject to each developing a prof ct approved by the Government; if anyone does not participate then i s portion will be divided amongst the others by the use of the sa e formula.
