Fir A letter was read from Saskatoon Fire Engine Co. in which they

was ordered filed for later reference
The Secretary - Treasurer gave Council a brief report regarding
Tax Sale Tax Sale for early 1965 He stated that properties owned by some
10 ratep yers must be included unless arrears are sooner paid
Special otices have been mailed to those concerned. Mr. Campbell

Doug Hazelton of Linden Contractors met with Council and
hat they have now crushed 6,362 cu yds from the Megli pit
25611 cu yds are in stockpile at the pit, 3,559 cu yds
er, and 192 cu.yds. have been put on roads and hills. Mr.

The ouncil meeting that had adjourned from Dec-14/64 was re-
convened at the Municipal office, Three Hills at 9.00 A.M. on
Monday, cember 21, 1964 with all Councillors again in attendance.
Mr , C. Dau, representative of the Three Hills School Div -
ision, wa not present at the start of the meeting but was here
for most f it as shown by these minutes
Mr, Brown, Peters and King gave Council a report of their
meetingwi h the executive of the Calgary Regional Planning Commission
Some of the main points were*
1 Tie executive did not favor membership for a portion of the
District my as the services required would be almost as great as
for the w ole District as there would be no definite way to divide
the costs and as they did not think that the Government would favor
such a po icy
2 io progress xxxkd whatever had been made on the request
for inter"m development control adjacent to Three Hills due to lack
of experi nce and time factors,
3 Tie rough estimate of the requisition to this District as
a member or one year would be $4000 rased on that figure, the
Governmen would contribute $8000. and the City of Calgary $4000
so that tie gross increase in budget for the Planning Commission
would be 16,000
The report regarding Regional Planning was discussed at con-
siderable length. Some Councillors expressed the opinion that a
local planning commission would be able to give much better service
than one far removed as is Calgary, others thought that $4000
required for a requisition might better be spent on two -way radios
or other municipal needs
Mr, Campbell moved that the Secretary- Treasurer write to the
Department of Municipal Affairs for information as to the possibility
of setting up a Local Planning Commission for the M.D of Kneehill
and the Towns and Villages within it, and to inquire what govern -
ment grants would be available if this were done; and further that
this matter be discussed with representatives of the Towns and
Villages at a joint meeting to be held early next year Carried,
1Ir Peters moved that the Annual Meeting of Ratepayers of this
Municipal District be held on Friday, Harch 5th, 1965 at the Three
Hills Community I<,Iemorial Centre, commencing at 1:00 P M Carried
Mr Loosmore moved that Council approve the extension df
Canadian Utilities services so as to serve Harry Stanger as per map
submitted. Carried
The new commercial rates of Canadian Utilities as they affect
the Hamlets were referred to briefly Mr Loosmore moved that
these be accepted and filed Carried
Council was advised that the final license has now been
received in respect to the Swalwell dam in N14 -4 -30 -24-4 Mr Poole
moved that this be accepted and filed Carried

Mr 3rown, Loosmore and King gave Council a brief report on

Hr Alan Koch met with Council to discuss business pertaining
Allen I och to the third year course in Heavy Duty Mechanics He has completed
Cour e the first two years and is registered for the third course starting
etc on January 4/65, but was uncertain as to whether or not he would
attend due to lack of practical experience which makes the course
difficult and also due to the financial cost of same. He stated
that the government would allow him $2 40 per day and there is no
tuition but he must pay for board and room and buy books, travel, etc.
The Council discussed this with him at some length and then discussed
same privately

Mr Peters moved that Council make the following alternate

1 a) He would consider two weeks of the course as holidays
and receive full pay
b) He would receive full pay for one additional week
c) He would receive 2 pay for the remaining three weeks
d) He would be credited with 52 hours a week for the full
six week for any adjustment which might be mado at the end of the
year
or 2 (a) He be given 2 pay for the full six weeks
(b) He would still be entitled to his holidays for 1964
(c) He would be credited with 52 hours a week for the full
6 weeks for adjustment at the end of the year
or* 3 (a) He would consider one week of the course as holidays
and receive full pay
(b) He would receive five weeks pay at 2 the regular rate
(c) He would still be entitled to two weeks holiday with
full pay if taken during the winter.
(d) Time would be credited at 52 hours a week as in the
other o fers

south of Torrington was read This suggested that the Roadmaster
from Bei eker meet with a committee at the site for a discussion
of the s ow fence, etc ,
Mr. Peters moved that an appointment be made to meet the C P R
roadmast r at the C P R crossing south of Torrington Carried.
The Secretary- Treasurer advised council that he has had further
requests in respect to an increase in the maximum load limit on
municipal roads and asked if any change is to be made This was
discussed at considerable length Mr Loosmore then moved lst
ReadirC to By -Law No 459, this being a Iy -Law to allow a maximum
loading of 56,000 lbs on all municipal roads Carried 5 in favor,
2 against Mr Campbell moved 2nd aeeafin�; to this By -Law. Carried-
` 5 in favor, 2 against Hr Pooler %- at Council proceed with the 3rd
Reading of this "y -Law The vote on this showed 5 in favor, 2
ag&znst As this was not unanimous, the third reading could not be
given al this meeting
Mr. Church moved that Iy -Law No 460 be gassed to withdraw the
45 male •er hour speed limit now in effect in respect to trucks on
t I- Iunicip 1 roads and that the speed limit be increased to 50 miles per

Hat ers relating to the placing of rocks on road allowances
by the H xley Hutterian Brethern was tabled for a later meeting
when the #e would be further time
Council was advised that the 1964 general road grant of
$95,242 CO was received on December 12th Mr Brown moved that this
be accepted and filed Carried
It uas agreed without motion that H J. Gimbel and T Paquette
as foremen, be in charge of all winter snowplowing and that
if they require extra men, they should contact Joe Dobler as foreman
of the truck drivers; and also if Joe Dobler requires extra men , he
should contact the foremen.
Mr Poole inquired regarding the policy of this District
in respee to snow plowing of lanes, snow plowing into private
garages, feed stacks, etc Present provisions were quite indefinite
as any motions had been made a considerable time ago
I4r Schimelke moved that Council now rescind all previous
motions ii regard to snowplowing of lanes and related matters Carried
Furt er discussion then followed regarding this snow plowing
Hr Poole then moved that the following be declared municipal
policy
As f om January 1, 1965, the following charges will be made for
any privy a snow plowing, including all driveways and lanes
At rate of $10 00 per hour, with a minimum oharge of $2 50
Charge is for working; time only if the machine is close Special
traps - t avel time charged at same rate. All 1unicipal roads to
receive priority. Emergency call may be adjusted at the pleasure of
Council otion carried 6 in favor, I against
Council was advised that the date of the January meetinglset by
�5 Statute a d therefore the next meeting will be on Monday, January 4,
1965 in the I•.unicipal office, Three Halls, commencing at 9 °00 A M.
