BRIEF TO BOARD OF INDUSTRIAL RELATIONS
October 16, 1964
is brief is submitted on behalf of the Municipal District
111 with office at Three Hills
e main purpose of the brief is to strongly urge that no
made in respect tofciause of the Labour Act
nts special concession to any municipal corporation.
Sections (a) and (c) of the same clause grant the same concessIgns
to the G vernment of the Province and to any board or comxission
created Oy any Act of the Legislature.
We are concerned mainly with the situation as it applies to
rural municipalities and so shall direct our arguments accordingly
Exemption from provisions in respect to hours of work and
overtime pay should be continued as the work is seasonal in nature
and directly affected by the weather
Employees commonly work 10 to 12 hours per day for $ to 52
gays per week so that their earnings based on fair hourly rates,
will be ufficient to provide a livelihood In times of inclement
weather,

requirement of overtime pay might result in:
The operation of double shifts with (a) a subsequent
reduction in earnings as compared to the present (b) a grave

evidence that employees are willing and even anxious
longer hours - and that at least one labor union
supports this - we quote the following from Clause #7 of a
proposed contract as submitted to this District by a Labor Union
on behalf. of our employees
"Subject to changes made from time to time for reasonable
cause by, or by order of the Employer or a foreman of the Employer,
the following shall be the hours during which the Employer may
require E ployees to work Subject to the provisions hereinafter
set out concerning annual vacations, statutory holidays, and
illness and injury The present hours of work shall apply during
the life of this Agreement 11
T existing hours of work were in excess of 10 hours per
day in s er and if required in winter - no overtime That was
one of the few points on rhich Union and employer agreed
As further evidence of the above, we know of only one rural
municipality which has a Union AgreeTM2ent - the County of Red Deer
- and both parties agreed to the longer hours as evidently being
most practical
Itlis our considered opinion that the legislation as it now
exists isireasonable and fair in granting a special concession to
Municipal ties Unfa -4_r advantage is not being taken of employees
In view of this, we respectfully ask for your favorable
considera ion of this brief
