Mr. Loosmore moved that the minutes of the meeting of Feb 1,8,
and 22nd and the report of the combined meeting of Feb.1/65 be
adopted as per copy mailed to each Councillor, subject to one correct-
ion, nam ly that the report of the Combined meeting Feb.1/65, page
4, inclu e the name of Mr. Frank Hanson as one of the trustees present
from the Three Hills School Division. Motion carried.
The monthly Statement for the month ending February 28, 1965,
was then presented and discussed as per copy with these minutes. This
V showed a net balance at the end of the month of $186,375.83. 14r

Bill No. 39 in respect to the proposed amendments to the Assessment

under the new assessment were outlined briefly but no decision was

A further letter was read from the Calgary Regional PlanninL
Commission in respect to the Reuban Maerz subdivision in SE- 1- 32 -24 -4
Mr. Pooh j movesal that this be filed and that the matter be followed

Mr ernon Hanson then again came into the meeting regarding,
n his comp, ants. These were listened to briefly and he then left the
meeting.
A report from the Apprenticeship Loard showed that Mr. Al]En L
Koch had perfect attendance of 180 hrs during the course for
3rd year heavy duty mechanic and that he had obtained a mark of 769
1with the award of 3rd year technical credit Hr Brown moved that a
letter of .. ,...,_tulation be sent to HIr Allen Koch. Carried.
A le ter from the AIberta Municipal Financing Corporation,
together 4ith the cancelled debenture showed that the debenture re-
f t gardz-ng t Olds Hospital District had been paid by that Corporation
Mr Camp 11 moved that this be filed. Carried.
Pair. 3T. King, as T•Jelfare Officer, gave Council a report of
assistanca granted thus far to the Fournier family, and recommended
that the February grocery bill of approximately $51 00 be paid to the
Ghost Pin Store and that nothing further be authorized for the time
being. A letter from Firs Fournier requested further assistance and
asked tha Council ;gay a number of accumulated bills. These were
discussed Mr. Peters moved that the grocery bill of approximately
451 00 fo the Ghost Pine Store for the February account for the
ourniers be authorized paid but that nothing further be authorized

now has a cable up to the top of the Three Hills and suggest that
a 1504 tower be erected there with a but anc: other equipment necessary

the facil ties of the tower, approximate rental rate for ten mobile
units be in the vicinity of $275 00 to $300.00 per month. This
was based on a four year minimum deal with no reduction in rental
for a continuance of same New equipment would be supplied as needed
or as developed; the M.D. would further have to supply the power for
the hook- p at the three hills and perhaps the land for the site

Mr. imble and 14r Paquette each reported that a number of
culverts ere frozen but that good progress was being made in getting;
these tha ed out and no special difficulty is anticipated. They
further o tlined briefly that the track machines are being repaired
and othe will be in the near future Mr. Paquette and Mr Dobler
reported hat Mr Robert Cranston and Mr Allen Denny have been late
coming to work on some occasions and that they reportedly have been
getting into private trouble with the law. This is not confirmed but
does reflect on the Municipal District Mr. Schmelke moved that Mr
Robert Cranston and Mr. Alan Kenny be sent letters advising them
that com laints have been received regarding them and their work
and that they be advised that they must get to work on tim6 and
generall smarten up or they will be in danger of losing their
position , and further, if they wish to meet Council, that they be
advised lo do so at 10 00 A M on March 22nd. Carried.
Mr Joe Dobler told Council of the accident which he had had
in our Municipal shop at Three Hills with the Wagner. Some uamage
had been done to the office wall but very fortunately, no injuries
'had been suffered by anyone Mr. Paquette advised that repairs have
now been made.
14r Dobler stated that he had experimented with the use of #1
gas and it appeared that the truck worked more efficiently and that
the mileage was approximately 12 miles per gallon better. Mr Schmel'
moved that Mr Dobler be authorizer! to try #1 gas for a good test
period for comparison ?purposes Carried

i•Ir Peters reported that he had interviewed Mrs Adams and that
she is agreeable to cooping for the north crew for the same wages
as in 1964. He further advised that she had asked regarding the
possibility of preparing breakfast and forenoon lunch only on the
-,Saturday so that s'ie could be home. to attend to her own work that
much earlier It was suggested that this be discussed with 1Ir Ted
Paquette.
Per Makowi ..chuk and 11r Code, of Underwood, ' icLellan & Assoc
met with Council and discussed matters pertaining to the following;-
1. Paving program under Contingency grant - they were advised
that no reply has been received from the Department to date, but
that the project will likely be continued, with the having under
the Contingency grant, but the sub -grade work to be done under the
other road grant with municipal equipuent
2 Plegional Planning and road planning - they suggestec that a
road plan for Kneehill, Starland, Wheatland and Newell might be
undertaken with the estimated cost being a total of $4,000.00, of
which 75% might be recovered from the Department of Highways They
were advised that this District would certainly be interested if the
net cost to this District was not over $250 00 to .x300.00.
3. General planning - they suggested that a !Manner might be
provided to attend one Council meeting per month and spend one other
day per month at ,J anninC work in this District, with the yearly
cost between $•1500 to 10, 14r, Drown referred to the need for
zoning -laws, etc. and they .uggested that perhaps the work cou1-' be
on a day rate basis s y'- •rther suggested that a new Planning
Commission might be es-- ,Atlished in a year or so to serve Kneehill,
Starlan and other munici�_alities in that area
4 They stated that they could have a man on the job to be in
charge of all testing, etc for sub -grade work for the paving as well
as for other work under the Contingency grant They further asked
to be notified when crushing starts at the Linden pit for raving;
°rogram so that they can check for quality. They agreed to give us
an estimate of the quantities needed. for 3S1 and 4'0
Mr. Church moved that Underwood, 1- Ic -ellan Assoc be authorized
to proceed with the work for the profiles, etc. regarding the saving
program, and to send estimates for the gravel quantities required
to us, together with s;2,ecifications to us regarding the gravel for
reference to the Linden Contractors so that a definite -,rice for the
work may be established. Carried.
Mr Code advised that the schedule of fees has been revised u1�,-
ward but that his firm will give us credit for the 1964 total work
so as to use fees of the second $1001000 in 1965
Mr. Code and Mr. Makowz huk thanked Council for the discussion
with 'hem and they then left the meeting.
The minutes of the Annual ratepayers meeting of March 5th were
then reviewed briefly with Council Per Loosmore moved that the

Mr DIC Dau, representative of the Three Hills School Division,
was pres nt throughout this meeting
Mr. D Hazelton of Linden Contractors, met with Council to
discuss fiatters pertaining to their work. The specifications
for gravel for the paving project and the other information from
Underwoo , McLellan & Assoc were discussed Mr Hazelton quoted
the foll wing prices for gravel work from the Linden pit in regard
to pavin
For 9,500 cu yds of 3' crush in the stockpile - 44¢ cu.yd.
10100 cu yds of " in stockpile - 60¢ cu yd without sand or
10,00 cu yds of 5 /811 crush in stockpile - 70¢ cu yd. without
sand.
Mr H zelton suggested it was more practical to add the sand as
the pavi g mixture was being made rather than when the original
crushing was being done He further suggested that if 5/811 was
being us d instead of 151, this might come up to specifications
without ny sand.
Mr P ole moved that Underwood, McLellan & Assoc. be contacted
for opin ons regarding the above and regarding having the sand
blended ater, and further, that the road committee have power to
act as fir as agreement with Linden Contractors is concerned Carried
Mr B own moved that reinter Works applicatinn for gravel crushing
and stoc piling be amended to provide for the required work for
the pavi g project Carried
Mr. Hazelton stated they had a further 5,000 cu yds left to do
for us f om the Municipal pit, and that they then wished to move to
near Druaheller to do about 5,000 cu yds, of outside work. They
would then come back to the Linden project
Mr Hazelton left the meeting briefly and Council discussed the
time req Bred for gravel crushing and the possibility of completing
same and r Winter Works program.
Mr H zelton was invited back in to discuss this further The
Sec -Tre s advised that the estimated saving for gravel crushing
into sto kpiles under the Winter Works program at the pit is about
10¢ per -.u.yd. Council then asked khat if Linden Contractors
would be willing to reduce the price 10¢ per cu yd if the work at
the Lind n pit is not completed by April 30th or under any extension
of time inder Winter Works'. if the failure to complete the work under
that dea line is due to going to Drumheller. Mr. Hazelton stated
they wou d let us know Mr Peters moved that Council agree to the
proposal of work schedule by Linden Contractors subject to it agree-
ing to p ice reductions as noted above Carried

site. Mr Poole moved that the Sec -Treas discuss this with
the Pr vincial Planning Director and find why approval had been
grantei despite objections from the Council. Carried

Mr Loosmore moved that an offer be made to each Town and
Villag within this District of a portion of the gross money
