A letter was read to Council which was received from the City
of Drumheller in which it requested that this District do snow-
plowing ffor the City along the south side of Sec 25- 28 -20 -4, and in
which the City agreed to pay for same Mr. Church moved that this
Districl agree to the proposal and do the snowplowing as requested
by the ity of Drumheller at a charge of $10 00 per hour but with
no guar ntee that the road can be kept open at all times Carried

that the Department requires that Item #13 of the application read

Communi y Society is now endeavoring to locate their Title or

of the application of the Grainger Community Society for the projects
as above named Carried.
A letter from Mr Krause was read regarding his land south
of the Wimborne Community hall and just to the east of that. He
agreed to sell the two acres between the hall property and the
cemetery at $500 00 per acre, and additional land to the east at
$750.00 per acre This was discussed at some length and Mr. Schmelke
,advised that the Wi.mborne community did not favor proceeding with
the pur base of land at that price at this time 111r. Schmelke

The Government circular in respect to the Centennial program
was reviewed with particular reference to the possible eligible
projects Council was advised that a committee from the Town of
'three Hills would like to meet with them this forenoon for a dis-

Mr. Loosmore and Mr Schmelke reported briefly regarding the
.Auxiliary Hospital at Didsbury and stated that they believe it now
has about 16 residents.

REPORT OF COMBINED IEETING
February 1, 1965
A meeting was held at the office of the Municipal District
of Knee ill #48 in Three Hills in the afternoon of February 1, 1965
for a discussion of problems of mutual interest to those concerned
with to al government.

Distric and the following were in attendance.

Mr Brown, Reeve of the Municipal District, caller: the meeting
to order and asked for nominations for a Chairman Mr Dune Peters
nominated Mr Ralph Brown for Chairman. Mr. Stephenson moved that
nominations cease Motion carried

CIVIL
M . Gordon King re,�orted on the Civil Defense Unit budget
as drawn up by that committee. The committee is made up of one
member from each of the participating municipalities of which I•Ir.
Ralph Brown acts as Chairman I4r, Gordon Park is to act as Co-
✓ Ordinat r for this Civil Defense Unit and each Co- Ordinator from
the various municipalities will act as Deputy Co- Ordinators.
EDUCATION
TI Berdahl, as spokesman for the Three Hills School Division,
brought out two points which they were concerned about-
1. It was the feeling of this Board that teachers wish
to be c assified as Professional people and yet, unlike doctors
and lawyers I are protected by the Labour Act He expressed that
in many cases this creates misunderstanding by both parties and
they feel that if the parts of the Labour Act affecting teachers
could be included in the School Act, it would solve many problems.
2 Mr Ferdahl expressed that he felt that legislation should

Mr Erown was asked if the matter of a County being established
in this District was discussed by the Municipal Council. Mr. Brown
reported that no request for a County had been made to the Council
of this Municipal Distract and the matter had not been discussed
by Coun il.
CEMETERIES
Mr. Brown reported that the Council had received a letter
from th Department of Public Health stating that a new regulation
requirel a cemetery license fee of $5 00 for each cemetery operated
by the nunicipality This was discussed by Council and the follow-
ing action was taken- This District protest the cemetery license
fee and a letter of explanation stating that this District is
looking after these as a service to the people and there should be
no expense by way of a government licease, and further, that the
Depart nt be arcked what the money is used for
N . Brown then asked for an opinion of the urban people if
j the fee charged for cemetery plots was sufficient to cover the

costs be picked up by the rural area. The Town of Three Halls
reported that they had two different rates which they charge for
their flots, being $10 00 for a ratepayer and $15.00 for a non -

Fenske reported that this was costly as n Central office would be

helpers He estimated the cost would be between 2 and 3 mills per
municipality.

Mr Brown reported that some work had been doze for a park

It was further suggested that this meeting be held in the
evening rather than the afternoon as it would be more convenient
for the majority.
Roy Davidson, M L.A. for this area, stated that he was
very p eased to attend this meeting and would discuss the various
proble with the government departments.
RURAL HIRE PROTECTION
Mr. Brown reported that a vote was to be held on Wednesday,
February 17th regarding the establishment of a rural fire protection
area f r the Trochu district. It was noted that Carbon had also
shown some interest at one time but the matter had been dropped
Mr. Stephenson pointed out that some confusion had been brought
to light regarding the operation of a rural fire department He
was advised that, although the fire fighters were called a voluntary
fire brigade, they were still maid for their services. Also a
number of rural men were appointed to the brigade and they in turn,
were a so paid for any fire calls and also for attending practices
t�ir Br n reported that all firemen were covered by workmenvs
Compen ation and this rate was based on the wages of a city fireman.
A discussion regarding how often these 0oint meetings should
be hell followed with the general feeling that one meeting per year
well atitended was more satisfactory than two meetings which may
not be s well attended.
Peters moved that the meeting do now adjourn. Carried.

Thelmeeting that had adjourned from Feb 1, 1965 was reconvened
at the Municipal office, Three Hills at 9s00 A.M on Thursday,
Feb-4, 1965 with all Councillors again in attendance
Mr� DC Dau, representative of the Three Hills School
Divisio , was present throughout this meeting.
The three foremen, Joe Dobler, Ted Paquette, and H.J. Gimbel
E: were pre ent throughout all of the meeting
Mr. Bert Berg of Berg Industries of Linden, met briefly with
Council and gave specifications and details in regard to the hoist
ies which he manufactures A brief discussion followed with him and he
then thanked Council and left the meeting.

He stated that he had quoted various agents on a ten ton hoist
with heavy 61"- channel, but that this is guaranteed. This was dis-
cussed briefly with him and he then thanked Council and left the
meeting
Mr. Dune Peters reported briefly regarding a new disc for the
Agricultural Service Board. An 89 disc from Frere's at Trochu
could be bought for approximately $405 00 cash or the old one
could be traded in at $50.00. He and Gordon Park got the comparative
prices in Calgary and at Linden and thought that the best deal was
through rerets; Mr Peters thought that it might be advisable to
sell the old disc rather than trade it in. This was left in the
hands of the committee.
Those agents and others who were at the office and who had
submitted bids regarding the !ton trucks and a 1 ton truck were then
invited to meet with Council and the bids were then opened in the

condition that the Municipal District arrange for the necessary right -

the Reeve and the road committee proceed to negotiate for the required
land for he road as proposed north from the Snell bridge Carried
2, File 2029 in VV/M- 1- 21- 31 -22 -4 - McLean A new bridge is not con -
siddfbd necessary at this location as the traffic is limited and as
the general road is not of high standard Council agreed without
motion to table this request for 1965
3 _W/SW-7-33-24-4 - Williams.- Albrecht - The Bridge Branch is con -
sidering the proposals regarding the intersection with Hwy. #27,
stream di ersion, etc but suggested that the bridge might not be
supplied in 1965, due to limited traffic 1dr Schmelke moved that the
Bridge Br nch be asked to give this location very careful study and to
supply th bridge in 1965 if possible. Carried.
4 File 7 173 in v/i,7�T- 20- 29 -26 -4 - Wallace 7 211 culvert will be supplied
for this location. Council agreed to guarantee installation in 1965
5. File 76174 in 21/SW- 29- 28 -23 -4 - Schell - Ohlhauser Arch culvert
8414 x 611, will be supplied. Council agreed to make installation in

17 File 629 in NE- 31- 33 -22 -4 - Riep strip mine. Profile and other

District Vngineer.
18 W/N111- 22- 30 -26 -4 The Bridge Branch asked if the Municipal District
wash to straighten the road to the north through the hill or to con-
sider using a diversion to the west of the stream channel. Mr. Brown
moved that Council agree to table this request for 1965 so as to

completed registration of road plans in connection with the road

R Broun A copy of a letter from the Canadian Seed Growers Association
Seed to Mr. R W. Brown was read in which it advised that he will receive
a long s rvice award for 15 years or more of successful production of
pedigreed seed. Congratulations of Council were extended to our
Reeve in this connection

Trochu The Secretary - Treasurer advised the Council that the result of
the vote in regard to the proposed Trochu Rural Fire Protection area

been missed in the preparation of the voteros list and that some

shop but that it will not take very long for repair work and they
have bus started repairing on the D7. The FSJD has had the trans-
mission lixed and the motor is being overhauled at present
Mr Gimbel reported that the motor from the 14A cat had been
sent to alga;-y for checking and should be back soon. He also has the
TS14 in the shop and this will be checked this week with the assistance
of a mechanic sent out by the Company.
Council was advised that Att Keila has requested that the road
crest.. f 36- 32 -23 -4 be snowplcved to give hint access to his grain
bins. T is has been done once before. This was discussed at some
length ia regard to a ;policy decision Mr. Schmelke moved that snow -
plowing of roads to gr�.in bins, etc. in cases where the road is not
otherwise needed, be done free once only during the winter; after that
the individual requesting it will be charged carried unan This was

discontinue all tax discounts Carried 4 to 3
Mr Loosraore moved 2nd Reading to this Py -Law Carried 4 to 3.
It was agreed that this matter of tax discounts be brought
before the Annual Meeting and that final decision of Council be tabled
until after that.
A letter of February 10/65 was read from the Town of 'Three rills
in which it requested some financial assistance from the llunici-.;al
Lon District for the town recreation program and 7lihich pointed out that
approximately 1/3 of tl ;e participants are from the rural areas. Sec

A letter from 144r Gien Farrow was read in respect to the road
diversion Ln SE- 29- 33 -22 -4. In this he stated that, in his opinion,
the price 3f $50 00 per acre for the land involved was much too high
an,:, he poi ted out that, in one other case, the diversion had been
cancelled 2tnd liven back to another owner without charge Details
connected with this were tlen discussed. 14r Loosmore moved that the
motion of January, 1965 in this regard be now rescinded:. Carried
Mr. Feters moved that Mr Glen Farrow be now advised that the
Council is willing to cancel the diversion in SE- 29- 33 -22 -4 if he
first pays this District at the rate of $25.00 per acre, with the
understanding that the land will then '-e returned to the quarter
section and that Mr. Farrow be advised that the rate now set is the
actual rate which was paid to him for the land and that he be given
u an explanation that many other road diversions were donated; and
further that the road diversion, if returned to him, be as in its
present condition. Carried
