Mr. Loosmore moved that nominations cease Carried. Mr. Ralph Bro n was declared elected by acclamation. ThE contract with Mr Keglowitsch was then discussed with him briefly He stated that he is now associated with Smerek & Associates of Calga y and he feels that they and he could serve the (Municipal District on paring projects as we�.l as all other work The matter of getting letter co- operation between him and the foremen was discussed so that greater value and benefit could be received from his services. Mr Kegl wit;ch was advised that the council might wish to again hire Underuoo , McLellan 1EY Associates in respect to the paving project if it is co tinned as that firm has already done some work in connection with it Changes in items 2 and 3 of his agreement with the District were discussed briefly and it was then left for Mr. Keglowitsch and f the Secr tary- Treasurer to review these in an effort to come up with a r,:utual y satisfactory amendment. Carried See Page 4 FORM 143- SPECIAL UNICIPAL Si PLIES LTD. -� COUNCIL MEETING Jan 4, 1965 Page 4 Icy The matter of getting some gravel on slippery hills and a few hills bad corners were referred to Joe Dobler for action Mr Arnold Eoese and Doug Hazelton of Linden Contractors met Lind in with Council They reported that they had 10,000 cu.yds of work Cont to do fo the Government at Exshaw and that they wished to get this done sometime before winter works season ended It was suggested that they should spend the next month at least in this District and then Council ould consider their request. Albei t It was reported that Mr Albert Henderson had been doing some Hend rson work from Carbon and I�ir Gimbel stated that he would like to have him f there for additional work. It was agreed that he be allowed mileage at 12¢ per mile to and from Carbon if he uses his own vehicle It was agreed that Linden Contractors continue working from the Lind (n Nlegli pit or move to the Municipal District pit if conditions are more Cont favorable there They hope to start reasonably soon but this depends upon the weather It was further agreed that the total work from the J M D pit would be somewhere between 20,000 and 30,000 cu yds Mr IBoese ano Mr. Hazelton thanked Council and then left the meeting Rocks in Mr T Paquette reported that a large number of rocks were put ditches in the ditches north of Jacob Klassens and also near Bu.-1 _tamers sometime this year and that these are a hazard when snowplowing is being done. The revised Wage Agreement with the hourly public works employees was them shown to Council and discussed at considerable length The suggestion that time and one -half be paid for work in an emergency or on statutory holidays was debated pro and con Mr Peters then moved that time and one -half be paid in an emergency on a compulsory �,statutoi�y holiday or a Sunday if authorized by a foreman or the local Councillor and later ratified by the whole Council. This motion was defeated Mr. Campbell moved that the revised Wage Agreement of the hourly ,public works employees be thenacceptAd per copy supplied to each Councillor Carried Mro H.J Hanson, Assistant Secretary- Treasurer, presented the is account and paysheets for - nai.deration. Mr Schmelke moved that James Fjizzell be paid $10 00 for time plus $1 50 for expenses for assista$ice in transporting a welfare case to the Mental Hospital on January!lst, 1965. Mr s , E Danchuk District Engineer and his assistant, 14r Leon Root then met with Council together with the three Municipal foremen Pavinglwas discussed and the merits of using 4Q` crush entirely instead of some 3" crush was discussed Mr Danchuk said this should be referred to the Provincial Construction branch, Department of Highways Mr Danchuk agreed that grading costs might be considerably lower if done b the Municipal District with its own equipment, and that it might be advisable to have a light road mix applied first with paving of the ?surface in a later year It was agreed that Mr ;diner Keglowitsch take profiles and sketch of the curves, etc. from the Lindengridge south, and that these be submitted to Mr Danchuk for commen -ys, lications were C©ntingency Grants and Resource road grant -lapp discule ed briefly and then tabled until later in the meeting. COUNCIL MEETING Jan 11/65 Page 8 Mr Stronach, of Alberta Government Telephones, met with Council to disc . s matters pertaining to the proposed underground telephone cable from Carbon southwesterly to #21 Highway. pStandard depth is 3044 below the ditch, but they could go down to 4011 at any locations requested Mr Stronach stated that they would stay at the same level through the approaches if requested and that they would not ditch across the roadway but would drive pipe or tunnel under the road for any road crossings He further stated that the costs of moving the cable at a later date was not definite, but that it could be done if the company was given reasonable notice He further stated that there would be a splice every 6,000 ft and that this would be near theproperty line and well marked Mr Poole then moved that Council grant approval for the under- ground telephone cable from Carbon southwest to #21 as per nap but that this be without precedent and -.at the 30i9 minimum depth with the same "level be maintained through the approaches Motion carried; Mr. Peters moved that a representative of Alberta Government Telephones be asked to go over this project in the Spring before starting the work together with our Road Committee and 1,1r C Poole, ,j local Councillor, to decide if any greater depth was needed at any particular locations M.0tion carried 14r Stronach agreed to do the inspection as noted above and \/thankediCouncil for meeting with him. The following is a brief resume of the discussion and items agreed upon 1 Payloader - Call for bids for a new 2 cu yd. machine - gas or diesel dlternates - with quotes to be for a cash deal and /or for a deal with the trade -in of our present Michigan Payloader. 2 Gravel trucks - Bids to be received for three new trucks, complete with bcxes and hoists with quotes to be for cash deals or for cash less trade -in of the three 1962 trucks which we now have, with the bids to be called from all local agents and the hoists to be from either Berg Industries or Linden 14achine Works 1dr Schmelke moved t at the committee to draft details for calling for the truck raids be Mr Dunc Peters, Mr C Poole and Joe Dobler Carried 3.,Motor Patrols - no bids to be asked for 4 IlWagners - average cost of repairs for each Wagner in each of the yeais 1963 and 1964 was approximately $5,000 00 Agreed that we call far bids for two new self loading rubber tired units with four wheel dive in the 12 to 20 cu.yd. capacity, with bids to be for a cash deal or less trade of either one or both Wagners. 5 Euclids - cost of repairs in 1964 for one machine was just slightly over $10,000 00 and in 1963 on the same machine was slightly over $64100.00.
